SAN DIEGO (KGTV) - More and more local high school students are slashing college tuition costs, free of charge. From the cheer squad to the lacrosse team, junior Katie Quis' schedule at Rancho Bernardo High is packed. That's not counting her Tuesdays and Thursday, when she heads to Miramar College for a calculus class. The class is her third at Miramar College since last summer; part of the dual enrollment program which offers college-credit classes to high school students at no cost. The benefit of the calculus class could multiply if it helps her score well on the AP Calculus exam."I could end up getting double the credits, than if I just took the AP test or class," said Quis, 16.RELATED: Making It In San Diego: What you need to know about free tuition at San Diego community collegesBy the time she graduates, Quis will have roughly 30 units, which translates into about a year of college."It helps save my parents of a lot of money for college down the road," said Quis. The numbers add up quickly. Counting room and board, and tuition, Quis says knocking off the extra year of college could save between ,000 and ,000.RELATED: This university is offering free tuition to families that bring in less than 0K"Feels really good!" said Quis. She's hardly alone. Since spring 2015, dual enrollment for high school students at Miramar College has jumped from 320 to about 2,000 students.Naomi Grisham heads the college's Transfer Center.RELATED: Making it in San Diego: State offers money to help boost college savings accounts"With college costs increasing, we expect dual enrollment to continue rising," said Grisham."College costs can cause my parents a lot of stress. So it'll be nice to save them that stress," said Quis. The grades go on a student's college record, so experts say check with a counselor to make sure dual enrollment is the right option. 1880

SAN DIEGO (KGTV) - Parents in Pacific Beach are calling on more enforcement at the Crown Point Elementary field.During school hours the field is only open to elementary students and then opens to the public 30 minutes before and after. Mariluci Byrnes has a daughter who plays on the field with the Pacific Youth Soccer League. She says many dog owners ignore city signs warning it's a violation to take your dog off-leash and to not pick up after them.  “Just not a good combination when you have kids playing and there’s poop all over the place," said Byrnes.Byrnes says kids and parents often step in dog poop and she worries an off-leash dog could injure a child.  The field is now in the San Diego Humane Society’s (SDHS) jurisdiction. An SDHS spokesperson confirms they’ve gotten complaints about the issue, but sometimes other calls involving safety take priority over off-leash dogs. She added that while officers can give citations, they often try first to educate dog owners. The City tells 10News they are aware of the ongoing problem: 1064

Video of the first night the restaurants reopened was played during the county's daily press conference as local leaders criticized the scene.RELATED: Pacific Beach's El Prez shut down for violating health orders"This facility is now closed. This facility will remain closed until further notice," Supervisor Nathan Fletcher said at the time. "The actions that you just saw in the video before you can trigger an outbreak and compromise our ability as a county to move farther along in the state's reopening plan."Management said navigating the new rules for restaurants (available here) had proved difficult on night one, but not intentionally.RELATED: Brigantine hiring as restaurants ready to reopen"The re-opening of restaurants is a new territory for us all and with it brings a difficult learning curve. We learned that yesterday," a statement to 10News read in part. SAN DIEGO (KGTV) — Pacific Beach mother Sandy Algra says her number one job is keeping her child safe, something she wasn’t able to do a few months ago.Algra and her 3-year-old son were at Liberty Station Park when he was scratched by a dirty needle, sending him to the emergency room. Algra says he underwent an infectious disease consultation and will require HIV and Hepatitis C tests every six months.“Right now I’m trying to channel and redirect the anger that I feel about what happened to him, that I wasn’t able to keep him safe," said Algra. She's created a petition to designate San Diego’s playgrounds for children only; adults are only allowed if they’re accompanied by a child.Similar ordinances already exist in New York and Florida, people who violate them can face fines. "I think that most people can use common sense and understand that an adult is not meant to be living under a slide, or sitting on a swing doing drugs or otherwise, that's not what these playgrounds are designed for," said Algra. The petition has over 1,000 signatures and has garnered support from the Pacific Beach Planning Group and Pacific Beach Town Council.Algra plans to eventually bring the petition to San Diego City Council. The Parks and Recreation Department could not speak on the legality of implementing something like this, but sent 10News this statement: 1366
