SAN DIEGO (KGTV) - A flying eye hospital is bringing medical care to countries in need. One of the doctors who boarded the Orbis International plane in November is from San Diego.“Orbis International is a unique nonprofit focused on training eye surgeons around the world in advanced techniques of surgery," said Dr. Srini Iyengar, an Encinitas-based Oculoplastic Surgeon who volunteers for Orbis. The ultimate goal is to reduce blindness in countries with inadequate access to care.“In the world, preventable blindness is something that is a big concern, not only for the individual but also populations. Every blind person takes two people out of the workforce, not just them, but also someone who is caring for them," said Dr. Iyengar.The nonprofit just returned from Ghana, where 4 out of 5 people are blind from preventable causes. The plane has an operating room in front and a classroom in the back. “Local doctors, they come to the airplane, and they sit in the front seats and watch on the screen what’s going on in the back, and so they’re watching live surgery being performed," said Dr. Iyengar. The local doctors can then train more eye professionals in their country, helping people long after the plane takes off. Dr. Iyengar says both kids and adults receive care. SAN DIEGO (KGTV) — A deceased whale was found by lifeguards floating off the coast of San Diego Thursday.San Diego Fire Rescue Lifeguards at Black's Beach spotted the dead whale floating about two to three miles off Sumner Canyon.Lifeguards responded to the gray whale, found to be about 30 feet in length and show obvious sounds of bloating and decomposition, according to SDFD spokesperson Monica Mu?oz.RELATED: Humpback whale feeding frenzy off San Diego's coastSDFD lifeguards are working with the National Oceanic and Atmospheric Administration to secure samples of the whale carcass and figure out what disposal options are available.It wasn't immediately clear what led to the whale's death. SAN DIEGO (CNS) - The U.S.-Mexico-Canada Agreement trade deal includes 0 million in funding to address cross-border pollution in the Tijuana River Valley, San Diego's congressional delegation announced Wednesday. The funding would be dispersed in four annual installments of million in the form of U.S. Environmental Protection Agency grants under its Border Water Infrastructure Program. In June, the fiscal year 2020 federal budget for the BWIP was only million, according to the office of Rep. Scott Peters, D-San Diego. ``The USMCA delivers a massive funding investment that can fix the Tijuana River's sewage spills once and for all,'' Peters said. ``This funding can stop the environmental crisis that has plagued our community for decades and will improve public health.'' The bulk of the funding would be used to expand and upgrade the South Bay International Wastewater Treatment Plant, operated by the International Boundary and Water Commission. The funding would be used to fortify the plant's water treatment capabilities, allowing it to stanch flows of polluted storm and wastewater into the river. ``Cross border pollution is a nightmare for our community and for the individuals that work and recreate near the border,'' Imperial Beach Mayor Serge Dedina said. ``This funding is a critical step towards cleaning up the contamination in the Tijuana River Valley and making our beach safe for surfers and others who enjoy our coast.'' Transborder pollution from the Tijuana River has contaminated U.S. waters and coastlines for decades, forcing San Diego County environmental health officials to regularly close beach access near the border. During that time, local and state officials and environmental activists have called for federal assistance to protect the health of the environment and residents near the border. In April, Sens. Kamala Harris and Dianne Feinstein, D-California, submitted a jointly written letter to multiple federal agencies requesting they address sewage runoff in the river. In July, Peters and Reps. Juan Vargas, D-San Diego, and Mike Levin, D- Oceanside, introduced legislation to increase funding for Tijuana River cleanup efforts and prevention of future pollution. And in September, the San Diego Regional Chamber of Commerce's annual delegation of local officials and business leaders discussed the issue with cabinet officials and members of Congress. ``This environmental issue has plagued our region for generations and this funding will take major strides in helping us address health and ecological challenges we face,'' Levin said. ``Along with my colleagues, I made it clear to the Trump administration and House Democratic leadership that it is long past time that we make robust investments in cleaning up polluted water that flows over the border.'' The San Diego chapter of