SHENZHEN: A student at an IT college in Zhuhai, South China's Guangdong Province, ran amok on Tuesday, stabbing six of his classmates, police said Wednesday.One of the victims suffered a deep gash to the neck, which required intensive care treatment, but he is said to be in a stable condition.The 21-year-old attacker, surnamed Chen, was later arrested and is now in custody. He is believed to be suffering from a mental illness, a spokeswoman for the Zhuhai public security bureau told China Daily yesterday.She refused to give any further information, however, as the case is still under investigation.According to a report by the Guangzhou-based Southern Metropolis Daily, the incident happened at about 10:40 am at the start of a new class.Witnesses said Chen pulled out a 15-cm-long fruit knife and "casually" stabbed the two people sitting next to him and in front of him."I saw blood gushing from one boy's throat and another had been stabbed in the right side of his neck," the newspaper quoted one witness, who asked not to be named, as saying.Chen then attacked four other classmates, as they and their teacher attempted to escape the room, the witness said.After the attack, Chen remained in the classroom.A teacher locked the door from the outside and called police, the Guangzhou Daily reported.Police arrived soon after and arrested him.The victims were taken to a nearby hospital. BEIJING -- China regrets that the United States requested the World Trade Organization (WTO) to set up a dispute settlement panel to solve the intellectual property rights (IPR) disputes between the two sides.Wang Xinpei, spokesperson of the Ministry of Commerce, made the remarks in a news conference here Thursday.The Chinese government has always been firm in protecting IPR and tried to solve IPR protection problems through dialogues, Wang said.China has detailed and clarified problems raised by the US and showed great sincerity, Wang said.China's laws regarding IPR protection completely meet WTO requirements, Wang said, adding China is opposed to any WTO member's move of making developing members shoulder extra obligations through dispute settlement system, Wang said.China is studying the US request and will act actively, Wang said.The United States on Monday requested the WTO to establish a dispute settlement panel regarding so-called China's deficiencies in intellectual property protection.The US initiated the dispute over the issue by requesting consultations with China on April 10, 2007.Under WTO rules, the WTO Dispute Settlement Body (DSB) will consider the US request for the establishment of a panel at its next meeting on August 31.

BEIJING -- Strong economic growth means that fiscal revenues for 2007 will far exceed forecasts made at the beginning of the year, according to a report by the State Council to the top legislature here on Saturday .The extra money will be used to improve people's livelihood with education, health care, social security on top of the government work agenda, the report said.Central government fiscal revenue is expected to total 2.84 trillion yuan (about 389.5 billion U.S. dollars), or 401.1 billion yuan above the budget forecast.In the first 11 months, central government fiscal revenue was 2.68 trillion yuan, up 37 percent over the same period last year, statistics from the Ministry of Finance showed.Local governments will get a windfall too, with their extra fiscal revenue expected to reach 300 billion yuan, the report said."The huge extra fiscal revenue reflects China's stable, rapid economic growth," the report said.By the end of the third quarter, most major economic indicators had already outstripped 2007 targets: industrial output, total fixed asset investment, retail sales, realized company profits and foreign trade.Tax revenues derived from those activities also expanded rapidly in the first nine months. Value-added tax, import tax and individual income tax collections rose 9.9, 10.8 and 12.9 percentage points, respectively.Corporate income tax, business tax and deed tax collections were up 39.2 percent, 29.7 percent and 38.4 percent year-on-year, respectively. Those gains were 24.2 percentage points, 16.7 percentage points and 28.9 percentage points above target, respectively.According to the State Council, the extra fiscal revenue will be used to improve people's livelihood with education, health care, social security to top the agenda.The central government will use 40 billion yuan to subsidize farmers to raise fine breeds of livestock and plant improved variety of crops, and to renovate agriculture infrastructure such as roads, bridges and reservoirs, the report said.The central government will give 21 billion yuan to subsidize the compulsory education, 40 billion yuan to social security, 31.8 billion yuan to medical care, 29 billion yuan to scientific and technological development and 1.1 billion yuan for cultural causes, the report said.The central government will use the extra revenue to offset fiscal deficit by 45 billion yuan and keep the deficit of this year at 200 billion yuan.The State Council required the local governments to focus the use of their 300 billion extra revenue on improving people's livelihood too.

WASHINGTON: A team of researchers found there is not much difference between the sexes when it comes to talking, when you actually count the words. The researchers placed microphones on 396 college students in the United States and Mexico for periods ranging from two to 10 days, sampled their conversations and calculated how many words they used in the course of a day. The score: Women, 16,215; Men, 15,669. The difference: 546 words: "Not statistically significant," say the researchers in Friday's edition of the journal Science. "What's a 500-word difference, compared with the 45,000-word difference between the most and the least talkative persons" in the study, Matthias R. Mehl, an assistant psychology professor at the University of Arizona, who led the research, said. He said the least talkative person in the study - a male - used just over 500 words a day, while another male topped that by more than 45,000. Co-author James W. Pennebaker, chairman of the psychology department at the University of Texas, said the researchers collected the recordings as part of a larger project to understand how people are affected when they talk about emotional experiences. They were surprised when a magazine article asserted that women use an average of 20,000 words per day compared with 7,000 for men. If there had been that big a difference, he thought, they should have noticed it. "Although many people believe the stereotypes of females as talkative and males as reticent, there is no large-scale study that systematically has recorded the natural conversations of large groups of people for extended periods of time," Pennebaker said. BEIJING -- China has ordered its police to behave well and improve their services to the public as the country marks the one-year countdown to the 2008 Beijing Olympic Games. The Ministry of Public Security has launched a one-year inspection campaign in Beijing and other cities hosting Olympic events as well as major tourist cities to ensure a polite, standard and efficient police services to citizens and foreign visitors. The inspection mainly deals with police who take a bad attitude towards the public and do not wear standard uniforms and insignia. An inspection team will oversee police service departments such as community police stations, traffic police brigades, patrolling cops, border entrance and exit offices, reception rooms for foreigners, border checkpoints, visa application centers and police alarm "110" phones. Police who smoke, chew food, chat or use chilly words in front of the public will be immediately punished by inspectors on the spot, says the ministry, adding the inspection team will find out whether the police can take proper, immediate and effective actions when the public, especially foreigners, ask for help.
