SHENYANG, May 23 (Xinhua) -- Chinese Vice Premier Hui Liangyu has encouraged local governments and farmers in northeast China to expand grain production to stabilize the nation's food supply.Hui made the call during an inspection tour to Liaoning Province, a major rice-producing province in northeast China, from Friday to Saturday.The grain planting situation this summer is challenging as persistent cold weather since last winter has ravaged major production zones in the north.Hui said northeast China is a key rice production area. With good quality, rice produced here has a great market demand. Hui encouraged farmers to plant more rice and expand production capacity.According to the Ministry of Agriculture, northeast China's grain output accounted for about one fifth of the country's total food yield last year.Grain output reached 530.8 million tonnes in 2009, the sixth consecutive year of growth in grain yield.

LUANDA, May 28 (Xinhua) -- Angolan President Jose Eduardo dos Santos on Friday held talks with visiting Chief of the General Staff of the Chinese People's Liberation Army Chen Bingde, officials with the military delegation told Xinhua.Welcoming Chen to visit Angola, President dos Santos said the two countries enjoyed friendly ties and Angola appreciated China's assistance to the Angolan people and armed force.The president said Angola attached importance to cooperation with China in various fields, and hoped to build up a sound and working mechanism on staff training and infrastructure construction to promote military ties between the two countries.Chen extended best wishes and cordial greetings from Chinese President Hu Jintao, and he stressed the friendly cooperation between China and Angola fell in line with the common interests of the two peoples, and also contributed to peace and stability in the world community.He said, military cooperation, as part of overall cooperation between China and Angola, has been developing smoothly, and the Chinese military was ready to promote friendly cooperation with the Angola armed forces under the new international circumstances.Chen arrived in Luanda on Wednesday for a three-day visit on the second leg of his three-nation tour on the African continent. BEIJING, May 27 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged local governments and builders to ensure quake survivors in northwestern province of Qinghai have warm places to stay this winter."It's a priority for the government to build more permanent houses so quake survivors can move in before winter," Hui said at a State Council, or Cabinet, meeting in Beijing on Thursday, according to a statement released after the meeting.At the same time the government must start preparing enough tents, fuels and stoves for winter heating for those living in temporary shelters as soon as possible, he said.Winter temperatures in high-altitude Yushu region, where a 7.1-magnitude quake on April 14 killed about 2,200 people, could drop to 20 degrees below zero.Hui also urged efforts to provide enough food, improve medical services,and attend to the needs of vulnerable groups like orphans in the quake zone.The reconstruction in the quake zone would be mainly funded by the central government. Hui urged builders, mainly from other parts of China to aid Qinghai's reconstruction efforts, to carefully carry out rebuilding projects with high efficiency and quality.
