BEIJING, Dec. 11 (Xinhua) -- China's consumer price index (CPI), a major gauge of inflation, rose to a 28-month high of 5.1 percent in November, the National Bureau of Statistics (NBS) said Saturday.The growth rate picked up from 4.4 percent in October, according to the NBS. The inflation was driven by a 11.7 percent of surge in food prices, which accounts for one third of the basket of goods used to calculate China's CPI.The year-on-year increase in food prices grew from rises of 10.1 percent in October, 8 percent in September and 7.5 percent in August.From January to November, China's CPI rose 3.2 percent year on year, surpassing the government's target ceiling of 3 percent for the year.The producer price index (PPI) for China's industrial products rose 6.1 percent year on year in November, compared with a 5.0 percent gain in October.

BEIJING, Dec. 8 (Xinhua) -- China's Ministry of Finance said here Wednesday that it will sell a batch of 30-year long-term book-entry treasury bonds this week at a yield of 4.23 percent.The bonds, with a total face value of 28 billion yuan (about 4.2 billion U.S. dollars), will be sold over five days starting Thursday, said the ministry in a statement on its website.The bonds are the 40th batch of the kind to be sold by the ministry this year, and will be the fifth batch of 30-year T-bonds the ministry has sold this year.The bonds will become tradable on Dec. 15 through the national inter-bank bond market and over the counter at designated commercial banks. Interest will be paid every half year.

BEIJING, Nov. 26 (Xinhua) -- The National Development and Reform Commission (NDRC), China's economic planner and price regulator, said Friday it has asked local governments to crack down on some gas stations selling diesel above the state-set prices.NDRC investigators found some gas stations have been selling diesel above state-set prices in the provinces of Sichuan, Hubei, Henan, Zhejiang, Jiangsu, Liaoning, Jiangxi and Shanxi and Chongqing Municipality.The NDRC has requested local governments to punish the offending gas stations.The stations were ordered to stop overcharging and turn over illegal incomes to authorities, according to a statement on the NDRC web-site.Also, the stations would receive punitive fines, it said.Among the violators, Yueyuan gas station in Xichang, Sichuan Province, sold No. 0 diesel for 9 yuan (1.35 U.S. dollars) per liter, as against the state-set 6.55 yuan.The NDRC said that consumers can call 12358 to complain about diesel overpricing and the price regulators will respond quickly.The latest measures were adopted in the wake of those publicized Tuesday, which were aimed to stop some refiners and diesel wholesalers from overcharging.An unprecedented diesel shortage has hit China's cities and markets, leading some wholesalers and gas stations to sell diesel above the state-set prices.Due to the diesel shortage, some enterprises suspended production and express deliveries turned into "snail deliveries."People found that it took much longer for buses to arrive and even some crematories found it hard to get enough diesel for cremations."We can't find enough diesel. Ten of the trucks in our company can't go out to deliver cargo. Our businesses are affected," said Du Zhanhai, head of a freight transportation company in Tangshan, north China's Hebei Province.The deadline for China's planned reduction in energy consumption is approaching. The country announced that it would reduce energy consumption by 20 percent per GDP unit during the 11th Five-Year Plan (2006-2010).

  

BEIJING, Dec. 15 (Xinhua) -- China released an amended anti-corruption regulation on Wednesday in which it sets out unprecedented penalties that include imposing punishments for corrupt Party officials, even if they have left their posts or retired.The amended regulation, the latest move of the Communist Party of China(CPC) to battle corruption, was jointly implemented by the CPC Central Committee and the State Council, China's cabinet.Based on a version that took effect in 1998, the amended regulation adds more articles detailing punishments for corrupt officials. It has expanded from 17 articles to 32 articles.Those newly added articles were mainly dedicated to detail the supervisory instructions and liabilities by imbedding provisions from various other regulations in recent years. For example, previously, to punish a retired official was something that was rarely heard of in China.One of the notable changes in the past decade was the popular use of the Internet, which opened up a new channel for the public to supervise officials, said professor Wang Yukai with the Chinese Academy of Governance.The public is able to report more corruption cases through the Internet and by implementing the new regulation, and corrupt officials will have to spend a lifetime constantly 'watching their back,' analysts say.The amended regulation underlines CPC officials' responsibility in promoting transparency when exercising their power and stresses mutual supervision among officials who respectively exercise the power of decision-making, enforcement and supervision.In addition, different punishments were specified for the collective leading organizations and individual leaders in the amended version.In article 18 of the amended regulation, the public is asked to supervise CPC officials, despite no specifications being mentioned in how they might participate.Law enforcement and strengthened supervision from the public and mediaare the key to fighting corruption, professor Wang added.

  

BEIJING, Jan. 17 (Xinhua) -- Beijing will adopt tough water management measures in the next five years to ease acute water shortages, according to local water authorities.The measures include setting warning lines for the quantity of water consumption, efficiency of water use and water pollution levels within the metropolitan area, Bi Xiaogang, spokesman with the Beijing Water Authority, was quoted as saying by Monday's Beijing Daily.Local governments would be punished if they missed the targets, he said, adding it was the first time that such measures had been formulated.The measures, which were still being drafted by the municipal government, will be implemented during the first half of 2011, Bi was quoted as saying.Beijing has been plagued by drought for 12 years in a row, during which its per capita amount of water resources has been nearly halved to about 150 cubic meters.With nearly 20 million residents and more than 4.7 million vehicles, the metropolis has a water resource deficit of 400 million cubic meters, although it transferred 320 million cubic meters of water from neighboring Hebei Province last year.
