BEIJING, April 1 (Xinhua) -- Chinese Vice Premier Hui Liangyu Thursday urged authorities to make provision of drinking water for people in drought-hit southwest China a top priority.Hui's call followed arrangements for combating the expanding drought laid out at a State Council, or Cabinet, meeting in Beijing."As the drought in southwest China continues, our fight against the disaster and the relief work remain onerous," he said."We must do everything we can to get water by taking measures such as artificial precipitation, digging wells and finding new water sources," he said.He also asked officials to invest more in building water conservancy facilities to solve the "bottleneck problems" of agricultural production.As of Tuesday, the expanding severe drought had left 24.25 million people and 15.84 million farm animals short of water, Vice Minister of Water Resources Liu Ning said Wednesday.The drought started in September last year in southwest China, with Yunnan Province being the worst affected region. Ocassional rainfall in these areas has done little to alleviate it.

ISLAMABAD, March 30 (Xinhua) -- A Chinese embassy official Tuesday called on an official of the Pakistan Red Crescent Society (PRCS) to donate 30,000 U.S. dollars on behalf of the China Red Cross Society (CRCS) to assist the residents affected by the landslide in northern Pakistan early this year.Muhammad Ilyas Khan, PRCS secretary general, asked Yao Jing, counselor of the Chinese embassy to Pakistan, to convey his appreciation to the CRCS for its generous donation to Hunza, Gilgit-Baltistan due to the landslide in January, 2010.He said that Chinese friends always extend assistance to Pakistan in difficult times and Pakistan is proud of its friendship with China.At present, the local government and PRCS are working hard to provide relief to the villages. The government is also trying to control the damage and tackle with the challenge caused by the lake in the area.On January 4, a serious landslide occurred in Gilgit-Baltistan and formed a huge barrier lake. The slide blocked over 20,000 local residents in Upper Hunza from outside. The Pakistani government is conducting the rescue and relief work . BEIJING, April 23 (Xinhua) -- China's trade surplus this year will see a decline from the 2009 level despite a recovery in foreign trade, the People's Bank of China, the central bank, said here Friday.An increase in orders would push up export growth to more than 20 percent in the second quarter, while import growth would also stay high due to surging domestic demand and rising import prices, said the bank in a report released on its website."Exports have returned to pre-crisis levels and imports have hit all-time highs after seasonal adjustments," it said.The report said China still faced deteriorating trade conditions with rising trade protectionism and the unstable global economic recovery.China's trade surplus stood at 196 billion U.S. dollars last year. March saw its first monthly trade deficit in six years, with exports at 112.11 billion U.S. dollars and imports surging 66 percent to 119.35 billion U.S. dollars.The country's macro-economy would continue to improve after a better-than-expected 11.9 percent economic growth in the first quarter, said the report, adding, "The Chinese economy has had a good start this year."Companies are more willing to invest, while the people are showing stronger consumption demand," it said.Investment structure had been improved in the first quarter, with private investment rising 30.4 percent year on year, exceeding the 21.1-percent growth of government or state-owned enterprise investment, said the bank.China's retail sales surged 17.9 percent year on year in the first quarter, and fixed assets investment rose 25.6 percent, data from the National Bureau of Statistics showed.The bank also noted that "credit controls have seen initial results", as new yuan-denominated loans fell to 2.6 trillion yuan in the first quarter, 1.98 trillion yuan less than the corresponding period last year.The government has stated that the proactive fiscal policy and relatively easy monetary policy would continue this year, while repeatedly warning of assets bubbles, inflation risks and overheating industries.Soaring commodity prices were one of the government's major concerns, as the consumer price index, the main gauge of inflation, rose 2.4 percent year on year in March, nearing the government's upper limit of 3 percent inflation this year.The bank said it would continue to strengthen liquidity management and keep an "appropriate" growth of money supply, so as to maintain stable prices and strike a balance between maintaining economic growth, adjusting the economic development model and avoiding inflation risks.

BOAO, Hainan, April 10 (Xinhua) -- World politicians and entrepreneurs attending the annual Boao Forum for Asia (BFA) Saturday called to prevent trade protectionism from posing a real threat to the fragile global economic recovery.The worst financial crisis since 1930s plunged the world economy into downturn last year, the first time since the Second World War. But many economies are recovering at unexpectedly quicker rates as massive fiscal stimulus has paid off.The world economy was in a recovery, but the global demand was still worryingly weak, Yi Xiaozhun, China's deputy commerce minister, said at the BFA meeting in Boao in south China's island province of Hainan.Many signs also showed a rise of trade protectionism as more and more countries took protectionist measures, Yi said.Former Chinese Vice Premier Zeng Peiyan said the once strong support for international cooperation appeared to be eroding as the financial crisis subsides, which is "even more worrying."Some nations were verbally against protectionism, but they in fact imposed anti-dumping or anti-subsidy measures and made a fuss about exchange rate problems, Zeng wrote in the BFA official publication.Up to 250 anti-dumping complaints were raised last year, 20 percent more than a year earlier, and 41 anti-subsidies complaints, up 193 percent year-on-year, according to the World Trade Organization (WTO).China has become the biggest victim of trade protectionism, according to the U.K.-based Center for Economic Policy Research. He added that the Doha round, if completed, would help create a large number of jobs and guarantee global economic recovery.Goh Chok Tong, Senior Minister and former Prime Minister of Singapore,also called to guard against trade protectionism under the green and environmental protection labels.The developed countries should help developing countries to upgrade technology rather than abusing protectionism, Goh said."We should work together to resist all kinds of trade protectionism, otherwise there will be no economic recovery and growth," Yi said.The three-day conference, under the theme of "Green Recovery: Asia's Realistic Choice for Sustainable Growth," will conclude on Sunday.The forum is committed to promoting regional economic integration and bringing Asian countries even closer to their development goals.
