WASHINGTON — After months of on-again, and off-again negotiations, a bipartisan economic stimulus deal appears to be on the horizon. While nothing is official, optimism swept Capitol Hill Wednesday that something could be passed by the end of the week. The bill would not only provide economic relief but also keep the government open through 2021. Funding for the federal government officially runs out Friday night at midnight. STIMULUS CHECKS INCLUDED The biggest news is that stimulus checks appear to be included in the bill. While nothing is confirmed, Republican Senator John Thune of South Dakota told reporters that the checks would be around 0-0 per person, which is about half as much as last time. Whether or not you are eligible for a stimulus check will likely depend on your income, just like last time. WHEN COULD YOU GET IT? If Congress is able to pass a bill by Friday night, checks could theoretically be deposited into millions of accounts by New Year's Eve. That's because unlike last time, the IRS has already built the computer program to distribute checks and staffers have experience. This is what Treasury Secretary Steven Mnuchin said back in August about how quickly he could send out the checks. "I can have them out immediately," Mnuchin said. "If I could get that passed tomorrow. I could start printing them the following week," Mnuchin told reporters at the White House in August. VISTA, Calif. (KGTV) -- The San Diego County Sheriff’s Department Sunday arrested four teenagers accused of stabbing a 45-year-old Oceanside man to death in Vista. According to the department, the teenagers, all between the ages of 15 and 16, reportedly attacked 45-year-old Joshua Virginia at the intersection of West Vista Way and Valencia Drive around 10 p.m. Saturday. Witnesses told deputies Virginia was able to crawl from the street to the sidewalk before collapsing. VISTA (CNS) - A professional photographer who sexually assaulted four teenage girls during modeling sessions at a rented Carlsbad residence where he had set up a temporary studio was sentenced to 25 years in state prison Friday.Robert Koester, 52, pleaded guilty last month to 23 felonies related to raping and inappropriately touching the teens -- some of whom were drugged and unconscious during the abuse -- as well as creating child pornography of the girls.Koester also faces federal charges locally, as well as charges in his home state of Oregon, where he's accused of assaulting additional victims.RELATED: Modeling photographer pleads guilty to sex crimes against teenagersDeputy District Attorney Dan Owens said the investigations against Koester began with one of his local victims, identified in court only as Jane Doe 1, who came forward regarding the abuse and "put a stop" to his ongoing crimes. VISTA (CNS) - A man who pushed a 94-year-old woman through a screen door and onto a concrete deck in Oceanside leading to her death 11 days later was convicted today of second-degree murder and elder abuse causing great bodily injury.William Forrest Sutton, 68, is scheduled to be sentenced Dec. 17. On April 16, 2016, 94-year-old Margaret Wood went to her friend's home to get some belongings and got into an argument with Sutton, her friend's caretaker.Surveillance video of the altercation shows Sutton pushing Wood out of her friend's home, prosecutors said.Sutton fled the senior community but was arrested the next day and charged with attempted murder, which was modified to murder upon Wood's death. 725
