BEIJING, Oct. 2 (Xinhua) -- Tropical storm Higos, the 17th this year, will drop heavy rain on parts of south China's Guangdong and Hainan provinces over the next two days, the National Meteorological Observatory said on Thursday.     The office advised everyone in those regions to prepare for therain, as well as lightning storms and gale-force winds.     Tourists in coastal cities of the island province of Hainan, such as Sanya and Bo'ao, have been advised to avoid offshore activities over the next three days.     Higos was centered about 700 km southeast of Zhuhai, Guangdong,as of 5 p.m. on Thursday, and it was moving north-west at 20 km per hour. Tourists stay at the beach in Haikou, capital of south China's Hainan Province, on Oct. 2, 2008. Tropical storm Higos, the 17th this year, is moving towards south China's island province of Hainan, the provincial meteorological station said on Thursday, affecting the ongoing National Day holidays.    The storm is gaining momentum as it nears eastern Hainan and the mid-west regions of Guangdong, according to the national observatory.     Higos, which formed on Tuesday in the Pacific Ocean, comes on the heels of storms Jangmi and Hagupit, which together killed some 20 people in China

CHENGDU, June 15 (Xinhua) -- President Hu Jintao on Saturday ordered that the title of "heroic quake-relief force" be given to a helicopter regiment that showed loyalty and courage in rescue work following last month's major quake in southwest China. The command by Hu, also Chairman of the Central Military Commission of the People's Republic of China, was announced at an award meeting here on Sunday.     The regiment of army aviation under the Chengdu Military Command did an excellent job in quake-relief missions and showed great loyalty, courage and dedication, the command said. A Mi-171 transport helicopter engaging in quake relief work near the Yingxiu Township, Wenchuan County in southwest China's Sichuan Province crashed on Saturday afternoon, according to military sources    All Chinese military members should learn from the regiment, which put people's lives first, it said.     The regiment has dispatched 1,848 helicopter flights for rescue and transport missions since the quake on May 12 and evacuated 1,126 injured people from the region.     More than 619 tons of food, water and medicines have been delivered and 2,171 people stranded by the quake were transferred by the regiment.     One of the regiment's helicopters crashed in a deep forest ravine in Sichuan Province during a rescue mission on May 31, leaving all five crew and 13 passengers dead.     The honor awarded to the regiment was the top honor of all the regiment members and all military members who participated in quake-relief missions, Xu Caihou, Vice Chairman of the Central Military Commission, said at the meeting.

BEIJING, April 14 (Xinhua) -- Chinese Premier Wen Jiabao held talks with Swedish Prime Minister Fredrik Reinfeldt here Monday. Both agreed to deepen cooperation.     During their talks, Wen said as the first western country to establish diplomatic ties with the People's Republic of China 58 years ago, Sweden and China have continued to increase mutual trust and understanding, as well as expand cooperation in all areas.     The recent years, in particular, have seen rapid growth in bilateral trade volume, said Wen, noting that China has become the largest trade partner for Sweden in Asia. BEIJING, July 13 (Xinhua) -- The Beijing municipal government said on Sunday that the city's state-owned enterprises (SOEs), institutions and social groups should adjust their working hours from July 20 to Sept. 20 to avoid traffic jams. A notice issued by the municipal government said that, except for schools and institutions that provide essential services, SOEs should operate from 9 a.m. to 5 p.m. The Beijing municipal government said on Sunday that the city's state-owned enterprises (SOEs), institutions and social groups should adjust their working hours from July 20 to Sept. 20 to avoid traffic jams    Large shopping centers should open at 10 a.m. and stay open later in the evening.     Other institutions should operate from 9:30 a.m. to 5:30 p.m.     Government departments won't alter their hours, the notice said.     The notice also encouraged institutions to handle business online if possible and arrange flex-time arrangements where feasible.

DUSHANBE, Aug. 28 (Xinhua) -- Leaders attending the Shanghai Cooperation Organization (SCO) summit in the Tajik capital issued a joint declaration Thursday on security, energy and several other issues.     The declaration was signed by Chinese President Hu Jintao, his Russian counterpart Dmitry Medvedev, Kazakh President Nursultan Nazarbayev, Kyrgyz President Kurmanbek Bakiyev, Tajik President Emomali Rakhmon and his Uzbek counterpart Islam Karimov.     ON USE OF FORCE     The leaders agreed that any attempt to solve problems by merely resorting to force could not work and would only hinder a comprehensive settlement of local conflicts, the declaration said.     A comprehensive solution to existing problems can be found only by taking into account the interests of all parties involved and including them all in the negotiation process rather than isolating any of them, said the declaration.     Any attempt to strengthen a country's own security at the expense of that of others is detrimental to maintaining global security and stability, it said.     On the issue of South Ossetia, the SCO members expressed their deep concerns over the tension triggered by the South Ossetia conflict, and called on relevant parties to solve existing problems peacefully through dialogue, strive for reconciliation and push for negotiations.
