Washington state's Supreme Court on Thursday ruled the death penalty was unconstitutional because it was inconsistently applied, making Washington the 20th state in the US to outlaw capital punishment.The court said the death penalty's use varied depending on the location of the crime or the race of the accused -- a violation of the state's constitution. Budgetary resources and county of residence were also contributing factors, the ruling said.The state has eight prisoners on death row, according to the Death Penalty Information Center, and the ruling said all their death sentences would be changed to life in prison."The court makes it perfectly clear that capital punishment in our state has been imposed in an 'arbitrary and racially biased manner,' is 'unequally applied' and serves no criminal justice goal," said Washington Gov. A study from the University of Washingtonfound jurors in the state were "more than four times more likely to impose a death sentence if the defendant is black."The ruling was handed down Thursday morning in the case of Allen Eugene Gregory, who was convicted and sentenced to death in 2001 for the murder of of a woman five years prior, according to court documents.The court said it would not reconsider Gregory's conviction of aggravated first-degree murder.In a statement, the American Civil Liberties Union praised the court's decision."Washington's Supreme Court showed courage in refusing to allow racism to infect life and death decisions," said Jeff Robinson, the ACLU's deputy legal director and director of the Trone Center for Justice. WASHINGTON, D.C. — The constellation of polling places across the country forms the backbone of voting in America. Yet, with about 117,000 of them, it doesn’t always run smoothly.“Some of them are commonplace situations, folks who may not know what ID they need to vote,” said Izzy Bronstein, campaign manager with the nonprofit, nonpartisan organization Common Cause.Common Cause is one of several organizations banding together for the nonpartisan effort Protect the Vote to ensure every vote gets counted in the 2020 election.“There are a number of problems we expect this year,” Bronstein said.Among the potential issues: confusion over mail-in ballots, early voting dates, whether ballot witnesses are needed and what polling sites are open, as well as the potential for voter intimidation. Fear of that is rising on the heels of President Donald Trump saying at the first presidential debate, "Go to the polls and watch very carefully."With all of that in mind, Protect the Vote is recruiting thousands of volunteers across the country – 20,000 signed up so far – to be on hand at polling sites to answer voter questions. They will also help get them in touch with attorneys – from the Lawyers Committee for Civil Rights Under Law -- through a nationwide hotline, so they can assist a voter if they run into trouble casting a ballot.“We know that this is a big election with a lot of at stake,” said Suzanne Almeida of Common Cause PA, which is heading up the effort in the battleground state of Pennsylvania.Almeida is quick to point out that their volunteers are not poll watchers, which are people usually affiliated with a particular candidate.Instead, volunteers with Protect the Vote are called poll monitors and are non-partisan.“It is even more incumbent on us, particularly wearing our nonpartisan hat, to make sure that the election runs smoothly, because we know that folks are going to be looking carefully at the results in Pennsylvania,” Almeida said.Other battleground states, like Florida and Wisconsin, can also expect an election spotlight since there have been election-related issues there in the past.“It's about making sure that every voter gets their ballot counted and their voice heard in our democracy,” Bronstein said. “And that's really something we can all come together on.”If you run into any issues while voting, Protect the Vote has set up a nationwide hotline, staffed by attorneys from the Lawyers Committee for Civil Rights Under Law. Do your research on what someone with your experience and your location should make.And most importantly, don't start this conversation over email. WASHINGTON, D.C. -- It seems like a visit to the doctor’s office, but this high-tech checkup doesn’t involve a medical professional, but, rather, an app.“It is a completely objective measure,” said David Liu, CEO of Sonde Health.The company is the developer of an app called “Sonde One.” It’s designed to screen employees at home for potential respiratory ailments – like COVID-19 – in part, through the sound of their voice.“Speaking is one of the most complex physical things that a person can do,” Liu said. “Many parts of the body have to come together including your brain, your lips, your mouth, your lungs, your heart.”That is where the app comes in.After answering a few symptom-related questions, it prompts a person to say “ahhh,” for a set amount of time. The app then either clears the person to go into the office or notifies them and their employer that something may be amiss.“It's a biomarker, like any other, that the body produces,” Liu said. “There's data and signal in your voice that can be read and understood.”The voice analysis technology has been used before in helping screen people for depression and several studies done in the U.S., Australia and Germany show it may have merit.However, the app can’t specifically detect the coronavirus. It can pick-up if someone might have a cold, the flu or even asthma. Still, some companies are signing on.“There's a group of managers who are testing this you know on a on a daily basis right now, just so that we can learn the ins and outs of it,” said Ed McNamara, who is with the New Jersey-based software company SHI.SHI has 5,000 employees, all of whom used to go into the office. COVID-19 put a stop to that because, like millions of others, employees at SHI are working from home.“Our culture, as a company, is one that is really based on us being together and collaborating in person,” McNamara said.The company hopes that might change some time in the fall and that the app could be part of their strategy to come back.“It's one compliment of all of the other activities that we're undertaking, just to make sure that when we do come back to the office, it's in the safest possible way,” McNamara said.It is a safety that could hinge on the sound of your voice. 2245
