SAN DIEGO (KGTV) — Surveillance video captures in "disturbing" peeper outside a home in Old Town, as a teenage girl slept inside.Steve rents a home along Jefferson Street. Around 1:30 a.m. Sunday, he was close by with some friends when he got an alert on his phone."Just a feeling of alarm," said Steve.A stunned Steve saw video of a man outside his home, just staring. The cameras capture an older, balding man on the side of the home. His left hand is in his pants, as he peers into the windows."Behavior was really creepy," said Steve.Steve called police and raced home. His 15-year-old daughter was inside, asleep on the couch. In the video, the man keeps looking inside, though all the blinds are closed. His hand is still where it is."My immediate concern is that the guy is going to break a window or climb in the house," said Steve.After peering in the windows, he goes around the back and out of camera range. When he reappears, he decides to smoke before taking yet another look."He was so comfortable in my space looking in my windows and doing what he may have been doing," said Steve.Not long after, police arrive and take him into custody. The video shows he had been outside the home for some 30 minutes. Police say there was not enough evidence a crime had been committed and the man was released after an hour. Steve is still hoping to get the word out on the stranger and the odd behavior he fears could escalate."Probably has done it before and will do it again. Next time, he may go inside the house and decide to do something more than looking in a window," said Steve.Though charges haven't been filed, anyone with information on the case is asked to call San Diego Police at 619-531-2000. 1719

SAN DIEGO (KGTV) -- The City of San Diego declared Thursday, August 6, as "Officer Jonathan Wiese Day."Wiese was the San Diego police officer who saved two-year-old twin girls after their father drove off Sunset Cliffs in June. The officer also saved the girls' father from the water.On Thursday, a proclamation was read and presented during a virtual Rancho Bernardo Community Council meeting.Wiese said he didn't rescue the girls for recognition, but said it was nice to see community support.The rescue happened early in the morning on June 13. Wiese, a K-9 officer, rappelled off a cliff using his 100-foot long dog leash to help.Wiese told 10News he is actually scared of heights and was thankful that it was dark the morning of the rescue.He joked that his wife told him he wouldn't have to wash the dishes on his day and that he hoped he'd get a free cup of coffee.Wiese was also the officer that helped take the suspected Poway Synagogue shooter into custody in April 2019. 989

The two-acre residence was placed on the auction block in June starting at .2 million. SAN DIEGO (KGTV) - The man who received 2,000 of his dead father’s Social Security benefits was sentenced Monday to federal prison time.Abel Perez, 55, pleaded guilty to accepting the benefits after his father died in 1997.Prosecutors said Perez would forge his father’s signature on a check payable to himself and divert the funds for his personal use.Perez admitted he knew he was not entitled to the funds which were put into the account.“The Social Security Administration’s Office of the Inspector General is pleased to see that this crime, which affects every individual relying on the Social Security Trust Fund for their retirement, was taken seriously and punished appropriately in this case,” said Robb Stickley, the Special Agent in Charge of the San Francisco Field Division, which is responsible for Southern California.  “We hope that this sentence sends a message that it is the responsibility of every individual in our society to protect their own retirement savings, and ensure that a loved one’s death does not go unreported.”A judge sentenced Perez to one year and one day in federal prison. SAN DIEGO (KGTV) — The Camp Pendleton Marine accused of trying to smuggle migrants through the San Ysidro Port of Entry this month has been identified.Bryan Oneal Newell Jr. was arrested Dec. 2 by U.S. Customs and Border Protection personnel at the San Ysidro Port of Entry, according to Camp Pendleton. Newell is accused of trying to bring undocumented immigrants into the U.S.Newell, a junior-enlisted Marine, was being held in civilian custody while CBP and the Naval Criminal Investigative Service investigated.RELATED: Marine accused of trying to smuggle immigrants through San Ysidro Port of EntryCamp Pendleton said Newell was not part of military personnel sent to the border to assist personnel with border operations.Newell is the most recent Marine from Camp Pendleton to be charged in an immigration scandal. In July, 23 Marines were detained over human trafficking, drug distribution, and weapons charges, according to the base.Of those 1st Marine Division Marines, six have pleaded guilty at court martial appearances while 13 have approved agreements to leave the Marines rather than go through court martials or waiving separation board processes.
