SAN DIEGO (KGTV) - Community leaders are reacting to this week's move by state lawmakers to let voters decide in November whether to reinstate affirmative action.“It’s been a long, hard road and now we can actually see some light at the end of the tunnel,” said San Diego NAACP President Francine Maxwell on Thursday afternoon. It follows Wednesday's news that California lawmakers approved a proposal to repeal the 25-year-old law that bans looking at race, sex, ethnicity, color or national origin in college admissions, contracting and public employment.“The NAACP San Diego branch is elated that it was a 30-10 vote. Two-thirds majority said that things have to change and we're headed to November,” she added.Assemblymember Shirley Weber (D-San Diego) authored the bill and asked for support on ACA 5, which lets voters decide whether to reinstate affirmative action by repealing Prop 209.“The ongoing pandemic as well as recent tragedies of police violence is forcing Californians to acknowledge the deep-seated inequality and far-reaching institutional failures that show that race and gender still matters,” she told her colleagues this week.“African Americans have been at the bottom for over 401 years. Affirmative action was an opportunity so they could open the door to walk into colleges, to [have] the opportunity of economics, to change the narrative of their family,” Maxwell told ABC10 News.Republican Assembly candidate June Cutter from San Diego opposes the return of affirmative action. Thursday, she told ABC10 News, “It is a band-aid put at the end of the problem rather than trying to find a solution to the disparity that I absolutely acknowledge exists and instead of trying to fix it at the starting line we're trying to fix it at the finish line and that's what I have a real problem with.”Cutter said she believes real change needs to happen earlier through the course of opportunities in K -12 education within under-served and under-privileged communities.Assemblymember Weber was unavailable for an interview on Thursday but her office sent ABC10 News the following statement.“The fate of Prop. 209 will now be in the hands of voters on November 3rd. While it was sold as a civil rights law when it passed in 1996, Proposition 209 has cost women- and minority-owned businesses .1 billion each year, perpetuated a wage gap wherein women make 80 cents on every dollar made by men, and allowed discriminatory hiring and contracting practices to continue unhindered. Far from being colorblind, the bill has set up barriers to women and minorities to share in the economic life of California. Proposition 209 has hindered public policy, thwarted opportunity and maintained economic disparity long enough. It’s time to give voters a chance to right this wrong.” 2796

SAN DIEGO (KGTV) - Border officials say they have received enough funding to replace 100 miles of border fencing along the U.S.-Mexico border.The Trump Administration will put forth about .6 billion through the 2018 Congressional appropriations.  The new border wall provides a comprehensive system of wall, lighting, and technologies, Acting Commissioner Ronald Vitiello said during a press conference Friday.In San Diego, a total of 28 miles of border barrier will be replaced. Fourteen miles of "dilapidated" border wall constructed with landing mats will be replaced with new steel bollard wall, according to Vitiello. Another 14 miles of secondary barrier inside San Diego will also be replaced.RELATED: President Trump says San Diego 'desperately' wants a border wall while touring prototypesIn Calexico, officials are on schedule to build a new 30-foot high wall, replacing two miles of pedestrian barrier, Vitiello said."We appreciate this down payment for our needs," Vitiello told reporters but added the appropriations do not fully fund their needs in other critical locations.The wall system being installed will not utilize the prototypes President Donald Trump recently visited the San Diego area to inspect. SAN DIEGO (KGTV) - Chelsea Manning, a former Army intelligence analyst who provided classified information to Wikileaks, spoke Monday at San Diego State University.Manning was convicted in 2013 of stealing 750,000 pages of documents and videos relating to the wars in Iraq and Afghanistan.A judge convicted Manning - then known as Bradley Manning - on 20 counts, including violations of the Espionage Act.After the 2013 sentencing, the ex-intelligence agent changed her name to Chelsea Manning and became a transgender woman.During one of his final acts in office, President Barack Obama commuted Manning's 35-year sentence, giving her an early release date.RELATED: Chelsea Manning released after 7 years in prisonManning has since joined the lecture circuit. SAN DIEGO (KGTV) — Customs and Border Protection officers say more than 300 pounds of drugs were seized from a truck at the Otay Mesa cargo port of entry this week.CBP officers say a tractor-trailer truck was stopped on Thursday at about 7 a.m. The driver was carrying a shipment of recycled cardboard, CBP said.The truck was referred to an imaging scan and exam, where an anomaly was detected in the truck's cab.CBP says officers removed 64 packages from two duffel bags hidden inside a sleeper compartment: 59 containing 286 pounds of methamphetamine and five bags containing 26 pounds of fentanyl.The narcotics, and tractor-trailer were seized and the driver, a 36-year-old Mexican citizen with a valid B1/B2 border-crossing card, was turned over to ICE and booked into the Metropolitan Correctional Center to face federal charges."Even in the midst of a global pandemic, we continue to see attempts to move hard narcotics across the border and into U.S. communities," said Pete Flores, Director of Field Operations for CBP in San Diego. SAN DIEGO (KGTV) -- Data obtained by ABC 10News showed there were more than 150 complaints made to 211 involving a Pacific Beach gym’s violations of public health orders.The data regarding The Gym was compiled starting April 8; overall, there were more than 9,300 complaints from that time period involving violations of public health orders throughout San Diego County.Troy Kahle said he and his husband have been members of The Gym, located on 2949 Garnet Ave., for more than 20 years. Kahle is also a COVID-19 survivor, and he said he’s not sure how he contracted the virus.Kahle has not been to The Gym since he went to the hospital. His husband last went on July 3, and decided it was not safe.RELATED: County confirms coronavirus outbreak at Pacific Beach gym"There are no safety barriers, there are no hand sanitizers, no one is wearing a mask, and no one is socially distancing," Kahle said, passing along what his husband told him from his July 3 gym visit.On July 15, public health orders forced several businesses to close indoor operations, including gyms. But Kahle said they noticed The Gym kept their doors open.Kahle and his husband notified 211 about The Gym's indoor activities on more than one occasion. He said their goal was to prevent the spread of the virus."I can't believe they stayed open as long as they have," Kahle said.During Wednesday's news conference, San Diego County Public Health Officer Dr. Wilma Wooten confirmed there was an outbreak associated with The Gym.The county had ordered it to close last week; The Gym closed on Monday."Last week, when we were working with them to close, we didn't know there was an outbreak there," Wooten said.
