BEIJING, Oct. 17 (Xinhua) -- Vice President Xi Jinping expressed the hope to further boost exchanges between the Communist Party of China (CPC) and the French Union for a Popular Movement (UMP) here Friday.     "As ruling parties of respective countries, the CPC and UMP both face the challenges from domestic reform and economic globalization," Xi told Patrick Devedjian, UMP general secretary, during their meeting here. FUZHOU, Nov. 21 (Xinhua) -- Construction on a new nuclear power plant started Friday in southeast China's Fujian Province.     The Fuqing Nuclear Power Plant, located in the coastal city of Fuqing, requires an investment of around 100 billion yuan (14.6 billion U.S. dollars).     It will have six units that generate millions of kilowatts each.     During the first phase of the project, two units will be built and put into operation in 2013 and 2014. They will use advanced second-generation pressurized water reactor technology. The two units are expected to generate more than 14 billion kilowatts of electricity annually, most of which would be consumed within the province. "To develop nuclear power is important for improving the country's energy structure and security."     China National Nuclear Corporation, Fujian company of China Huadian Corporation and the government-funded Fujian Investment & Development Co. Ltd. will jointly build and operate the plant.     The three companies have a stake of 51 percent, 39 percent and 10 percent, respectively, in the new plant.     An unidentified local government official said three billion yuan has already been spent since preparation work for the project started in 2007.Another five billion was planned for 2009.     The project is expected to create more than 10,000 jobs.     Currently, China has 11 nuclear power reactors in operation. All reactors employ second-generation nuclear power technologies.     The country plans to have 40-million-kilowatts of installed capacity in nuclear power by 2020, accounting for four percent of China's energy production.     Right now, installed capacity of nuclear power is only about nine million kilowatts, or about two percent of the total power the country produces.

Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), holds the First plenary session of the sixth session of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, China, on Dec. 22, 2008.     BEIJING, Dec. 22 (Xinhua) -- China announced plans Monday to establish a social security number system for the welfare of its citizens.     The draft of the social insurance law was discussed by the Standing Committee of the 11th National People's Congress, the country's top legislature, on Monday.     The draft said China would establish a standard social security number system across the nation by using each citizen's current identification card number.     The social insurance fund will be categorized into endowment insurance, medical insurance, insurance against injury at work, unemployment insurance and childbirth insurance, the draft said.     Currently, China's social insurance fund is managed by the Ministry of Human Resources and Social Security and its branches in provinces, municipalities and autonomous regions.     According to the country's labor law, the funding of endowment, medical and unemployment insurance is raised by both individuals and their employers. Workplace injury and childbirth insurance have to be paid by employers.     A series of social insurance fund embezzlement scandals have been exposed in China since 1998. More than 16 billion yuan (about2.3 billion U.S. dollars) was embezzled.     The new social insurance law's draft said any individual or organization has a right to complain or report illegalities about the social insurance fund. The measure is an endeavor to invite more supervision of the citizen's basic security.     The draft also determined that a new type of rural medical system, in which farmers and governments raise funds together, would be included in the medical insurance.     Governments will cover medical insurance expenses for citizens who live on low-income subsidies, have serious disabilities or are older than 60 years, the draft said.

BRUSSELS, Jan. 30 (Xinhua) -- China and the European Union (EU) on Friday agreed to strengthen practical cooperation in jointly addressing the current global financial crisis.     The agreement came after talks between visiting Chinese Premier Wen Jiabao, who arrived here on Thursday for a visit to the EU headquarters, and European Commission President Jose Manuel Barroso.     Wen told Barroso that China, in its foreign relations, lays a strategic emphasis on developing the comprehensive strategic partnership with the EU, and promoting cooperation to jointly tide over the current difficulties should be a key task for both sides under current circumstances.     To this end, both sides need to trust and respect each other, treat each other equally and aim for mutual benefit, Wen said. In particular, China and the EU should address each other's major concerns and try to stave off disputes, he added.     Barroso said the EU and China have seen close, deep and fruitful relations, and, as two major forces in the world, many global issues cannot be solved without EU-China cooperation.     The EU is ready to promote dialogue and cooperation with China to elevate the comprehensive strategic partnership to a higher level, he said.     To jointly tackle the global financial crisis, China and the EU agreed to expand information exchanges between financial institutions, the central banks and financial supervisory and regulatory bodies.     Both sides pledged to promote trade and investment. China will continue to steadily expand market access and increase import from the EU, while the EU recognized China's achievement in promoting market economy.     Both sides agreed to support cooperation between small- and medium-sized businesses and to deepen cooperation in technological innovation in such areas as energy conservation, greenhouse gas emission reduction and health care.     China and the EU vowed to work together in mitigating and adapting to climate change, agreeing to boost cooperation in developing new energies, new energy conservation technology and a low-carbon economy.     The two sides also reached consensus on close coordination in macroeconomic policies and opposition to trade protectionism.     China and the EU on Friday signed cooperation agreements on aviation, work safety, clean energy and intellectual property rights protection.

ABOARD DESTROYER WUHAN, Jan. 12 (Xinhua) -- A Chinese mainland navel fleet on Monday began to carry out an escort mission for four merchant ships including one from Taiwan in the Gulf of Aden off Somalia.     The mission is also escorting two other ships from Shanghai and one from the Philippines to protect them against pirate attacks. Two groups of naval special forces were aboard the first and the last ships.     Another Chinese destroyer Haikou will join the mission later in waters, where the pirates are more likely to appear.     Rear-Admiral Du Jingchen, commander of the naval fleet, said safeguarding transport in the Gulf of Aden and maintaining security of ships was the common wish of all pacifists including compatriots across the Taiwan Straits.     The Gulf of Aden is a key trade route linking the Indian Ocean with the Mediterranean via the Suez Canal.
