BEIJING, Oct. 25 (Xinhua) -- Chinese Premier Wen Jiabao played a major role in ensuring the success of the meetings related to the Association of Southeast Asian Nations (ASEAN) by putting forward proposals to tackle the financial crisis and enhance regional cooperation, Chinese Foreign Minister Yang Jiechi said Sunday. Wen returned to Beijing Sunday evening after attending the meetings, including the 12th summit between the ASEAN and China (10+1), the 12th summit between the ASEAN and China, Japan and the Republic of Korea (10+3), the fourth East Asia Summit, in Hua Hin of Thailand from Oct. 23 to Oct. 25. During the meetings in Thailand, Wen said the China-ASEAN fund will be available by the end of this year as the fundraising of 1 billion dollars for the first phase is almost completed, said Yang. These and other policy measures will provide timely assistance for ASEAN countries, which were hit hard by the current global financial crisis, added Yang. Meanwhile, the China-ASEAN Free Trade Area would be put in place by 2010 as planned, said Yang. Wen urged the two sides to make the most of it and promote exchanges and cooperation in various sectors between the two sides. For this end, China will host a China-ASEAN Free Trade Area forum next year, set up a portal website with the ASEAN nations, establish economic cooperation zones in the ASEAN nations and remove technical trade barriers, Yang noted. The Chinese premier also raised proposals on enhancing cooperation in various sectors, including infrastructure construction, agriculture, environment protection, new and renewable energies, prevention and control of A/H1N1 influenza as well as promoting social and cultural exchanges, said Yang. The leaders attending the meetings expressed high appreciation of China's commitment to good-neighborly and friendly policies and cooperation with ASEAN countries. They noted that China, taking practical actions to help ASEAN countries overcome difficulties and meet challenges, has served as a major force in maintaining financial and economic stability in the region, and promoting peace and development, said Yang. BEIJING, Nov. 14 (Xinhua) -- China's industrial output is expected to grow by about 16 percent year on year this month and in December and the full year industrial output growth could reach around 10.5 percent, Minister of Industry and Information Technology Li Yizhong said here Saturday.     At the 3-day International CEO Roundtable conference, Li said the industrial output growth would guarantee the manufacturing-based Chinese economy should achieve its full-year growth target of 8 percent.     China set the about 8-percent growth target in March this year. The government believes 8-percent GDP growth is essential to generate enough jobs.     According to the minister, China's industrial economy stopped falling and began to stabilize and recover in March this year. In October, China's industrial output rose 16.1 percent from a year earlier, the fastest pace since March 2008 and the sixth consecutive month with an acceleration of year-on-year growth.     Li said the industrial output in October had climbed to the level in June last year, which indicated a V-shaped curve of the recovery of the industrial production activities.     Other figures, such as rising company profit, surging power consumption, and increasing export orders, also pointed to the notable recovery of China's industrial production, he said.     Li also cautioned that the recovery base of China's industrial production was not solid and some industries and companies were still faced with production and operation difficulties.     He said China should continue its efforts to restructure its economy and change growth pattern by promoting innovation and technological upgrading, conserving energy and cutting emissions, and integrating information technologies with industrial development.     According to the minister, the industrial production accounted for 43 percent of China's total GDP in 2008 and contributed 42.8 percent to the GDP growth last year.     Thanks to the global financial crisis, China's economy cooled to its slowest pace in seven years in 2008 and expanded 9 percent from a year earlier to reach 30.07 trillion yuan (4.4 trillion U.S. dollars).

BEIJING, Oct. 23 (Xinhua) -- China hopes the United States can take active steps to eliminate discriminatory measures towards Chinese poultry products, said Yao Jian, spokesman of China's Ministry of Commerce, on Friday.     Yao made the remarks in a comment on the ministry's official website on the 2010 Agriculture Appropriations Bill, which has modified the stance towards Chinese poultry imports, compared to that in the Omnibus Appropriations Act 2009.     "We welcome the changes," Yao said.     He pointed out, however, there are still restrictions against Chinese poultry products in the new bill.     "China is evaluating whether the restrictions are totally in line with the non-discrimination principle of the World Trade Organization and other relevant regulations," Yao said.     "China's poultry products are safe and reliable... We hope the United States can stand on the footing of maintaining mutual benefit in China-U.S. trade and take active steps to eliminate discriminatory measures and normalize bilateral poultry trade at an early date," Yao said.     Yao hoped that the U.S. could modify relevant regulations to resume poultry imports from China.     The U.S. House of Representatives passed the 410-billion-U.S.-dollar Omnibus Appropriations Act 2009 in February, which said "none of the funds made available in this Actmay be used to establish or implement a rule allowing poultry products to be imported into the United States from the People's Republic of China."

The move is meant to offset the city's rising fuel prices, as they hit their highest levels in years.    The new taxi fare policy will begin this Wednesday on November 25, 2009. One yuan will be added to any trip exceeding 3 kilometers.     Beijing will continue to work on linking taxi fares with gasoline prices.     Meanwhile, most of local residents say they accept the surcharge.     A local resident of Beijing said, "A one yuan surcharge won't affect me too much. I'm OK with it." The new Beijing taxi fare policy will begin on Nov. 25, 2009. One yuan will be added to any trip exceeding 3 kilometers    Another said, "Some Chinese provinces have already taken similar measures, such as Yunnan and Shandong. I think it's fine. We should do it."     Taxi drivers have explained that the extra yuan will provide compensation for the increase in pump prices.     A taxi driver in Beijing said, "If I serve 40 passengers a day, it will create an additional 40 yuan. That can help me cope with the recent fuel price rises. I don't think passengers will give up taking taxi just because of one yuan. But if the per kilometer fare rises, many will think differently."     According to the new policy, the government, taxi companies, and passengers will share the cost of gasoline price fluctuations.     Beijing last saw an increase in taxi fares three years ago.
