CHULA VISTA, Calif. (KGTV) - Concerned citizens made their voices heard Monday night at a Sweetwater Union High School District board meeting in which the district’s financial problems are discussed.Many residents in the South Bay have expressed outrage over the district’s myriad fiscal issues, pointing specifically at the financial mismanagement of salaries and a disproportionate ratio of administrators to teachers.Data provided by public pay and pension database Transparent California, showed 1,796 Sweetwater district employees making 0,000 and above in 2017 salaries. Many of those making six figures are administrators and other non-teaching employees.In 2017, the district paid out 9.97 million in salaries and benefits to its employees. Two similarly sized school districts in California paid out nearly 20% less than SUHSD in total pay and benefits, between 5 and 3 million, according to the data. SUHSD was shown to have 2,000 more employees than the other two district; 6,391 compared to about 4,500 for the other districts.SUHSD paid over .3 million in overtime to about 841 district employees during the year. When it comes to overtime, 10News found:One of the OT recipients was a payroll technician who banked ,414.19, bringing their salary up from ,000 base pay to over ,000 in total pay and benefitsBus drivers were among the biggest overtime benefactors, with Sweetwater paying over 0,000 in overtime to about 90 employeesThree district bus drivers earned over ,000 in overtime each, bringing their 2017 total pay and benefits to over ,000Another group that benefited from overtime pay were district budget analysts, who totaled over ,000 in overtime as a groupA locksmith supervisor added a total of ,623 in OT to his 6.5K salarySweetwater’s finances have been under scrutiny since it was revealed the district made a million miscalculation for its ’18-’19 budget earlier this year. District officials previously said its 2018-2019 school year budget shortfall was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities.Even with a revised budget, it was later reported in an independent audit that Sweetwater’s budget problems were worse than what was originally predicted due to the following “significant factors”:“Internal borrowings that reflect the significant cash flow shortages in the General Fund”“Unsustainable salary, benefits, and pension increases that create significant deficit spending”“Declining local enrollment of students”The district has been borrowing money faster than it can pay back, taking money from local development taxes, also known as Mello-Roos fees, according to a Dec. 3 report from The Voice of San Diego. This fiscal year alone, the district will borrow million -- in addition to the million they already owe.At an October 8 board meeting, SUHSD staff offered suggestions to help reduce the debt such as energy cost savings, freezing unfilled positions, and a reduction in the work year for all management. In an email sent to families following that Oct. 8 meeting, at least two schools announced they would be cutting after school programs and their 2019 summer school sessions.More recently, the district announced it would allow nearly 300 employees to retire early in an effort to balance the budget. The school board also voted to cut 34 temporary teaching positions in the district's adult education program.Moving forward, auditors recommended the district evaluate the procedures in which it reviews its own finances. The audit goes on to suggest those assigned with monitoring finances “should have a clear understanding of accruals and the journal entries required to account for them properly.”Auditors also urged Sweetwater to “always perform timely bank reconciliations to ensure that all activities have been properly accounted for and that there are no errors posted.”Sweetwater officials acknowledged not having “tight internal controls or warning systems in place” in balancing its budget. 4103

CHULA VISTA, Calif. (KGTV) — Surveillance video caught the moment a driver caused a fiery chain-reaction crash in a South Bay neighborhood.Chula Vista Police said five cars were involved in the crash at East Paisley Street and Monserate Avenue just after 6 p.m. Thursday. Five people were taken to a nearby hospital with minor injuries.The crash started when a black truck hit a car, sending that vehicle into a parked car. The suspect of the black truck kept driving, hitting another car parked in a driveway that was being worked on by two people, knocking them unconscious. That car was sent into a nearby RV, injuring another person.Video from a resident's surveillance camera showed the truck send one man flying and the car into a concrete pillar, as it overturns and explodes into flames."I opened the door, and there was the car, it was on fire," said resident Priscilla Ramirez. "I'm still shaking from everything."Smoke and flames filled Ramirez's yard."I couldn't see my house, smoke and fire, smoke and fire all over my yard, couldn't see anything," Ramirez's brother, Adrian, said. "[Both men] were slurring and they were scared."The two suspects in the truck fled the scene, before later turning themselves in and receiving treatment for injuries at a hospital.The two suspects were arrested, but 10News is working to confirm what charges were filed against the pair. Chula Vista Police said they were investigating if alcohol or drugs were a factor in the incident. 1488

