BEIJING, Nov. 4 (Xinhua) -- China's top legislator Wu Bangguo has stressed the importance of independent innovation amid the global financial crisis and called on engineering workers to boost research to serve the country's economic development.     Wu, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remark during his visit to the Chinese Academy of Engineering (CAE) on Wednesday.     Every major achievement that China has made could not be realized without technological breakthroughs and innovations contributed by the engineering academicians and experts, Wu said. BEIJING, Dec. 15 (Xinhua) -- Senior officials of the Communist Party of China (CPC) and the Communist Party of Vietnam (CPV) pledged here Tuesday to improve relations between the two states and parties. "As neighboring socialist countries, China and Vietnam share broad strategic interest, and are capable of improving bilateral ties," said He Guoqiang, a Standing Committee member of the Political Bureau of the CPC Central Committee and head of the CPC Central Commission for Discipline Inspection.     During a one-hour meeting at the Great Hall of the People in downtown Beijing, He briefed To Huy Rua, a member of the Political Bureau of the CPV Central Committee, on CPC's experiences and latest decisions on party building. BEIJING, Dec. 25 (Xinhua) -- Chinese Vice President Xi Jinping on Friday called for continued efforts to further study and practice the Scientific Outlook on Development.     Xi made the remarks at a meeting on further studying and practicing the Scientific Outlook on Development, which emphasizes the well-being of people and comprehensive, coordinated and sustainable development.     The CPC launched an 18-month campaign to study and implement the outlook in September last year.     The campaign had so far yielded positive results, Xi said.     The Vice President urged relevant authorities to focus on improving social harmony and stability as well as party building at grassroots levels.     They should also focus on speeding up the transformation of the country's economic development mode, and should make meticulous plans for next year's work, in order to push forward reforms and development and maintain stability, he said.

TORONTO, Dec. 29 (Xinhua) -- The emerging markets of China, India and Brazil will lead the way in global auto sales in 2010, a report said Tuesday.     The U.S. market, meanwhile, was expected to see a double-digit increase and will lead the growth of mature markets in 2010, said the global auto report by Canadian Scotiabank Economics.     The report said that a cyclical recovery in global auto sales began in the spring of 2009 and would gain momentum in 2010.     China became the world's largest auto market in 2009, surpassing purchases in the United States. Car sales in China surged by more than 40 percent to 7.3 million units this year thanks to government incentives.     The incentives included a reduction in sales tax from 10 percent to 5 percent for small fuel-efficient vehicles with engines less than 1.6 litres.     The incentives were expected to lift sales by 20 percent to nearly 9 million units in 2010, the report said.     "Global car sales will continue to be buoyed by the ongoing massive and synchronized monetary and fiscal stimulus, which has generated a global economic recovery, including improving auto lending across the globe," said Carlos Gomes, senior economist at Scotia Economics.     "In fact, we estimate that auto loans across major markets bottomed in the first quarter of 2009 and have improved consistently alongside a thawing in global credit markets and falling interest rates," he said.     According to the report, improving access to credit and a return to 3-percent growth in the world economy will enable 2010 car sales to recapture half of the ground lost over the past two years, and set the stage for record volumes in 2011.     Auto sales in the United States have reversed the downward trend, with volumes advancing above a year earlier since August alongside a nascent economic recovery.     The report also predicted that through a vehicle scrappage program to spur the market, auto sales in Canada would reach 1.53 million units in 2010, up from 1.45 million this year.     "On average, 7 percent of the Canadian fleet is replaced each year," Gomes said. "However, the scrappage rate slumped to less than 6 percent in 2009, as the global economic downturn prompted Canadians to tighten their wallets and continue to drive their aging vehicles.

WASHINGTON, Dec. 29 (Xinhua) --The U.S. Commerce Department said on Tuesday that it has set preliminary antidumping duties (AD)on imports of steel grating from China, a move that might escalate trade disputes between the two countries.     The department said it "preliminarily determined that Chinese producers/exporters have sold steel grating in the United States at 14.36 to 145.18 percent less than normal value."     As a result of this preliminary determination, Commerce will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.     The product covered by this investigation is a downstream steel product typically comprised of bearing and cross bars used for walkways, platforms and flooring.     From 2006 to 2008, imports of steel grating from China increased 538.44 percent by volume and were valued at an estimated90.7 million dollars in 2008, according to the U.S. Commerce Department.     Commerce said that it is currently scheduled to make its final determination in April 2010.     If Commerce makes an affirmative final determination, and the U.S. International Trade Commission makes an affirmative final determination that imports of steel grating from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order.     The new case followed U.S. President Barack Obama's recent decision to impose punitive tariffs on all car and light truck tires from China for three years, a move quickly denounced by China as a "serious act of trade protectionism."     The protectionist moves by the Obama administration will ultimately hurt the U.S.-China trade relations, which are becoming more and more important due to the global financial crisis, economists warned.
