SAN DIEGO (CNS) - California restaurant owners from across the state, including San Diego County, filed government claims today seeking refunds of state and local fees assessed during the COVID-19 pandemic, saying public health orders have forced them to shutter their doors or operate under capacity restrictions even as they're charged fees for liquor licenses, health permits and tourism assessments.The claims were filed in San Diego, Los Angeles, Orange, Sacramento and Monterey counties. Claims will also be filed in San Francisco, Fresno and Placer counties, according to the restaurant owners' attorneys.Plaintiffs' attorney Brian Kabateck said, ``Restaurant owners are obligated to pay these government fees just to operate, yet the same government entities who have collected those fees have forced these businesses to close their doors or drastically restrict operations due to the pandemic. We simply want the government to return those fees to those restaurants who followed the law and closed.''The state has 45 days to respond to the claims, which are necessary precursors to a potential class-action lawsuit.The move was supported by the California Restaurant Association, whose president and CEO, Jot Condie, said, ``Even when the restrictions are lifted, the devastating impact on the restaurant industry will extend for years. Restaurants have not received any form of relief. Easing fees would help enable establishments to stay open and keep vulnerable workers employed.'' Restaurants, like many other industries, have been hit hard by the pandemic, leading to the permanent closures of many establishments.A survey by the California Restaurant Association found 63% of responding owners said they have not received rent relief. About 41% said their restaurants could remain economically viable with a 50% indoor capacity limit, which is only permitted in counties within the yellow or orange ``tiers'' in the state's color-coded status system.Kabateck said, ``It's offensive and tone deaf for these entities to enforce these rules and charge fees for licenses and permits these businesses can't use.'' 2131

SAN DIEGO (CNS) - An international team of scientists, led by biologists at the University of California San Diego, has synthetically engineered mosquitoes that halt the transmission of the dengue virus, the university announced Thursday.Scientists at UC San Diego Associate Professor Omar Akbari's lab worked with Vanderbilt University Medical Center to identify a human antibody for dengue suppression. The broad-spectrum antibody stops the transmission of all four known types of the fever, compared to previous experiments, which have been able to limit single strains.The team then designed the antibody "cargo" to be synthetically expressed in the dengue-spreading Aedes aegypti mosquitoes.RELATED: UC San Diego study finds solutions for loneliness"Once the female mosquito takes in blood, the antibody is activated and expressed -- that's the trigger," Akbari said. "The antibody is able to hinder the replication of the virus and prevent its dissemination throughout the mosquito, which then prevents its transmission to humans. It's a powerful approach."Akbari works in the Division of Biological Sciences and is a member of the Tata Institute for Genetics and Society.These lab-engineers mosquitoes could be paired with a dissemination system, making it capable of spreading the antibody throughout wild disease- transmitting mosquitoes, Akbari said.Dengue fever is a virus that poses a severe risk to children and older adults in tropical regions in Asia and Latin America. No specific treatment exists and thus, prevention and control depend on measures that stop the spread of the virus.This development could go a long way toward limiting the disease's transmission."It is fascinating that we now can transfer genes from the human immune system to confer immunity to mosquitoes," said coauthor of the paper, Dr. James Crowe, Jr., director of the Vanderbilt Vaccine Center at Vanderbilt University Medical Center in Nashville, Tenn. "This work opens up a whole new field of biotechnology possibilities to interrupt mosquito-borne diseases of man."Akbari's lab is now in the early stages of testing methods to simultaneously neutralize mosquitoes against dengue and a suite of other viruses such as Zika, yellow fever and chikungunya. 2789

Mike Levin, D-San Juan Capistrano, announced the formation of a panel of servicemembers, veterans, and other community leaders who will work together on recommendations to name either an Oceanside or San Diego Department of Veterans Affairs facility after a woman veteran.The VA Facility Dedication Advisory Panel will compile a report on notable women veterans with ties to the region who are worthy of the honor. Currently, there are no VA facilities in the United States that are named after women veterans, and neither the San Diego VA Medical Center nor the Oceanside VA Clinic are named after an individual.The panel is led by Army Veteran and Carlsbad resident Karin Brennan."Throughout our nation's history, women have served and sacrificed for our freedom just like men, but have often gone without the recognition they deserve," Levin said."It is past time to rectify that injustice and live up to our responsibility to honor all veterans, including women. It's disappointing that not a single VA facility in the country is named after a woman veteran, but we can change that here in our district."In September 2020, the VA released the 2020 Report of its Advisory Committee on Women Veterans. The committee made seven recommendations to VA, one of which is the inclusionary branding of VA facilities. SAN DIEGO (CNS) - A San Diego businesswoman pleaded guilty Wednesday to conspiracy, securities fraud and obstruction of justice charges for taking hundreds of millions of dollars in investor funds intended as loans for liquor licenses and funneling the money into her companies and for personal purchases.Gina Champion-Cain, founder and former CEO of American National Investments, was charged by the Securities and Exchange Commission last summer with taking millions from investors and telling them the money would be used to support loans for people seeking California liquor licenses.