the Surfrider Foundation and the city of San Diego have also filed lawsuits against the IBWC, arguing that it has neglected pollution in the river and its effect on the environment. The city jointly filed its lawsuit with California Attorney General Xavier Becerra. The pending funding is a result of Tuesday's deal between congressional Democrats and the White House to support a revised USMCA. Rep. Nancy Pelosi, D-San Francisco, said the modified trade agreement includes more strenuous labor and environmental standards for the three countries. House Democrats are now expected to vote for the deal's ratification and send it to the Republican-controlled Senate. The USMCA would replace the North American Free Trade Agreement, which went into effect in 1994 and is blamed by some politicians on both sides of the aisle for hastening outsourcing and the decline of the country's manufacturing industries. President Donald Trump, who campaigned on retooling NAFTA, has faced pushback from members of Congress for much of the year for elements of the original deal like tariffs on steel and aluminum and its enforcement provisions. Local business leaders and elected officials have sung the deal's praises for months, arguing that inter-border commerce is too vital to the San Diego region to sever trade relations between the U.S. and Mexico. The current U.S. legislature and Canadian parliament must still approve the deal for it to go into effect. SAN DIEGO (KGTV) - A day after deliberations began in the wrongful death civil case over a mysterious Coronado mansion death, a jury has reached a verdict.A jury Wednesday found Adam Shacknai responsible in the death of Rebecca Zahau at the Spreckles Mansion in 2011. Zahau's family will be awarded million in punitive damages.Jurors were asked two main questions: Did Adam Shacknai touch Rebecca Zahau (before she died) with the intent to harm her? Did that touching cause her death? Jurors determined "yes" in both instances.The San Diego County Sheriff’s Department said Wednesday that they are standing by their findings that Zahau committed suicide. SAN DIEGO (KGTV) - A final report from the National Transportation Safety Board points to the probable cause of a 2016 crash into the Navy Pier and dock in downtown San Diego.The Adventure Hornblower collided with the seawall sending people on shore scrambling for safety.According to the August 2017 report, the probable cause is listed as “failure of the port transmission to disengage from the forward propulsion position due to the operating company’s lack of adherence to the transmission manufacturer’s recommended periodic maintenance schedule and the lack of routine maintenance and upkeep of the propulsion system’s equipment.”It also says that the lack of instrumentation to provide a positive indication of thrust direction or an alarm to indicate the propulsion control system was not responding properly to the captain's commands."it was shocking,” said passenger Susan Pendergast. “I mean it was just shocking.”Pendergast says when the vessel hit the dock she was thrown to the ground, re-injuring an already bad back.She eventually had surgery in two different places.“It’s left me certainly not with the life I once had,” she said.Following the collision, an official with Hornblower told 10News it could be related to a possible mechanical failure.A few months later court documents pointed toward an unforeseeable and unpreventable mechanical failure despite proper maintenance, the fault was caused by the neglect of others.The NTSB report disputes that finding.When talking about the collision, the report states,  “As the Adventure Hornblower approached the pier on the accident date, the port transmission failed to respond to the captain’s helm orders. Investigators believe that the fault occurred between the servo-actuator, the mechanical linkage, and the control unit, most likely due to neglected maintenance to the port transmission and control system.”In a statement, a spokesperson for the Hornblower disputes the NTSB’s findings writing, “Hornblower Cruises & Events continues with safe, daily operations, following the allision of Adventure Hornblower back in 2016. On that day, the initial response of our captain and crew to address all immediate safety concerns and ensure the well-being of all guests aboard, was exceptional. Hornblower has noted several inaccuracies in the NTSB report on this matter, and therefore disagrees with its determinations as to the probable cause of the allision.  Due to ongoing product defect litigation, Hornblower cannot comment further at this time. Hornblower, deeply appreciates the amazing loyalty of our customers and guests over the years, and we continue to work with care and diligence, every day, to deliver on that trust.” 2739
