SAN DIEGO (KGTV) — San Diego Police Department is investigating a video sent to several employees that depicts Hitler and makes "offensive" remarks about an investigation into officers eating inside a restaurant amid stay-at-home orders.The video was created after an internal investigation was launched over officers eating inside a restaurant during the state's stay-at-home order, said SDPD public-affairs Lt. Shawn Takeuchi. Those orders banned indoor dining at the time.Takeuchi says whoever created the video was clearly angry over the department's investigation into that incident.The video uses a clip from the 2004 film "Downfall," a German film depicting the final days of Adolf Hitler during World War II. A scene in the film showing an enraged Hitler yelling at military officials is used in various parody videos online.Takeuchi said the video being investigated added subtitles that, "negatively portrays the community and department leadership. The video also makes a homophobic comment regarding the Mayor."Mayor Todd Gloria, who took office this month, is the city's first openly gay mayor.The video surfaced on Saturday and began to circulate. Numerous department members who received the video alerted their supervisors. Internal Affairs was notified and started an investigation.Takeuchi called the video "extremely disturbing and offensive.""At this time, we do not know if this video was made by someone in the department or by someone who does not work at SDPD. We are still investigating to determine who was involved in creating it," said Takeuchi. "The department will not tolerate hateful speech of any kind. If the video was created by a department member, Chief Nisleit will take swift action. This is not who we are as a department. SAN DIEGO (KGTV) — Ridership of dockless scooters and bikes has dropped off dramatically since the summer.New data from the city says 222,076 people rode the vehicles in the two week period ending Oct. 15. That was down from 441,830 rides from July 15 to July 30. "When I first started they were littered everywhere," said Kelly Callaghan, who rides scooters in Pacific Beach. "It's pretty insane how the change happened like this."On Monday, only a handful of people could be spotted riding dockless scooters in some of San Diego's most traveled areas, including downtown and the Mission Beach and Pacific Beach boardwalks. The change could be due to more than just the summer being over.In July, the city instituted new rules that — among other things — required scooter operators to use geofencing technology to reduce speeds on the waterfront and boardwalks to 3 miles per hour. Additionally, police have issued 383 citations and the city has impounded 3,733 devices. So far, two operators have pulled out, and a city hearing office may revoke Lime's permit within the next 30 days. In a statement, Lime said it hopes to continue operating in San Diego“We’re proud of our partnership with the City of San Diego and we believe the evidence presented demonstrates that Lime is the most compliant scooter operator in the city," the company said. SAN DIEGO (KGTV) — San Diego Humane Society officials are searching for the person responsible for abandoning a dog in a San Pasqual Valley canyon recently.A grove manager at Bandy Canyon found the neglected dog Friday, according to society officials. The male dog appeared to be an about 2-year-old pit bull mix.The dog was taken to the humane society's Escondido campus, where a veterinary team gave it IV fluids and placed it on a heated bed, as its temperature was low.Because of the dehydrated, neglected condition of the dog, the society's law enforcement arm has opened a felony animal cruelty investigation.Anyone with information is asked to call Crime Stoppers at 888-580-8477 or SDHS law enforcement at 619-299-7012.This week's incident is the third similar incident to occur in the last month. In February, nine puppies were found abandoned at Kit Carson Park in a dog food bag. SAN DIEGO (KGTV) - San Diego Fire-Rescue crews removed a body from Chollas Lake Monday, fire officials said. The man, identified only as Hispanic and in his mid- to late 20s, was found about noon at the lake at 5850 College Grove Drive in the Oak Park neighborhood. Brianna Yasel and her friends were at the lake and realized something was wrong."I couldn't tell what it was; it looked like a rock to me. Once they pulled it out and flipped it over, my friend was able to see the hand at first and it did look like he was under the water for a while. He just didn't look too good," said Yasel."The body was discovered almost in the center of the lake; a passerby said it looked somewhat suspicious. He noticed it moved by an rock cropping," said San Diego Police Lt. Ernesto Servin.San Diego Police are investigating to determine the cause of death and the man’s identity, according to San Diego Fire-Rescue. The Medical Examiner was also called to the scene.Chollas Lake, which served as a reservoir from 1901 to 1966, is open during daylight hours for recreation. SAN DIEGO (KGTV) -- San Diego Fire-Rescue responded after a man reportedly got his hand stuck in an industrial tortilla press Thursday night.According to the department, the incident happened just after 5:30 at Tortillera La Perla on the 3100 block of National Avenue in San Diego.The man has been carried out of the factory, but a piece of the equipment is reportedly still stuck to the man's hand.