CHULA VISTA, Calif., (KGTV) -- No justice served. That is what a Chula Vista father said after he found out that the boys and young men who publicly attacked his son in April already got out of jail. Punch after punch. Kick after kick. Cell phone video shows 16-year-old Paul Martin being beaten while lying helplessly in the fetal position. "Our family changed since that day. It's not the same," Paul's father, Margarito Martin, told 10News. RELATED: Otay Ranch family upset over violent videoThey have not been the same since April 11, 2019. Margarito said his son was at the Cotixan Mexican Restaurant in Otay Ranch after school, defending a friend who had been bullied on social media. That is when seven people robbed and violently assaulted him. Police later arrested five minors and two adults. Investigators found that some of them were wearing cleats for maximum damage. Martin said miraculously, Paul only sustained scrapes, bruises, and a sprained wrist. "They knew what they were doing," Martin said. "They're not kids. They were 18, 19, and one of them was already 20."After a lengthy trial, the attackers were convicted of felony assault. But they were only sentenced to time served. 19-year-olds Aldrin Uy of Paradise Hills and Kent Pasunting of North Bay Terraces received years probation. All seven are now back on the street. The judge cited "restorative justice" for their lighter sentences. "If you injure anybody or assault anybody, [they should] be sentenced more heavily," Martin said. That is why the family is now fighting to change the law regarding juvenile and young adult offenders. They have started a change.org petition to lower the age for adult charges when dealing with serious felonies. "I know they are minors, and they need another chance," Martin said. "We've all been there. Bad stuff when we were kids. Graffiti and that stuff, you're only affecting property. CHULA VISTA, Calif. (KGTV) -- A close family friend is speaking out after a 15-year-old boy was stabbed at a Chula Vista birthday party while defending his friend. Devin Griffiths was stabbed at a birthday party on the 900 block of Maria Way in Chula Vista on January 31. Reid Schneider, a friend of the family, says the party was first advertised on the social media platform Snapchat. Schneider says there was a doorman at the party as well as security guards. Witnesses say an argument between Devin’s friend and another teenager escalated into a fight outside. Devin, who was not involved in the original fight, intervened to help his friend when he was stabbed. "They started hurting Devin’s friend. Devin jumped in and he was beat down pretty bad and stabbed a few times," Schneider said. "He had some severe brain damage. I guess he was considered dead on scene and they kind of brought him back."RELATED: 15-year-old stabbed, killed protecting friend at Chula Vista birthday partyDevin underwent at least five surgeries within the first 12 hours, according to Schneider. He died on February 16 after being taken off life support. "There was a lot of times where we thought there was hope and and unfortunately there was too much damage," Schneider added. Police told 10News Tuesday that the teen “passed away with his family at his side.”A candlelight vigil was held for the teen Wednesday night on the Helix High campus, which is where Devin went to school. A GoFundMe has also been set up to help the family. "He was a kid that has gone through a lot more obstacles than a lot of other kids and adults as a 15-year-old. And he was striving. He was striving and he was going to make something of his life," Schneider said. (KGTV) — Now that guidance has been issued for playgrounds to reopen in California, Chula Vista says it reopened all of its 50 playgrounds on Friday.The city said the reopening process for its playgrounds includes guidance for visitors to follow to help curb the spread of the coronavirus:Visitors over the age of two need face coveringsUsers should wash and sanitize hands before and after useMaintain six-foot distancing from those outside your householdCaregiver supervision/monitoring required at all times to ensure guidelines are followedFollow maximum occupancy rules that are posted at entrance to each playgroundChula Vista says it will implement regular cleaning protocols, but warn that the locations may get a lot of use as they reopen.
