SAN DIEGO (KGTV) — San Diego officials will request that Gov. Gavin Newsom discount coronavirus cases in San Diego State students from the county's case rate.Supervisor Greg Cox said the county will send a letter to the governor formally asking that the state not include SDSU's case numbers in the county's total coronavirus case rate.Gov. Newsom said during a press conference Wednesday that he will not allow San Diego County to do that."You can't isolate, as if it's on an island, the campus community that is part of a larger community. So the answer is no," Newsom said in regards to whether he would consider a special exemption for the county.RELATED: San Diego County could backslide to more coronavirus-related restrictionsTuesday, County Public Health Officer Wilma Wooten said during a Board of Supervisors meeting that if the campus' cases were removed from the equation, the county's case rate would be lower.As of Monday, SDSU reported 667 confirmed cases and nine probable cases.According to county Medical Director Dr. Eric McDonald, less than 10 coronavirus cases have been directly linked to the campus. Of those, McDonald said three cases are county residents with direct connections with SDSU students and four non-county residents with direct connections to students.McDonald added that the county is aware of four residential outbreaks related to SDSU students in the College Area, but there have not been any other outbreaks in other settings related to students."The reality is, the number of cases in ICU and hospitalizations is not being impacted because of those cases from SDSU," Cox said. "We think there's justification for not including those numbers from SDSU and, frankly, other campuses in San Diego as they reopen."San Diego County public health officials voice worried that the region could be moved back a tier after registering at least one week's worth of data in California's most stringent reopening tier.While the county's testing positivity has sat in the third tier (orange) for two weeks now, in the last week, the county's case rate has crossed above the 7.0 cases per 100,000 residents threshold. Wednesday, county health officials said the region was at a 4.5% testing positivity and 7.9 cases per 100,000 people.Under the state's guidance, a county only needs to register above a threshold in at least one metric for two weeks to be pushed back a tier, while to move up, the county needs to meet both metrics for 14 consecutive days."At a minimum, counties must remain in a tier for at least 3 weeks before moving forward ... To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier," the state's website says.If San Diego is required to move back to California's first business reopening tier, businesses would need to adjust to more restrictive capacity levels. Winds will pick up on Tuesday. Then, the surf will increase along the coast before the Thanksgiving storm arrives.The atmospheric river will potentially set up the stage for heavy rain, flash flooding, and thunderstorms during the major winter storm. Rainfall totals could average from 3-5 inches for the coast and valleys and 4-8 inches in the mountains. Snow levels will start out high around 8,000 feet. SAN DIEGO (KGTV) - Researchers at UC San Diego Health say they can make a COVID-19 contact tracing app for smartphones but the technology may be getting pushback because of privacy concerns.On Tuesday, ABC10 News spoke to UC San Diego Health Chief Information Officer Dr. Christopher Longhurst about the app that he's offered to develop and study for San Diego County."From a University of California stand point, we're comfortable endorsing this as an appropriate means of helping control this pandemic more quickly while preserving the privacy of our citizens," he told ABC10 News.He said the app would look a lot like Canada's app which was released last Friday. Using a tool created by Apple and Google, it produces random codes and uses Bluetooth to ping other users' phones and share those codes when two people are physically close to each other. "So, the idea is that if I were diagnosed with COVID-19, I would then be given a code [and voluntarily opt in to] put that code into my exposure notification app and that would let other people know who had been near me that they might have been exposed and should be tested," he added.ABC10 News asked Dr. Longhurst about what situations could make it more effective than using human contact tracers. "Contact tracing is a methodology that's been around for 50 years and we've used it for sexually transmitted infections and other outbreaks. It works really well when you're talking about who you might have been intimate with. It's much harder when you think about who you breathed air with. [Additionally], there's limits to being able to actually contact those folks," he responded.When asked about why the technology isn't being implemented in San Diego County, he told ABC10 News, "Our partners at San Diego County Public Health have been very enthusiastic about embracing this new technology but the Apple and Google API can only be used by state public health agencies so we're dependent on the state of California to approve moving this forward."Other countries have moved forward but the U.S. has been slower. Dr. Longhurst attributes that to privacy concerns, but said the program protects anonymity and doesn't track location. "We've really closely evaluated this technology and we believe that the privacy preserving goals have been met," he added.On Tuesday, San Diego County officials confirmed that it's the state of California's decision to go forward and added in part, "If there is an opportunity for the County to partner with the state in a pilot, we would be open to further discussions about this."The California Department of Public Health sent the following response to ABC10 News."The state’s contact tracing program isn’t using contact tracing smartphone technology. The metrics were then organized under either "budget and participation" and "sports and outdoors."San Diego ranked first in fitness centers and sports centers per capita, seventh in baseball and softball diamonds per capita, 22nd in basketball hoops per capita, 16th in parkland acres per capita, and 30th in walking.
