SHANGHAI: In a fresh sign of China¡¯s financial strength, a leap in the shares of Industrial & Commercial Bank of China Monday made it the world¡¯s biggest bank by market capitalisation, overtaking US giant Citigroup. ICBC¡¯s Shanghai-listed A shares surged 2.68% to 5.75 yuan, giving it a market capitalisation of 4bn, according to Reuters calculations. That exceeded the 1bn capitalisation of Citigroup, previously the world¡¯s biggest bank, when its shares closed at .73 in New York on Friday. HSBC Holdings was in third place with 5bn. Shares in ICBC, which listed in Shanghai and Hong Kong last October, have gained 15% this month on the back of a rally in China¡¯s booming stock market as well as strong growth in the bank¡¯s own earnings. Weakness in Citigroup¡¯s share price, and appreciation of the yuan against the dollar have also shifted market values in favour of ICBC. But some analysts believe ICBC¡¯s ballooning capitalisation may also be a sign of a dangerously overheated Shanghai stock market as speculating Chinese investors pour money into shares. ICBC, a state-controlled behemoth which is trying to modernise a creaky branch network operating almost entirely inside China, reported income of bn last year. Citigroup, one of the world¡¯s most sophisticated financial institutions with operations around the globe, reported income almost four times as large, at bn. ICBC¡¯s share price yesterday valued it at 28 times analysts¡¯ forecasts for its earnings per share in 2007, far above 11 times for Citigroup and an average of 16 times for major global banks, according to Reuters Estimates. ¨C Reuters

China's State-owned Sinochem Corporation, one of the world's top 500 companies, had profits of more than eight billion yuan (US.1 billion) in 2007, up 95 percent over the previous year, the firm said on its web site.The Beijing-headquartered company didn't elaborate on these figures. Preliminary estimates showed that revenue topped 200 billion yuan, up 19 percent. Total assets exceeded 100 billion yuan. Sinochem, which began as a trading company in 1998, is involved in a range of businesses including agriculture, energy, chemicals, finance and real estate.Sinochem International, one of its subsidiaries, said last month that it would buy part of the business of Monsanto Company, a US-based agricultural company.Under the terms of the agreement, Sinochem will purchase the assets related to Monsanto's pesticide business and certain other assets in China's Taiwan Province and countries including the Philippines, Thailand, Vietnam, India, Pakistan and Bangladesh.

BEIJING, March 21 (Xinhua)-- Personal computer giant Dell Inc. said Thursday that it will raise parts purchases from China by 27.8 percent this year, increasing its presence in the booming market.     Dell is to buy 23 billion U.S. dollars worth of computer components and other equipment from Chinese suppliers this year, compared with 18 billion U.S. dollars in 2007, said Michael Dell, chief executive officer of the PC giant, at a press conference.     However, Dell's Beijing representative office denied reports that the company was planning to buy 29 billion U.S. dollars of computer parts from China in 2009.     To secure a bigger share of the Chinese market, Dell broke with its Internet sales model and sealed a deal in September to sell PCs through the country's top electronics retailer, GOME Electrical Appliances.     Dell saw its PC shipments in China up 54 percent year-on-year in 2007.     The company plans to expand its retail outlets from 45 cities in 2007 to 1,200 by the end of the year.     China, where Dell ranks third in terms of market share, is one of the company's fastest growing markets, said Michael Dell.     Dell has two factories in Xiamen, a coastal city in southeastern Fujian Province, a design center in Shanghai and a customer contact center in Dalian, a northeast coastal city, with more than 6,000 employees in China.     Meanwhile, Dell estimates it will contribute more than 50 billion U.S. dollars to China's gross domestic product (GDP) this year, and provide about 2 million jobs.     Dell also said it would donate 1.7 million yuan (239,436 U.S. dollars) to build six education centers in China to teach computer skills to migrant workers' children.

  

The highly anticipated Beijing-Shanghai high-speed railway will begin construction next month, a Ministry of Railways official said.The ministry source, who did not want to be named, confirmed in a phone interview yesterday that preparations are now being made for a ceremony to commence construction of the system.Based on that timeframe, the railway will be completed by 2013. Trains running on the 1,318 km railway will then be able to travel at speeds of up to 350 kph and will cut travel time between the two cities from the current 10 hours to less than five.The project involves one of the largest amounts of investment on railways. Industry sources say it will cost more than 200 billion yuan ( billion), more than the 180 billion yuan needed for the Three Gorges Project.Officials say the project will also employ a set of locally developed high-speed railway technology for the first time.The country is said to have already mastered the technologies needed to lay high-speed rail tracks and trains.The first homegrown train able to reach 300 kph rolled off the production line over the weekend, marking China's entry into "an elite club that includes Japan, France and Germany to become the fourth country capable of making such trains", Wang Yongping, Ministry of Railways spokesman said.Officials added that the railway still relies on foreign companies, such as the Germany-based Siemens, to build its signal network and other systems.China has been upgrading the scale and speed of its railway network in the past decade, and the 11th Five Year Plan period (2006-10) is regarded as a critical period for building high-speed railways that can travel at speeds of 200 kph as part of an extensive transport network.At least eight express passenger railways were being constructed as of last year.Xinhua contributed to the story

Huang Ju, born in September, 1938, native of Jiashan, Zhejiang Province, joined the CPC in March, 1966 and graduated from the Electrical Engineering Department of Qinghua University. From 1995 to 2002, he served as member of the CPC Central Committee's Political Bureau and secretary of the CPC Shanghai Municipal Committee. In November 2002, he was elected member of the Standing Committee of the Political Bureau of the CPC Central Committee at the first plenary session of the 16th CPC National Congress. Huang was approved as vice-premier of the State Council, at the 7th plenary meeting of the First Session of the 10th National People's Congress in March, 2003. From 1963 to 1982, Huang worked in the Shanghai Artificial-Board Machinery Factory, Shanghai Zhonghua Metallurgical Factory and Shanghai Petrochemical General Machine-Building Company. In this period, he was promoted from a technician to engineer and vice manager. He served as deputy director of the Shanghai No. 1 Bureau of Mechanical and Electrical Industry between 1982 and 1983. From 1983 to 1984, he served as member of the Standing Committee of the CPC Shanghai Municipal Committee and secretary of the Municipal Industrial Work Party Committee. From 1984 to 1985, he served as Standing Committee member of the CPC Shanghai Municipal Committee and concurrently as secretary-general of the CPC Shanghai Municipal Committee. Between 1985 and 1986 he was deputy secretary of the CPC Shanghai Municipal Committee. From 1986 to 1991, he served concurrently as vice mayor of Shanghai, and he served as mayor of Shanghai concurrently from 1991 to 1994. Between 1994 and 1995 he served as member of the Political Bureau of the CPC Central Committee, secretary of the CPC Shanghai Municipal Committee and Shanghai mayor.
