On a night when Arizona's Republican US Senate primary was expected to command most of the attention, a stunning upset victory in Florida's Democratic governor's race stole the show.Democrats chose the most progressive candidate -- and the only one who wasn't wealthy -- in Tallahassee Mayor Andrew Gillum. All of which is not yet allowed under county orders.Right now you are allowed to exercise on the beach, walk or jog. In the water people can swim, surf, boat and fish. You cannot have gatherings, play sports or sit on the beach.Edelbrock said most of the crowd is following the rules, "probably 80% are coming down with good intentions."That other 20% then has to be contacted by police or lifeguards trying to enforce orders to stop the spread of the coronavirus."Their [lifeguards'] primary function is to facilitate safety out in the ocean to watch the water, watch over our kids and make rescues and do first aide and that kind of thing. Daily we’re making 1,000 extra contacts for people not considering the current rule set," Edelbrock said today's water conditions weren't great, making it more important to keep an eye seaward.In Pacific Beach a neighbor snapped a photo of a woman holding her dog, standing on the closed boardwalk while an officer was writing something. The neighbor said it was a ticket.Friday law enforcement said they would be out Memorial Day weekned enforcing the eased restrictions."It’s doing a disservice for those trying to do the right thing," Edelbrock said it also negatively affects those working to enforce the rules and puts them at risk.Chris Vanos, chief steward of Teamsters 911, said he's seen fights break out when lifeguards encourage people to follow the rules. While we have already profiled why results will likely take awhile this year, perhaps no state is better situated to have delayed results than Pennsylvania. WHY PA RESULTS MAY TAKE WEEKSJoe Corrigan, a political consultant in Philadelphia, says with a record number of voters voting by mail, combined with state rules regarding when ballots can be counted, results will take time. "We are seeing about 10 to 15 thousand mail-in ballots requested a day (in Pennsylvania)," Corrigan said. These ballot requests are overwhelming elections offices across the state."Pennsylvania law prohibits county boards of elections from counting any absentee ballots or mail-in ballots until 8 p.m. on Election Day when polls close," Corrigan added. The Pennsylvania Supreme Court ruled Thursday that ballots can arrive until 5 p.m. ET on the Friday after the election and still count. The ballots do have to be postmarked on or before Election Day to be counted.That doesn't even begin to take into account the state is using relatively new in-person voting machines. "I would very happy to know who won Pennsylvania by Thanksgiving," Corrigan said. WHAT IS BEING DONEElection officials know they have pending issues. On Tuesday evening, researchers tracing an Orca whale that has been carrying her dead calf on her nose saw the whale still doing so.It isn't unusual for Orcas to carry their babies who die for about a day. This is the first time scientists studying the behavior have seen one do it for this long.The activity is stressful for the 20-year-old whale mother named Tahlequah. EcoWatch reports the baby's carcass sinks, and the mother has to retrieve it and push it along with her nose in sometimes choppy waters.Tahlequah was spotted Tuesday evening in waters near British Columbia's Southern Gulf Islands, the Seattle Times said.According to the Seattle Times, this is the first time in three years an endangered Orca has given birth. 759
