SAN DIEGO (KGTV) -- A graduate program at the University of San Diego that teaches peacebuilding will evaluate whether or not to send students back to Culiacán, Mexico. The concern comes after Thursday's bloody battle involving Mexican federal troops and the son of notorious drug lord Joaquin "El Chapo" Guzman.The USD Kroc School's Trans-Border Institute has been regularly taking graduate students to Culiacán for the last five years, offering seminars and certificate programs in peacebuilding that have had an impact on the region, said program director Ev Meade."It's one of the only states in Mexico that's actually improved with respect to violence and was on the upswing until 3:30 yesterday afternoon and now all bets are off," Meade said in an interview.Meade was scheduled to speak at a conference on Friday but had to cancel the trip abruptly when cartel shooters laid siege to the city.The incident began when members of the Mexican National Guard patrolling a neighborhood in Culiacan and were ambushed by members of the Sinaloa drug cartel. Among those members of the criminal gang was Ovidio Guzman Lopez, the son of "El Chapo" Guzman.Cartel forces blocked roads with burning cars and demanded the release of El Chapo's son, who had been captured by Mexican security forces.Violence spread across the city until authorities suspended operations and released Ovidio Guzman Lopez.At least seven people were killed in the battle, one Mexican National Guard member, one civilian, and five cartel members, according to Security Minister Alfonso Durazo."It was terrifying. I had friends who were trapped in their offices. Other friends who were trapped in restaurant bathrooms," said Meade.The USD program in Culiacán has trained hundreds of local activists, public officials, and entrepreneurs in peacebuilding and social innovation, according to the Kroc School.Thursday's violence showed an entire militia of criminals could descend on the city in less than an hour, Meade said. He and school leaders are now weighing whether to send students back."I mean this is the point of a school of peace studies to go to places in conflict and help. Apply our best knowledge and methods. SAN DIEGO (KGTV) - A 6,000-gallon tanker carrying highly flammable ethanol overturned in Mission Valley Thursday afternoon, prompting a hazmat response. The tanker overturned near the intersection of San Diego Mission Road and Rancho Mission Road near SDCCU Stadium after 3:30 p.m. The entrance to the stadium was closed as crews cleared the scene. Authorities said 40-60 gallons of ethanol spilled and made their way to a nearby storm drain. Crews were able to prevent the ethanol from entering the San Diego River.According to the San Diego Fire-Rescue Department, crews drilled into the tank to remove additional fuel.The driver was injured as a result of the crash and was taken to the emergency room. His injuries are unknown at this time. SDFRD officials said the driver tried to make a 90-degree turn when the semi overturned. At around 2 a.m. Friday, crews were able to move the truck upright.Roads that were closed by the incident were expected to be reopened by 6 a.m. 986

SAN DIEGO (KGTV) -- A gaping hole in an Allied Gardens hillside has many residents worried of a potential catastrophe.Outside of John and Sandy Knox’s bedroom window is a massive sinkhole that has already swallowed up their tree. The couple fears their home could be next.A broken-down drain pipe that is 50 feet deep and 60 feet wide is believed to be the cause of the hole.On Tuesday, ABC 10News spotted City of San Diego crews taking measurements and assessing the sinkhole.John Knox said he owns his mobile home, but a property management company owns the land it sits on and might be on the hook for fixing it.According to Knox, the management company has ignored his calls regarding the hole.ABC 10News learned the city is now investigating. 755

SAN DIEGO (KGTV) - A former Border Patrol agent was sentenced Wednesday for trying to smuggle drugs across the U.S.-Mexico border while on duty in 2016.Noe Lopez, 37, of Chula Vista, was sentenced to 70 months in prison for attempting to smuggle methamphetamine and cocaine in exchange for cash. He pled guilty to the charges in June 2017.Investigators say the former Border Patrol agent agreed to pick up backpacks containing the drugs from the north side of the border while on duty. Undercover DEA agents used substances resembling drugs in the backpack drops.RELATED: Border Patrol agent arrested in North San Diego County on drug , weapons chargesIn a conversation with an undercover agent, Lopez discussed the area known as "Goat Canyon" as a preferred location, according to investigators, saying "Honestly, the thing is that there aren’t—there aren’t any cameras. SAN DIEGO (CNS) - Traffic volume in the San Diego region was at its lowest point this year in April, and volume remains relatively low and speeds higher compared to 2019, according to an interactive map released Tuesday by the San Diego Association of Governments.The SANDAG Highway Hot Spots & Volumes Tracker measures weekday month-by-month vehicle miles traveled on local highways, including traffic speeds and average daily traffic volumes -- which, this year, reflect fewer cars on the road due to the pandemic. The data available on the tracker includes March through October 2020, and users can also compare current data to the same time in 2019. The SANDAG tracker is updated monthly."This new tool is intended to be a resource to assist community members and local leaders with current traffic data to make regional decisions," said Cynthia Burke, SANDAG director of research and program management. "The Highway Hot Spots & Volume Tracker Highway Hot Spots & Volumes Tracker has shown us that the greatest drop in traffic volumes this year were seen in April when we were down 44%, compared to the same time last year."The SANDAG tracker also shows that between June and October, traffic volumes hovered between 15% and 16% lower than compared to 2019.The number of vehicle miles traveled on eight local highways reflected that same trend. Data shows that in October, traffic remained lowest on State Route 163, which was down 29% compared to October 2019, and that State Route 78 and Interstate 805 were the closest to last year's figures at this time -- down 11% and 13%, respectively.The tracker offers multiple ways to interact with and explore the data, such as filtering to focus on points of interest and selecting data points in the chart to make simultaneous comparisons.SANDAG picked several San Diego region hotspots of particular interest, including Southbound Interstate 15 at Deer Springs Road, Southbound Interstate 5 at Manchester Avenue, Northbound I-805 at Governor Drive and Westbound State Route 52 at Mast Boulevard.Speed data at each of the hot spots during morning peak periods revealed that in October, speeds were up an average of about 6 mph compared to March.The largest increases were seen at Northbound I-805 at I-15 -- 13.7 mph faster in October -- and Westbound Interstate 8 at Waring Road -- 10.5 mph faster.
