SAN DIEGO (KGTV) — A Malayasian national faces voyeurism charges after a video camera was discovered in the bathroom of a San Diego flight last May.Choon Ping Lee was arrested this week and charged with video voyeurism within the special maritime and territorial jurisdiction of the United States, ABC-affiliate KTRK reported.Court documents revealed on May 5, a passenger on United Airlines flight 646 from San Diego to Houston discovered a blue light flashing in a first-class bathroom. The woman took the device to the flight crew, who in turn brought it to officials at George Bush International Airport.Security at the airport confirmed the device was a video recording device, KTRK reported. Officials reviewed the device's footage to discover it recorded a man installing it in the bathroom, documents say. Airport surveillance connected the man's clothing with footage of him boarding the plane on departure and leaving when it arrived in Texas.Investigators said they also found footage on the device from another flight, where at least two women were captured on camera aboard an Emirates flight.Lee also works for Halliburton, which provided FBI investigators with Lee's travel itinerary and footage of him wearing the same jewelry as seen in surveillance video as well, documents revealed.The company issued a statement to KTRK, reading: "Halliburton is aware of the situation and is cooperating with the FBI and U.S. Attorney's office in their investigation. SAN DIEGO (KGTV) - A local marketing firm is moving from the East Village to Sherman Heights, and hoping the move can bring the same kind of renewal they saw in their old home to that neighborhood."I think it has a lot of potential," says Reid Carr, the CEO ofRed Door Interactive.Carr started his company in the East Village in 2002, as Petco Park was being built. He's seen the neighborhood grow up over the past two decades, spurred by business investment."To people who come down here, it feels like it changed overnight," he says. "But to be in it, it ebbs and flows with people coming and going and really figuring itself out. It's pretty spectacular."He thinks the same thing can happen in Sherman Heights, one of 35 "Opportunity Zones" in San Diego County."I think it needs this kind of commercial and business corridor to build it up," says Carr. "We're trying to be the first footprint there to do it."Opportunity Zones are federally designated areas that give companies tax breaks on capital investment. The goal is to spread businesses across communities."It signals the areas in our county that are really ripe for investment," says Nikia Clarke, the Vice President of Economic Development for the San Diego Regional Economic Development Corporation."Companies are looking at places like Sherman Heights as the next high growth parts of our region," she adds.But Sherman Heights comes with a unique set of challenges. The neighborhood was founded in 1868 and is a historic district. That means companies need to comply with design and architecture rules, so they fit into the community.Companies like Jack in the Box and Walmart opened locations in the neighborhood in the past few years, and found success within the restrictions."As a small neighborhood, it's important to us that businesses want to understand where they're coming into and want to work with the fabric of the neighborhood," says Sherman Heights Historian Louise Torio. "We want something designed today that fits into the rhythm of the streetscape."Carr says his business is excited to become a part of the neighborhood and plans to honor the historic feel.He bought the lot near 25th and Market for .2 million and plans another million to renovate the existing buildings."We're going to embrace what's there, revitalize it in some ways and respect it in a lot of other ways," he says.The company hopes to start construction this July and move in by April of 2021. 2460

SAN DIEGO (KGTV) — A man is searching for the good Samaritan who pulled him from a rip current in La Jolla this week.Patrick Fitzpatrick was swimming at Windansea Beach Tuesday."It took a snap second before I was in control to completely out of control," Fitzpatrick recalled, after becoming caught in a rip current. "There was no way on Earth that I was going to live from this. I was in a panic. I couldn't use my arms and legs now."Someone on shore, only known as "Dustin," noticed Fitzpatrick struggling and swam out to help him."He's a guardian angel. He owe him my life, he saved my life," Fitzpatrick says.Dustin swam out and kept Fitzpatrick calm before more help could arrive and get him to shore.Fitzpatrick is hoping to reunite with his mystery rescuer to say thank you."The humanity that comes from an act of kindness like this, from a perfect stranger," Fitzpatrick said. 892

SAN DIEGO (KGTV) -- A new report is looking into why there is a shortage of homes for sale around the country. According to the report by NerdWallet, in October of 2017, the US had a 3.9-month supply of existing homes for resale, meaning at that pace, it would have taken 3.9 months to sell all the homes on the market. According to NerdWallet, a supply under six months places home buyers at a disadvantage. The report identifies six reasons why the housing supply is so low. 1. Boomers aren’t movingOver three-fourths of baby boomers own their own homes, according to the report, meaning millennials don’t have enough homes available to buy. The report also found that rising home prices force baby boomers to stay put because they don’t have the cash to downsize. RELATED: California gas tax set to increase July 12. Landlords won’t sellNerdWallet says millions of single-family homes were converted to rentals after the foreclosure crisis. In 2017, renters made up 36 percent of households. A greater demand for homes coupled with less supply means values rise while rents are rising faster than home prices. 3. Low mortgage rates The report points out that interest rates on outstanding mortgages averaged about 3.8 percent over the last three years. As mortgage rates rise, fewer people are interested in selling and getting into new mortgages. 4. Entry-level homes ignored by buildersIn the first nine months of 2017, nearly 500,000 newly-built homes were sold of which 55 percent sold for 0,000 or more. Owners want a restricted supplyFinally, the report found that local zoning and land-use regulations are enacted by officials elected by the people. The report says those officials are only responding to constituents who want a limit on the number of homes that can be built in a neighborhood. Elected officials can also set a minimum square footage for homes, further limiting supply. “There are regulations that are more about the neighbors’ sensibilities than they are about the safety of the people living in the houses,” says Miriam Axel-Lute, associate director of the National Housing Institute. “It’s neighbors who want their property values to go up, in most cases, who are insistent upon some excess safety design standards or minimum lot sizes or other things,” Lute says. “They either want their property values to go up or they don’t want, quote, ‘the wrong sort of people’ in their neighborhoods.
