SPRING VALLEY, Calif. (KGTV) -- Monte Vista High School is increasing security Tuesday after finding a threatening message written in the men’s restroom. According to a statement from the Grossmont Union High School District, the threatening message was discovered written in marker on a partition wall in the men’s restroom.The district says the message referenced an act of violence but lacked any specifics. (KGTV) - Despite Governor Gavin Newsom's orders, students at a private school in Spring Valley are scheduled to return to class in a few weeks.When Heartland Christian Homeschool Center begins its school year on Sept. 1, it will include in-school learning. Classified as a private school, the pre-kindergarten-to-12th grade school combines homeschooling with several days of in-person instruction every week.The plans come despite the governor’s orders banning in-school classes for counties still on the watch list. Right now, San Diego County remains on that list.Principal Lynda Hansen told ABC 10news, it's "important" for kids to be back in class, adding her school is "following all CDC guidelines."The state is allowing elementary schools to apply for waivers to the COVID-19 orders. Hansen says she'll apply for the waiver, but it likely won't affect her decision to open.The school’s COVID-19 section does list its precautions, including stepped-up disinfecting, encouraging social distancing, and masks for staff when close to students. Masks will not be mandatory for students.The mask issue is a point of concern for students at another private school with similar plans. Last week, ABC 10News reported on Foothills Christian Middle School in El Cajon.A letter sent to parents spelled out reopening plans in September, including masks being optional. That led to frustration for parents who emailed ABC 10News. The school cited a lack of evidence that masks prevent COVID-19 transmission in children.A county spokesperson says the have several tools for private schools out of compliance, beginning with education and on-site visits. SOLANA BEACH, Calif. (KGTV)- As San Diego county's COVID-19 cases continue to climb, restaurant owners hope outdoor dining isn't banned next. Los Angeles County shut down outdoor dining last Wednesday for a minimum of three weeks due to a surge in infection rates.Piero Tarantino owns Parioli Italian Bistro on Highway 101 in Solana Beach.He's down to just two employees, with the restaurant open only four days a week."We have a problem retaining employees cause we have to cut their hours since we don't have a lot of business, and we have to close a few days cause there are not enough sales to even pay one employee," said Tarantino.He says outdoor dining was going well in the summer, but it's a struggle now that cooler weather is here even when using heaters. "It's not comfortable cause you have heat coming from one side, but then the rest of your body is cold," said Tarantino.Restaurants across the country are trying to continue with outdoor dining even as the weather gets cold. Some owners are getting creative using everything from igloos, to individual pods, to tents and canopies.Dr. Anne Rimoin is an epidemiologist at UCLA. She said eating outside is only safe if you are truly outside."The issue is it needs to be completely open, wide open, ventilation if you have a roof, if you have sides, that's not outdoors, outdoors means in the open air," said Dr. Rimoin.
