SAN DIEGO (KGTV) - The San Diego Police Department is taking over the Chargers old practice facility, a source tells 10News.The official takeover happened Nov. 28. According to information obtained by Team 10, the facility will be repurposed and converted into a police facility housing several San Diego Police Department divisions and units.The facility has been used off and on since the Chargers left, the City of San Diego reports.In October, Team 10 discovered the utility and maintenance bills were piling up, even though the site was vacant.RELATED: Former Chargers practice facility still costing the City of San Diego moneyAccording to data analyzed by Team 10, the electric bill for August 2018 was ,949.78. The water and wastewater bill from the end of June to the end of July 2018 shows a balance of more than ,000 and a year's worth of landscaping, maintenance, and fire safety repairs ran ,067.12.The San Diego Police Department occupied it Sept. 11, 2017 through Oct. 31, 2017, along with Jan. 31, 2018 and Feb. 19, 2018.San Diego State University also held a brief tenancy between Feb. 28, 2018 and March 14, 2018.Currently, there’s no word on when other departments will make the move to the Murphy Canyon location or what other plans the city has for it. 1290

SAN DIEGO (KGTV) - There is a memorial of candles, notes, and flowers along 4th Avenue near Main Street in Chula Vista.They are in memory of 23-year-old Christina Garcia, who was found dead at a nearby field on Aug. 5th. Chula Vista police say they were called out to 3100 block of Main Street after someone found her body. They say she had an apparent gunshot wound and opened a homicide case.“That afternoon, she wanted to see her daughter and pick up the truck, so it was a brief encounter,” her mother, Lisa Garcia, said. “I expected her to come back, and I wish I took advantage of that situation longer.”Lisa says Christina leaves behind a two-year-old daughter.“I think the saddest thing for me is that her daughter is only going to know her through pictures because she’s so young,” She said. “She’s never going to remember her mom’s touch, her kiss, her voice.”Lisa says her daughter was very likable and smart.“She tested out in the 10th grade and started southwestern college and finished her classes there,” Lisa said. She was also a skilled welder and liked working with her hands. Most recently, they bought a home and worked on remodeling it.“She’s very hands-on, like her mom,” Lisa said, “you know, taking the popcorn ceiling down, remodeling the walls.”She says it’s been tough knowing Christina’s killer has not been caught. Lisa says she has many questions and is cannot find any closure without finding answers.“Was she dumped there? Was she shot there? So my brain is at 100 miles per hour trying to come up with all these scenarios,” she said.Police are asking for witnesses or anyone with information to come forward, saying they can even remain anonymous through Crime Stoppers.“There might be information out there that people think is irrelevant,” Lisa said. “But it could be very relevant to law enforcement.” 1845

SAN DIEGO (KGTV) - The pandemic, protests, riots, there's a lot of stressors out there, but Licensed Psychologist Dr. Michelle Carcel has a few ways to find positivity."We have to go through those motions to be effective and to make sure that we can therefore get to a place where we can actually feel positive," Dr. Carcel said.She said cut out negativity, from social media to people you know, "there are so many things that we can feel terrible about right now and that's something we have to honor and we can also find that one moment in the day where we stopped and smelled the flowers."She said focus on the positives, find three things each day you are grateful for. Doing this each day trains your brain to look for the positives. She also said exercise and advocacy are two great ways to change your perspective."Advocacy, you know helping out, doing volunteer work. If you really feel passionate about what's going on right now you can advocate, you have a voice and your voice matters," Carcel said writing leaders is very important right now.Voices were raised across the U.S. at peaceful protests, creating positive change, interactions and dialogue this week after the tragic death of George Floyd."I'm really going to recommend if you have a friend or somebody of a different ethnicity or culture, engage in a productive conversation. We are all in this together, we are all able to understand each other if we put our judgements aside and just listen," Dr. Carcel said those positive interactions are essential right now.The discomfort many feel right now show they are growing, she added. 1613

  

SAN DIEGO (KGTV) — This week, thousands of letters, pictures, and cards from local groups were sent to veterans who were not able to visit memorials in their honor this year due to the pandemic.Honor Flight San Diego usually takes veterans to visit memorials in Washington D.C. built in their honor. This year, due to the coronavirus pandemic, that flight won't take to the sky again until May 2021.Organizers had collected 3,000 letters and cards from local Boy Scouts, Girl Scouts, church organizations, and the national organization, Solider Angels, for previously scheduled flights.In San Diego, 120 San Diego County WWII and Korean War veterans were sent care packages on Friday. Two of those packages were hand-delivered to local veterans by Honor Flight San Diego Founder Dave Smith and Chairman Julie Brightwell.Honor Flight is a trip at no cost to veterans and has taken more than 1,400 WWII and Korean War veterans in San Diego across the country to visit war memorials.
