SAN DIEGO (CNS) - An East Village couple was behind bars Wednesday for allegedly subjecting a 3-year old child to torture and sexual abuse over a several-month period while caring for the toddler at their home, San Diego police reported.Officers arrested Marcos Javier Ramirez, 27, and 25-year-old Vennesia Ruiz in the Midway area on Tuesday evening, SDPD public-affairs Lt. Shawn Takeuchi said.Ramirez and Ruiz had been entrusted by an acquaintance to care for the child when the abuse allegedly began last October, Takeuchi said. Three months later, the toddler's mother began to suspect that there was abuse occurring and notified the police, the spokesman said.Ramirez was booked on suspicion of lewd acts with a minor, forcible sex with a foreign object, torture and child cruelty, according to jail records. Ruiz was being held on suspicion of two counts of the latter charge. Both were scheduled for arraignment April 6.Takeuchi, who declined to specify the child's gender, described the suspects as "a couple" but said he did not know if they are husband and wife. He also said he was unsure what circumstances led the toddler's mother to hire them as care providers. 1183

Reed, who is registered without party preference, held several positions at Sempra Energy from 2010 to 2018, including executive chairman, chairman, president and CEO and executive vice president.Reed held several positions at San Diego Gas and Electric and Southern California Gas Co. from 2000 to 2010, including president and CEO, president and chief operating officer and president and chief financial officer, and is a member of the boards of directors of Rady Children Hospital Health Center; Caterpillar Inc.; Chevron Corp.; and State Farm Mutual.Reed's appointment require confirmation by the state Senate.The compensation for both positions is 0 per diem. 1179

SAN DIEGO (CNS) - County health officials announced Wednesday they received reports of the county's third person to die of flu-related causes since the 2019-20 flu season began.The 80-year-old north county man died Nov. 1, according to the San Diego County Health and Human Services Agency. He had received this season's flu vaccine prior to his death and had additional medical conditions. Health officials received reports of this flu season's first death in August. The county also confirmed 58 flu cases last week, nearly double the 30 confirmed cases from the previous week. County health officials have already confirmed 420 flu cases this season, which corresponds with the county's fiscal year from July 1 to June 30. At this time last flu season, officials had confirmed only 157 cases. RELATED: Health officials stress getting vaccinated for the flu ASAP``The higher number of cases is an indication that influenza activity is increasing in the region,'' said Dr. Wilma Wooten, the county's public health officer. ``If you have not gotten a flu shot, do it now. The vaccine is here and readily available.'' County health officials and the U.S. Centers for Disease Control and Prevention strongly advise the annual flu vaccination for everyone six months and older, especially in demographics with a heightened risk of serious complications like pregnant women, people with chronic medical conditions like lung disease and people age 65 or older. Residents can take precaution against contracting the virus by frequently washing their hands, cleaning commonly touched surfaces and avoiding contact with sick people. Residents can also get the flu vaccine at local doctors' offices, retail pharmacies and the county's public health centers. SAN DIEGO (CNS) - A teenage suspect was behind bars today in connection with the 7-month-old slaying of another young man in a Southcrest- area neighborhood.Raheem Malik Meals, 18, was arrested Friday on suspicion of murdering 20-year-old Ismail Abouabid on Jan. 15, according to San Diego police.Patrol officers responding to a report of a possible traffic accident in the 4000 block of Boston Avenue shortly before noon that day found Abouabid mortally wounded behind the wheel of a parked vehicle, bleeding from the head, Lt. Matt Dobbs said.Abouabid, who had recently relocated to San Diego from Erie, Pennsylvania, was pronounced dead at the scene.Witnesses told investigators three male teenagers had been with the victim just prior to his death and walked off toward a nearby park just before he was found.Police initially reported that Abouabid had been shot to death but later backed off from those statements.``The mechanism for the (victim's) injury is not being released at this time,'' Dobbs said Tuesday.The lieutenant also declined to disclose a suspected motive for the alleged slaying or reveal what led investigators to identify Meals as a suspect in the case. 1186

  

SAN DIEGO (CNS) - Authorities reached out to the public Friday for help in identifying a pair of thieves who have swindled San Diego-area senior citizens out of thousands of dollars in recent weeks via a lottery scam. The crimes occurred on at least a half-dozen occasions during March and victimized retirement-age Hispanic women in various local communities, including Vista and the city of San Diego, said Sgt. Karl Miller of the sheriff's Financial Crimes/Elder Abuse Unit. To con the victims, one of the perpetrators, calling herself Francisca, approaches them at grocery stores and initiates conversations in Spanish, according to investigators. During the interactions, the crook claims to have a friend with a winning lottery ticket who cannot claim the prize because he or she is not a U.S. citizen. At that point, a man who goes by the name Jose wanders up and pretends to overhear the women. He chimes in, saying he knows of a way to get the lottery winnings, if the victims are willing to provide upfront money. If they do, he promises, they will get a portion of the monetary prize. At that point, the swindlers drive the victims' banks or homes to get cash. Once the thieves have the money, they drop the victims off in an unfamiliar location, leaving them stranded until they can get help. The targeted women have lost between ,500 and ,000 each, according to sheriff's investigators. The female perpetrator is described as 40 to 65 years old, with dark hair and a medium build. Her accomplice stand about 5 feet, 6 inches tall, has short black hair and is heavyset. Both are Hispanic, with accents that do not sound Mexican in origin. Surveillance cameras have captured images of the thieves. Anyone who might be able to help identify the perpetrators are asked to call San Diego County Crime Stoppers at (888) 580-8477 or contact the agency online sdcrimestoppers.org. Tipsters may remain anonymous and could be eligible for a reward of up to ,000. 1980
