LOS ANGELES (AP) — The two Southern California desert communities rocked by last week's powerful earthquakes may have sustained as little damage as they did because they have no tall buildings and many of the homes in one are fairly new and were built to stricter earthquake standards.California's Seismic Safety Commission Chairman Michael Gardner said during the agency's Thursday meeting that the tallest building he knows of in the Mojave Desert towns of Ridgecrest and Trona is the three-story Ridgecrest hospital.The region was struck by a magnitude 6.4 earthquake on July 4, followed by a 7.1 temblor the next day.Ridgecrest, whose 28,000 residents include many who work at the nearby China Lake Naval Weapons Center, is about 150 miles (241.4 kilometers) east of Los Angeles.The nearby mining town of Trona, with a population of about 2,000, was harder hit. Commissioners noted many of its buildings are older.Authorities estimated the damage to both towns at about 0 million, although that could go up as buildings continue to be evaluated.Commissioner Kit Miyamoto said that as inspectors entered some buildings they discovered serious damage to ceilings and other areas that they couldn't see from the outside."Three buildings from the exterior appeared to be fine and probably safe for entry, but upon further investigation the roofs had actually collapsed," he said, adding inspectors may find others in that condition.Gardner said commissioners are also waiting for more information from the Naval base, where security is tight.Miyamoto noted that many of Ridgecrest's homes were built in the 1980s and '90s of more earthquake-resistant materials."As we know, newer California houses hold up really well," he said.That was not so much the case in Trona, where many fireplace chimneys collapsed and other damage was recorded.Buildings flooded when water heaters toppled over and ruptured gas lines sparked fires, and roads, highways and sidewalks also buckled.Trona also lost all of its water for several days when a pipeline carrying it from Ridgecrest ruptured. It was restored Thursday, but San Bernardino County spokesman David Wert said a "boil order" remains in place while water lines are being flushed. Meanwhile, free water was being distributed to residents.Other utilities to both towns have been restored, and Gardner said a local assistance center opened in Ridgecrest on Thursday.The commission itself plans to meet in Ridgecrest next month.No one in the area was killed, although authorities believe the quake may have taken the life of a man in the small Nevada town of Pahrump, 180 miles (289.7 kilometers) away.Troy Ray, 55, of Pahrump was killed when his jack slipped as he was working underneath his car. The shaking from one of the quakes felt from Las Vegas to Los Angeles might have caused the jack to slip, although authorities noted they couldn't be sure.Separately Thursday, California Insurance Commissioner Ricardo Lara and California Earthquake Authority CEO Glenn Pomeroy urged residents statewide to consider buying earthquake insurance that they said could be tailored to meet homeowners' and renters' individual needs and pocketbooks.Contrary to some reports, they said the insurance is available everywhere in California. LOS ANGELES (AP) — Three Los Angeles police officers have been charged with falsifying records reporting that people they stopped were gang members or associates. Prosecutors say the members of the Police Department's Metropolitan Division were charged with conspiracy in a 59-count complaint with obstructing justice and multiple counts of filing a false police report and preparing false evidence. In a news release, the LA County DA's office said Braxton Shaw, Michael Coblentz, and Nicholas Martinez are the officers being charged.Prosecutors said in the statement that the officers are accused of falsifying field interview cards they use to conduct interviews while out on duty.The cards, prosecutors say, contained false information and misidentified dozens of people as a gang member.The officers' union said Friday it expects the department to ensure the officers are accorded their due process rights and that any proven mischaracterizations are corrected.The Police Department says 21 additional officers are under investigation. LOS ANGELES (CNS) - Prosecutors recommended Friday that Oscar-nominated actress Felicity Huffman serve one month behind bars and pay a ,000 fine for her role in the college admissions cheating scandal, according to a filing in Boston federal court. The “Desperate Housewives'' actress pleaded guilty in May to conspiracy to commit mail fraud and honest services mail fraud for paying ,000 to have a proctor correct her daughter's answers on a college-entrance exam. In their sentencing memorandum filed Friday, prosecutors also recommended that the 56-year-old actress, who earned an Oscar nod for ``Transamerica,'' serve one year of supervised release following her stint in federal custody. Prosecutors suggested in May they would seek as much as four months in prison for Huffman. Huffman's attorneys filed court papers asking that the judge sentence the actress to one year of probation and 250 hours of community service. More than two dozen people submitted letters of support to the court, including Huffman's husband William H. Macy and ``Desperate Housewives'' co-star Eva Longoria.But prosecutors wrote that anything less than a jail term would be insufficient, describing Huffman's conduct as ``deliberate and manifestly criminal,'' according to the sentencing memorandum. The actress will be sentenced Sept. 13 in Boston. ``In the context of this case, neither probation nor home confinement - - in a large home in the Hollywood Hills with an infinity pool -- would constitute meaningful punishment or deter others from committing similar crimes,'' prosecutors wrote. LOS ANGELES (CNS) - The Westfield Century City mall was evacuated Friday as police, firefighters and a bomb squad responded to a report of a manwith a gun and a fire inside a bookstore.Los Angeles Police Department officers responded to the facility in the 10000 block of Santa Monica Boulevard at about 12:45 p.m., according to department spokesman Sgt. Barry Montgomery.When they arrived, people were streaming from the mall and they set about trying to locate the suspect, Montgomery said.A security guard informed officers he hadn't heard any gunshots or located any victims, according to the sergeant.``While proceeding with their search, officers were directed to a suspicious package located inside the Amazon store,'' he said. ``In an abundance of caution (an) LAPD bomb squad and (the) Los Angeles Fire Department responded to the scene.''At about 2 p.m., smoke was seen coming from the roof of the Amazon store. Fire sprinklers were activated inside the store, according to news reports.No injuries or shots fired had been reported as of 3 p.m., police said. People in parts of the mall were evacuated, but those in other areas of the large facility were advised to shelter in place while officers conducted a search, LAPD Officer Tony Im said.Paul Almond, a Century City attorney, told City News Service he was having lunch at Toscanova in the mall when the restaurant manager said police had ordered him to evacuate the restaurant. LOS ANGELES (KGTV) -- A 5.3 magnitude earthquake shook the Los Angeles area Thursday afternoon. According to the United States Geological Survey, the earthquake struck about 35 miles southwest of Channel Island Beach. At this time there are no reports of damage or injuries. The National Weather Service added that there is no risk for tsunami. Shortly after the quake, the Los Angeles Fire Department went into earthquake mode. According to the department, during earthquake mode, firefighters from all 106 neighborhood fire stations survey all 470 square miles in the greater Los Angeles area. The department says crews are now inspecting dams, power-lines and large places such as Dodger Stadium to ensure public safety.  772
