BEIJING, July 26 (Xinhua) -- The All-China Federation of Trade Unions (ACFTU) said Monday it would work to help 1 million job-seekers find jobs this year, as well as provide vocational training for an additional 1 million people.Also, the ACFTU will provide training and job opportunities for 200,000 housekeeping workers this year, said Li Shouzhen, spokesperson with the ACFTU, at a meeting of the national union's executive committee.The ACFTU has launched a five-year campaign of vocational training to help improve the skills of workers, Li said.The ACFTU has been working to protect migrant workers' rights and recovered 2.5 billion yuan (366.03 million U.S. dollars) of defaulted salaries for migrant workers in the first half of the year, Li said.The national union, founded on May 1, 1925, had a membership of 169.94 million, with migrant workers accounting for 24.1 percent of the total, in 2007.ACFTU chairman Wang Zhaoguo said at the meeting that trade unions at various levels should work to protect employee rights to ensure stability.The meeting stressed the importance of the collective wage negotiation system and seeks to implement its use in wage discussions between businesses with trade unions by 2012.

BEIJING, June 24 (Xinhua) -- In effort to enhance its supervisory role, China's top legislature held an inquiry Thursday into the central government's final accounting for 2009, the first-ever inquiry held into a particular matter.On behalf of the State Council, China's Cabinet, several senior officials from the Ministry of Finance, attended the inquiry to answer questions raised by lawmakers at the 15th session of the Standing Committee of the 11th National People's Congress (NPC), the top legislature.The lawmakers focused on issues of general public concern such as how to improve the management of central government's budgeting and accounting, deepen the reform of financial and tax systems, and increase spending on social welfare projects.The decision to order inquiries into government work on certain issues of general public concern, which would require the attendance of senior officials of central government departments, was adopted during the annual NPC session in March.Li Fei, vice chairman of the Legislative Affairs Commission of the NPC Standing Committee, said the inquiry was a concrete and important step for the NPC Standing Committee to exercise and improve supervision of the government.According to the Law on Oversight, which took effect in 2007, senior officials of central government departments, the Supreme People's court and the Supreme People's Procuratorate, if requested, are required to attend legislative meetings to respond to lawmakers' questions over bills or government work reports being reviewed.
ROME, Aug. 4 (Xinhua) -- The recovering of poplar forests in Siyang County in Eastern China's Jiangsu Province is benefiting rural life and agricultural activities, the UN Food and Agriculture Organization (FAO) said on Wednesday.Thanks to a joint program launched more than 30 years ago by the Rome-based agency and Italian plant research labs, new poplar forests have extended from 7 percent to 47 percent and are now covering more than 100,000 hectares of the county's land area.Today the poplar forests play a crucial role in restoring marginal flood plains and stabilizing the river banks. Large swaths of planted poplar trees now protect fields once ravaged by floods, wind, sandstorms and soil erosion, giving boost to agricultural production and benefiting 1 million farmers living in the county.According to the FAO, the Siyang case is an outstanding example of countryside reinforcement triggered by the successful application of the international transfer of germplasm, scientific knowledge and technology."Poplars are very fast-growing and amazingly resilient," said Jim Carle, leader of the Forestry Management Team at FAO. "They can grow in many sorts of ways and can easily integrate with other land uses, making them ideal for supporting animal husbandry, agriculture, aquaculture, viticulture and horticulture," he added.Some of the services provided by these multi-purpose trees include furnishing material for shelter, shade and dwellings, protecting crops and supplying fodder for livestock, as well as offering viable sources of bio-energy.Since the launch of the program the FAO has engaged Siyang farmers and smallholders in new income generating activities. The development of wood industries and resulting job creation has contributed to an improvement of the region's overall economic situation and an increase in the per capita income of both its urban and rural residents.China is now the world's biggest poplar growing country. It has become the key player in poplar cultivation and is able to transfer knowledge and technology also to other regions in Central Asia.
NANJING, July 28 (Xinhua) -- A powerful explosion at a factory in eastern China's Nanjing City Wednesday has left at least 10 people dead and hundreds injured, including 14 critically, the city government said.Officials of the government of Nanjing, capital of Jiangsu Province, told a press conference Wednesday evening that 10 people were killed and 14 others suffered serious injuries after the blast at 10:11 a.m. ripped through an abandoned plastics factory in northern Nanjing's Xixia District.Further, more than 120 people have been hospitalized, according to the official.The death toll, which is based on the number of bodies so far recovered, could climb as rescuers are still clearing the explosion site and some injured people are reported to be in very critical condition.The blast was caused by a gas leak after a propylene pipeline was damaged as workers dismantled factory buildings of the Nanjing No. 4 Plastics Factory, said a statement from the State Administration of Work Safety (SAWS).The rescue headquarters say an excavator owned by Yangzhou Hongyuan Construction and Development Co., Ltd. hit a a pipe of 159 mm in diameter.The gas leak started at 9:56 a.m. and explosion occurred at 10:11 a.m.Gas supply was cut off a minute later, said Liu Zhaohua, deputy head of Nanjin's work safety bureau.The excavator operator, whose identity was not revealed, has been held by police for investigation.The explosion occurred when a motorist started a car engine at the scene, igniting the leaking gas, the SAWS statement said, without saying if the motorist was among the victims.Some rescuers and repairmen who had come to handle the gas leak may have died in the explosion, the headquarters said.
