SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System (MTS) is introducing a pilot program aimed at reducing fines and plans to move to a zero-emission fleet by 2040.MTS' Board of Directors approved the pilot program recently that will give fare violators new options to pay citations and lower fines. Under the new policy starting in September:Passengers have 120 days to pay fines to MTS in-person at the Transit Store or by mail;Passengers who can't pay a fine can instead perform 3-4 hours of community service through the San Diego Food Bank, with more organizations potentially added later;Passengers can appeal a fare violation within 15 days of the citation;Only citations not paid within 120 days will proceed to criminal courts.The transportation agency says it also plans to convert 800 buses to zero-emissions, most of which will be electric, by 2040.Currently, MTS' zero-emissions pilot program includes eight electric buses, and infrastructure and hardware for 12 new charging stations. SAN DIEGO (KGTV) — San Diego will light up landmarks this week in honor of the 100th anniversary of the women's suffrage movement.San Diego's convention center Sails Pavilion and Balboa Park's California Tower will be illuminated in purple and gold to commemorate the passage of the 19th Amendment starting Monday until Friday."This week San Diego will be illuminated in colorful lights to celebrate the single largest expansion of voting rights in American history," Mayor Kevin L. Faulconer said. "Millions of women can cast their ballots in November because our nation had the collective will to enshrine in our constitution this fundamental right. SAN DIEGO (KGTV) - San Diego’s boating community is stepping up to help a family who lost their floating home in a fire. The boat, Both/And World, caught fire while docked at the Shelter Island Marina Saturday just before 3 p.m. "I was just merely walking off of the boat and saw the smoke, thought it was a barbecue then the kids started screaming on the dock and saw the black smoke and knew it was time to react,” said witness Charlie Colson. The man who lived on the boat with his family grabbed a small hose and tried to put out the flames, Colson said. People on shore grabbed a larger hose and had most of the flames knocked down by the time firefighters arrived. Colson said the family, which includes the man’s wife and 6-year-old son with special needs, had just moved on to the boat last week. The only salvageable items were the boy’s stuffed Donald Duck and his iPad. According to Colson, the flames were sparked by a lithium battery on a charger. Investigators have yet to release the official cause of the fire. “It’s gonna change their plans for a little but it’ll all work out,” said Colson. “The lucky part: no one was hurt; no other boats damaged; family’s okay, other than being rattled.” Colson believes the boat is a total loss. However, the sailing community has offered other boats to the family. 1328

SAN DIEGO (KGTV) - San Diego State University students were outraged with the football home opener tailgate at SDCCU Stadium Saturday.This comes after an email was sent last October by the university declaring new rules for tailgates. It reads "students and recognized student organizations with more than 25 people in attendance are required to register for tailgating.""People are bummed but I haven’t heard that many people upset about it," SDSU Freshman Caitlin said.The new form requires organizations to acknowledge kegs, glassware, and underage drinking is prohibited. They also check a box acknowledging failure to follow any of the guidelines could result in citation or arrest as well as loss of tailgating privileges and/or game tickets."I heard it was a little too crazy so they had to dial it back and now they’re making people register," Caitlin said."Last year there were thousands out here, this year there’s hundreds maybe," SDSU Senior Brady McIntyre said in frustration.Multiple students came up to 10News angry with the restrictions and how they stifle greek life.10News spoke with a representative with Student Life at SDSU who said the registration process was to bring more organization and give groups a safer place to hang out.
