SAN DIEGO (KGTV) — Eve Ramirez made the difficult decision to close her City Heights taco shop when the coronavirus outbreak hit. She says she did it to protect her eight-month-old son. "I got scared to death," she said. "I was like, you know what, I had my baby boy in January, imagine something were to happen to me. I'm a single mom. I can't risk my baby's life. I immediately shut down without thinking twice."Ramirez, who owns Mexicali Street Tacos, is one of a large number of San Diegans now struggling to pay for basic necessities amid the pandemic. A San Diego Association of Governments study released Thursday says 71% of respondents reported not being able to pay for rent, food, and utilities, while two-thirds said the pandemic has negatively impacted their employment. Ramirez said she has received donated diapers from friends, is on Medi-Cal and is receiving government food allowances. "I had no choice but to apply for help," she said. More than 3,500 San Diego households responded to the survey, conducted via 23 community-based organizations. San Ysidro Health surveyed 300 families about the impact of the virus. Ana Melgoza, the organization's vice president of external affairs, says the virus has hit South Bay families particularly hard. She says many live in overcrowded homes due to high rent, and are forced to work in jobs that require interaction with the public such as in grocery stores and retail. "When you have people literally dying to go to work and provide for their families, we need to make sure health care is a priority for people so that when they do feel sick or are infected they have the right follow up care to manage and survive this deadly virus," Melgoza said. Melgoza said one potential solution is to provide hotel vouchers so people in overcrowded homes can quarantine safely. The study also says 60% of parents with school-aged children reported distance learning challenges during the school year. According to a budget released by SANDAG, most of the funds will go towards transportation, not roads. The move has some throughout the county concerned that not enough will go toward roads in need of repair. “I'm pragmatic about it and I do worry about the fact that these tend to suck up all of the money and leave nothing left for highways,” said El Cajon Mayor Bill Wells.The concern comes after SANDAG announced “5 Big Moves.” The project focuses on the future of public transportation. Read all five points of the plan below: Complete CorridorsThe backbone of a complete transportation system that leverages technology, pricing, and connectivity to repurpose how both highways and local roads are used and managed. Complete Corridors would increase safety, capacity, and efficiency; provide dedicated space for high-speed transit and other pooled services; manage demand in real-time; and maximize use of existing roadways. Local roads are designed and operated to equally accommodate all users, including transit, cars, bikes, pedestrians, and commercial vehicles. Features may include dynamically managed curb space, transit amenities, bike facilities, pedestrian refuges, or smart intersection systems. Smart intersection systems would improve safety for all modes through use of sensors and alerts to vehicles and individuals, and could give transit priority treatments that make transit faster and more reliable. Wireless charging at parking facilities, intersections, and/or roadways will support future induction charging for zero-emission vehicles. SAN DIEGO (KGTV) - Dockless scooter users can now ride without a helmet as long as they are over the age of 18. A new law signed by Governor Jerry Brown went into effect January 1 lifting the helmet requirement for adult scooter users. AB 2989 removes the mandate for riders of motorized scooters to wear a bicycle helmet as long they are older than 18. It also forbids riding a motorized scooter on highways with a speed limit greater than 25 mph and roads with a speed limit greater than 35 mph, unless there is a marked bikeway. DUI laws still apply to scooter users and riders must have a valid driver’s license or permit. Helmets are required for those under the age of 18. People can still be cited for lying the scooter down on a sidewalk to impede traffic or riding scooter with a passenger. 807

SAN DIEGO (KGTV) - Hundreds of protesters gathered in Balboa Park Monday evening, the third day of protests in the San Diego region. A large group began coalescing near the San Diego Police Department headquarters near Broadway and 13th St in the afternoon. As night fell, the group marched up Park Boulevard past San Diego City College and into Balboa Park. Law enforcement officers followed closely. Freeway on-ramps and off-ramp were blocked by CHP officers in tactical gear along the route, preventing protesters from accessing the freeways. After marching through the park, the group stopped near El Prado and Sixth Ave. Many in the group laid down on their stomachs with their arms behind their backs, chanting “I can’t breathe,” in honor of George Floyd, the unarmed black man killed in police custody in Minnesota on May 25, 2020. Afterwards, they held a moment of silence for those killed at the hands of police. Many demonstrators dispersed after, though a group began forming again outside SDPD headquarters. At 10:25, SDPD tweeted that “bottles, fireworks and other objects” were being thrown at officers near their headquarters. Several minutes later, police declared the protest an unlawful assembly and began clearing the area, tweeting, “those who remain or return against this lawful order may be cited/arrested and risk exposure to chemical agents & less-lethal force applications.” As of 11 p.m. SDPD had announced they made one arrest for vandalism. 1481
