SAN FRANCISCO (AP) — The vast region of Southern California, much of the San Francisco Bay area and a large swath of the Central Valley are about to be placed under a sweeping new lockdown in an urgent attempt to slow the rapid rise of coronavirus cases. The California Department of Public Health said Saturday the intensive care unit capacity in Southern California and Central Valley hospitals had fallen below a 15% threshold that triggers the new measures, which include strict closures for businesses and a ban on gathering with anyone outside of your own household. The Southern California region includes San Diego, Los Angeles, Orange, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura counties. The San Joaquin Valley region includes Calaveras, Fresno, Kern, Kings, Madera, Mariposa, Merced, San Benito, San Joaquin, Stanislaus, Tulare, and Tuolumne counties.Saturday, CDPH released new ICU capacity numbers:Bay Area: 21.7%Greater Sacramento Region: 21.4%Northern California: 24.1%San Joaquin Valley: 8.6%Southern California: 12.5%The new measures will take effect Sunday evening and remain in place for at least three weeks, meaning the lockdown will cover the Christmas holiday. 1241

Sears has won some more time to save itself. But not a lot more time.At a bankruptcy court hearing Thursday, Judge Robert Drain approved Sears' plan to auction off about 500 stores. The auction is central to the company's mission to remain in business. Sears intends to use funds from the sale for its operations, and it will pay rent to the stores' buyers so they can stay open.A committee of Sears' creditors had objected to the plan and argued that the company should immediately start the process of going out of business to limit its ongoing losses.Judge Drain said he will hold another hearing a week before Christmas to consider whether to go ahead with Sears' effort to stay in business or start the process to close all its remaining stores. Drain said it wasn't realistic to start a liquidation process immediately."You can't do a GOB [going out of business] plan for a company this big by snapping your fingers," he said. "Let's come back to court [in December] and see what the lay of the land is."Sears' attorneys conceded was a chance the company might not be able to survive."We recognize we have a tough path ahead of us to save the company," said Sears attorney Ray Schrock. "We're not blind to that fact."Schrock said the upcoming holiday shopping season is a crucial period for Sears, and the company believes it will at least be able to break even in the fourth quarter.The creditors' attorney expressed doubts that the company will be able to stay in business. But he said they could live with waiting until December for a decision on Sears' future.Sears also disclosed in a filing late Wednesday that it has arranged for an additional 0 million loan to fund operations during the bankruptcy process. That loan is a crucial component of the company's ability to stay in business, according to a filing the company made on the first day of the bankruptcy process, but it has taken a month to lock-up the funding.The loan is from Great American Capital Partners, rather than ESL, the hedge fund controlled by Sears Chairman Eddie Lampert. When Sears first filed for bankruptcy, it said that it anticipated the loan would come from ESL, but creditors have objected to a the series of insider deals between Sears and Lampert. 2303

SEATTLE (AP) — Seattle's police chief says she will retire. The move was reported Monday, the same day the City Council approved reducing the department through layoffs and attrition. The cuts were supported by demonstrators who have marched in the city following the police killing of George Floyd in Minneapolis. The reductions were strongly opposed by the mayor and police chief. KING-TV reported that Seattle Police Chief Carmen Best, the city's first Black police chief, told the department of her decision in a letter, saying her retirement will be effective Sept. 2. “I am confident the department will make it through these difficult times,” Best said in the letter. “You truly are the best police department in the country, and please trust me when I say, the vast majority of people in Seattle support you and appreciate you. ... I look forward to seeing how this department moves forward through the process of re-envisioning public safety. Saudi prosecutors said Thursday they would seek the death penalty for five people allegedly involved in the murder of journalist Jamal Khashoggi.A total of 11 people were charged, the Saudi Public Prosecutor's office said, adding that the five people facing capital punishment were directly involved in "ordering and executing the crime."The Saudis have presented shifting stories about the journalist's death, initially denying any knowledge before arguing that a group of rogue operators were responsible for his death.After Saudi Arabia admitted that Khashoggi was killed in its Istanbul consulate, five high-ranking officials were dismissed, including bin Salman's media chief and the deputy head of the Saudi intelligence service.The-CNN-Wire 755

  

Security is being questioned after a plane was stolen from the Seattle-Tacoma International Airport on Friday. As officials look into how this happened, investigative reporter Jace Larson finds out more about the man piloting the plane.Richard Russell seemed coherent in his final conversations with air traffic control."I've got a lot of people that care about me, and uhh... it's gonna disappoint them to hear that I did this.”Russell did some aerial stunts while refusing air traffic control’s attempts to have him land.Russell’s final words were captured on radio, and he was apologetic to those he loved."Just a broken guy. Got a few screws loose, I guess,” Russell could be heard saying. “Never really knew it, until now."One of Russell's co-workers was surprised to hear his voice."You could tell he was in pain,” says Jeremy Kaelin, a former co-worker of Russell. “Kind of seemed a little delusional, and I was just shocked to see that someone who was so nice, so helpful and caring, actually he cared about his job, to do such a thing and you know and end his life."Russell had access to secure aircraft areas as a ground service agent and had knowledge on taxiing planes around the airport.Protocol requires two people to be present to tow the plane. Authorities are still unsure how Russell managed to access the plane alone and move it by himself."We believe he was in uniform,” says Brad Tilden, CEO of Alaska Airlines. “His job is to be around airplanes. He is tow certified, so he's meant to be-- airports have a non-secure side and a secure side. He's meant to be on the secure side. That's a part of the fulfillment of his job responsibilities."Once in the air, military jets were sent to follow Russell to make sure he didn't do anything dangerous."Military jets were scrambled from Portland, but it does not appear that the jets were involved in the crash of the Horizon aircraft," says Gary Beck, CEO of Horizon Air.The National Transportation Safety Board says Russell crashed through several lines of 10-foot-high trees. 2050
