SAN DIEGO (KGTV) — A San Diego-area man and his grandmother filed a federal lawsuit against two San Diego County Sheriff's Deputies.The lawsuit alleges deputies responded to the wrong address and pulled a then-17-year-old out of his apartment. "I've never experienced something like that," said Cesar Jaramillo.Jaramillo says last October he was watching TV on the couch when he heard a knock at the door. He says deputies asked if someone from the residence called 911.According to his lawsuit, "Cesar informed defendants the call was not from his residence. When defendants asked Cesar if there was a young black female in the apartment, Cesar said 'No,' and informed defendants that they were at the wrong apartment building. Cesar knew who defendants were referencing and knew they lived in the other building. Cesar informed the deputies over half-a-dozen times that defendants were at the wrong building."Jaramillo tells 10News he complied with everything the deputies asked but felt like they didn't believe him."That's when I started closing the wide door, that's when he just reached in and grabbed my hand," Jaramillo said.The lawsuit claims, "Without warrant or probable cause, both defendants unreasonably lured Cesar to unlock and open the door, then entered into Plaintiff's residence and forcibly pulled Cesar by the forearms into submission, leaving instant bruises on both arms."Jaramillo's grandmother was in the back of the house at the time and said she woke up to the commotion."I saw my grandson laying on the ground, in handcuffs and I went crazy, and I said, what is happening," said Teodora Villalobos.According to the lawsuit, "Due to unreasonable seizure and force used on her grandson Cesar, as well as defendants' indifferent attitude, Teodora began having heart complications on scene."Jaramillo's lawsuit alleges negligence, battery, and unreasonable search and seizure, among other things.10News reached out to the San Diego County Sheriff's Department for comment, but a spokesperson they can't comment on pending litigation. 2066

SAN DIEGO (KGTV) -- A showdown is brewing between two San Diego County supervisors about the reopening of the local economy amid the coronavirus pandemic.In a video on his Twitter account, Supervisor Jim Desmond said current California metrics make it impossible for the county to full reopen.During a Board of Supervisors meeting on Tuesday, Desmond plans to ask the county to not follow the state’s tier system, which determines when more businesses can reopen.Desmond said on Twitter: “San Diego has been backed into a corner. The State has given us impossible guidelines, which will keep businesses closed or limited for many more months! I hope my colleagues will join me in rejecting this non-sense,” Fletcher tweeted on Monday.Under the new state monitoring metrics, San Diego County is currently in Tier 2, also called the Red Tier. Last Tuesday, San Diego's state-calculated unadjusted case rate was 6.9 per 100,000 residents and the testing positivity percentage was 4.2%. If the county reaches a case rate of more than 7 per 100,000 residents or a testing positivity percentage of more than 8% for two consecutive weeks, the county would move back into Tier 1, or the Purple Tier.Also, during Tuesday’s meeting, supervisors are expected to vote on a stimulus program that would distribute money to small businesses.Under the program, .5 million in funds would be granted to nearly 500,000 businesses. The money is from a relief program Fletcher established in May.The majority of the money available will be given to businesses in communities experiencing economic challenges and poverty.Applications are still being accepted on the county's website. 2335

SAN DIEGO (KGTV) -- An Ocean Beach woman was alarmed by a flier taped to her door saying "the antichrist will destroy anyone who worships him." Holly Raines said her 7-year-old son found the flier taped on their front door. “I started reading the letter but I was like half asleep so I started panicking a little bit because it just seemed very threatening and very intense,” Raines said. Several other neighbors say they got one too. The letter stated it was from New Life Christian Chapel, which is a few blocks away from where Raines lives in Ocean Beach. “It was very damning and then it has like a phrase that says ‘The antichrist will destroy anyone who worships him, there is no middle ground,’” she said. Raines said the flier quotes several Bible verses but found them far from comforting. “The words just aren’t very friendly, they talk about slaying lambs and antichrist and unrighteousness,” Raines said. It ended by inviting her to a home Bible study but she can't help but feel like the church crossed a line. “We have a lot of friends that go to church around here and a lot of the community churches here are awesome, they do great things,” Raines said. “The idea of taping anything on somebody’s door is a lot and this is a full document of typing. I mean if anyone wrote me a letter like that I would think it was an angry letter.”10News reached out to New Life Christian Chapel, and Pastor Thomas J. McNearny told 10News in an e-mail:"My purpose in distributing the flyers was simply to get the Word of God out to the public. SAN DIEGO (KGTV) - A special ceremony was held at Naval Hospital Camp Pendleton on Friday, honoring missing in action (MIA) service members and prisoners of war (POA). Loved ones, veterans, and active duty service members gathered at the base, participating in a moment of silence and watching as a wreath was laid in honor of the missing. "I had a father-in-law, Ernesto Castillo, captured by the Japanese in 1942," said Vicki Miller, who works at the Naval Hospital.For 26 years Miller made it her mission to honor service members like her father-in-law, organizing the ceremony each year on National POW/MIA Recognition Day."They were very cruel, they took out his teeth, pulled his fingernails and toenails out, starved him, made him walk that 76-mile walk on Baaton Death March," said Miller. SAN DIEGO (KGTV) -- A woman died after crashing into a tree in Mira Mesa Sunday morning. According to California Highway Patrol, the woman was driving north on I-15 when she veered off the road, striking a tree and a light pole near Carroll Canyon Road around 1:18 a.m. The woman died at the scene, according to CHP. The agency says a man was riding in the passenger seat at the time of the crash. He was taken to the hospital with unknown injuries. At this time, it’s unknown if drugs or alcohol may been involved. 524
