San Diego (KGTV)- Family members of a man shot and killed by police in El Cerrito are demanding answers. Witnesses told police they saw the man swinging a shovel at officers before shots were fired. The family says the man had a mental illness. The aunt who called police Saturday night tells 10News she called 911 so officers could help get her nephew to a mental health facility. “We all call police for help,” says Grace Carolino. She says she’s still in disbelief that her cousin was shot and killed over the weekend. “It’s really bothering our family what happened because he’s not a threat.”Police said when they arrived at the home on Adelaide Avenue the man resisted arrest. Officers used a taser on the man. Witnesses say the man was swinging a shovel at police. Then another officer fired shots. “I can not imagine how the police officer used deadly force,” says brother Anthony Carolino. According to the District Attorney’s office, between 1993 and 2017, 79 percent of officer-involved shootings had some evidence of drug use or mental health concerns. Just last week, Governor Newsom signed a new law requiring officers to use every non-lethal option. But the Carolino family says that wasn’t the case over the weekend. “We have the taser; we have the pepper spray, we have the canine unit, we have a police negotiation team. Those things are not here.”The family says they are hoping this doesn’t happen to another family. 10News reached out to the San Diego Police Department to ask if they were aware of the man’s mental illness, the time frame of when the taser and gun were fired and how long officers were there before the shooting. SAN DIEGO (KGTV)- The National Weather Service (NWS) issued a heat advisory through Thursday for the coastal areas and Friday for the inland valleys in San Diego County.The hot weather and dry fuels create dangerous fire weather conditions, keeping fire crews across the county on high alert.“At nine, it already felt significantly warmer than the last couple of days,” said Elizabeth Conniff as she ended her hike at Iron Mountain Trailhead. “It was pretty hot, hotter than I expected, and very dry.”Poway reached nearly 100 degrees before noon Tuesday, nearing record-breaking temperatures for this time of year.Conniff, an experienced hiker, said that she would not recommend hiking during this time.Hotter temperatures are forecasted for Wednesday and Thursday.“If it’s going to be 100 or over, stay home, and that is from somebody who hikes three or four days a week,” she said.The NWS warns the hot weather could cause heat-related illnesses and recommends that people stay hydrated and out of the sun.Firefighting agencies ask everyone to remain vigilant and be extra cautious about doing anything that could spark a wildfire. 1141

SAN DIEGO (KGTV)- The DMV is apologizing for long wait times as they work through a new queuing system and problems with the REAL ID.Wait times (without an appointment) used to be under two hours, now they're closer to 4-5 hours. The DMV issued this statement to 10News:The issue is employees have to manually enter the ID number given to each customer, since a new system went online two weeks ago. The ID number consists of your initials and the last four digits of your phone number.The process prior was completely automatic.The other issue relates to the REAL ID. Employees are taking more time to explain to customers what they need to have in order to get the ID. SAN DIEGO (KGTV)- The fight continues fort tenants in Oak Park who say they soon won't be able to pay their rent if it continues to go up. The group met with the San Diego Housing Commission Friday morning. Many of the tenants are seniors living on a fixed income. Some of them say they've already seen their rent increased twice this year. "There doesn't seem to be any protections for people like us," says one of the tenants who spoke during Friday's board meeting. "We're on a fixed income; we get a two percent raise every year. My rent was raised by 50 percent."Olive Wood Gardens is a low-income housing complex for seniors and those who are disabled. Tenants say they are scared for their future. "I don't know what to do now," says Kathy Blackstock. "I don't think I can go back to homelessness."They're not only asking help from the San Diego Housing Commission; the tenants are hoping the state would pass Assembly Bill 1482. Last week, a rally was held outside of the complex in support of the bill. It would make it illegal for property owners to raise rents more than seven percent in one year. The Senate Committee is currently reviewing the bill. The San Diego Housing Commission board says they've referred the tenants' comments and information to the staff.
