Oregon voters overwhelmingly approved a proposal to decriminalize possession of all drugs.People caught possessing hard drugs would have the option to pay a 0 fine or attend an addiction recovery center. (KGTV) - The world's oldest message in a bottle was discovered half-buried at a West Australian beach nearly 132 years since it was written.The Western Australian Museum confirmed Tuesday that the message is dated June 12, 1886 — dating back more than 48,000 days. The old gin bottle was jettisoned from the Germain sailing barque "Paula," according to the museum."It just looked like a lovely old bottle so I picked it up thinking it might look good in my bookcase. My son’s girlfriend was the one who discovered the note when she went to tip the sand out," Tonya Illman, the woman who discovered the bottle told the museum. "The note was damp, rolled tightly and wrapped with string. For 69 years, thousands of bottle were tossed overboard German ships studying ocean currents.The notes, which contained dates and coordinates, would instruct whoever finds the bottle to write back when and where they located the note to help researchers build data on currents. (KGTV) - Naval Criminal Investigative Services announced Friday the arrests of two additional Marines and a sailor, bringing the total of troops suspected of human smuggling and drug-related offenses to 19. Sixteen of the service members were taken into custody Thursday at Camp Pendleton during Battalion formation, a gathering of some 800 troops, U.S. Marine Corps officials said. An additional eight troops were questioned about drug offenses unrelated to the arrests, said Maj. Kendra Motz, 1st Marine Division Communication Strategy Operations Director. Two of the detainees were later arrested, said officials.“The Commanding Officer of 1st Battalion, 5th Marine Regiment will act within his authority to hold the Marines accountable at the appropriate level, should they be charged,” said Motz. Agents said three undocumented immigrants got into the Marines’ vehicle on Interstate 8, according to the complaint. (KGTV) - The state Supreme Court started hearing oral arguments Tuesday in San Francisco over San Diego’s pension changes that were approved by voters six years ago.More than 65 percent of San Diegans voted for Proposition B, the "Citizens Pension Reform Initiative" which switched most new city workers to a 401(k) plan instead of a guaranteed pension.Ever since then the measure has been challenged by labor unions. The Public Employment Relations Board (PERB) has been trying to overturn the pension cutbacks in court and now it’s in front of the state Supreme Court.The court will review the Fourth District Court of Appeal’s 2017 ruling on the issue.The focus then was on whether former San Diego city leaders illegally put Prop B on the ballot because they did not meet and confer with the labor union first. The appellate court ruled in favor of the city then.Now, political analyst John Dadian says if the Supreme Court rules in favor of the labor union, the city could be upside-down millions of dollars, directly impacting taxpayers.“Taxpayers should be very scared,” said Dadian.  “They could have to go back and retroactively give the original pension benefits to the new 3,000 employees and that would be horrendous.”Dadian says there is still hope for the city if the court rules in favor of the union.“If it rules against the city they have several options, they could craft a new one (prop) to go back on the ballot and it could possibly go to federal court,” said Dadian.After Tuesday’s hearing, the court has 90 days to make a ruling. 1575

(KGTV) — Southbound lanes of Interstate 405 in Westchester were shut down on a busy Friday afternoon following a police pursuit.Six lanes of traffic built up for miles behind the closure just after Braddock Dr., after a police pursuit ended with seven home invasion suspects taken into custody, according to KABC.Los Angeles Police stopped a white SUV on I-405, forcing each suspect to exit and lay down on the freeway before they were arrested, helicopter footage from the scene showed.Traffic was opened back up just before 3:45 p.m. Even after lanes were reopened, heavy Friday traffic blanketed the southbound side of the freeway.Footage of the standstill below: 675
