San Diego (KGTV)- CSU San Marcos is hoping to help low-income students enrolled in the chemistry and biochemistry department. The department received a nearly million grant. A new program is expected to lead to a higher graduation rate.“Students from our department, they get placed in graduate programs across the nation,” says Professor Robert Iafe. “A large percentage actually joins the workforce.”Iafe says it’s their goal to continue students down this path.The National Science Foundation awarded the department nearly million for scholarships for low-income students.“Training somebody from the community to go out into the community only makes it stronger.”Incoming freshmen will participate in the department’s new program, referred to as the Targeted Learning Community.“We’re going to have a community made up of about 30 students that start freshman year in the same classes and progress all throughout as a cohort, through their entire career as a student,” says Iafe.The money will help the students pay for tuition, books, and more.“They often have to find full-time jobs to support themselves,” says Iafe. “They often have to do other things to be equal to, and on top of, the other students that don’t have this financial burden.”The Targeted Learning Community is only for the fall’s incoming freshman, but the staff is hopeful it will become permanent. The department tried the program back in 2013, and students had a much higher percentage of graduating in four years.The Chemistry and Bio-Chemistry Department will be hosting live Zoom sessions for parents and high school seniors interested in the scholarship and Target Learning Community. SAN DIEGO, Calif. (KGTV) - Skies across the country filled with messages of change this Fourth of July weekend, including in San Diego. In Plain Sight is a national movement by about 80 artists with a goal of abolishing Immigration Detention Centers. Artists designed messages, then air crews drew those words in the sky.In San Diego, Pedro Rios, the American Friends Service Committee Director, said doing it on the holiday weekend was intentional.“As we’re contemplating the meeting of this weekend and this holiday, we should take into consideration what independence really means when there are tens of thousands of people that are detained right now,” said Rios.Locally, five locations were chosen over spots that have immigration facilities, from downtown down to the border. Individual artists were assigned to each location to create the specific messages.“We need to have conversations that question that and I think this artistic endeavor, In Plain Sight, is part of a larger dialogue of how we converse, of whether detention and incarceration is a best representation of who we are as people living in the United States,” said Rios, a Chula Vista native. 1173

SAN DIEGO, Calif. (KGTV) – A prominent harbor cruise company is continuing to operate despite being cited for violating a County health order. Tuesday afternoon, 10News took video of Flagship Cruises & Events taking passengers aboard for bay tours even after the company was cited by San Diego Harbor Police over the holiday weekend for violating the County's health order 14C which bans recreational boating unless all the passengers are from the same household. Tuesday, a company spokesperson sent the following statement to 10News.“We are part of the Passenger Vessel Association, not recreational boating. They are classifying us under a charter business which is still banned. We DO have a charter business but are not operating any charters at this time. Only public tours and maintaining all safety guidelines set by the city & CDC. We didn’t receive a cease & desist, and will continue to operate our harbor tours & patriot jet boat this week. We open up our dining cruises starting this Friday with Hops on the Harbor – pairing with local brewery, Pizza Port.”Monday night, the company told 10News it's part 14E of the County health order, not 14C. That section states in part, "other public or private outdoor recreational facilities (other than community pools per State order), including recreational equipment (such as bicycle, boat, kayak, equestrian and surfboard) rentals may be open for limited use."During Tuesday’s County press conference, Supervisor Nathan Fletcher told 10News, “The rental items that they're alluding [are for] individual use type things like a bicycle or a kayak or a surfboard and so they are not covered under the current public health order,” and added, “If they continue to operate, they are going to continue to be cited.”Harbor Police say the citation comes with a fine of up to ,000 and up to a year in jail. Harbor Police say they're documenting each sail the company is doing and incorporating those into the original citation that it sent to the City Attorney's Office. 2046

SAN DIEGO (KGTV)- As we get into the heart of fire season, there are big concerns for neighbors who live along a former golf course. The old Carmel Mountain Ranch Country Club is full of dried brush. Neighbors say they are worried the owner is letting the property become a fire hazard. Chain linked fences block off the entrances to the now-shuttered golf course. "It's looking pretty rough," says neighbor Jeffery Acogido. He's been living in his Carmel Mountain Ranch home for almost 30 years. "The course was actually here before the residences."The brush from the site comes right up to neighbors backyards. As we continue to see, warmer weather neighbors say the unwanted vegetation is becoming a fire hazard. "The community is really concerned that it's just going to be a matter of time that something unfortunate might happen."There have been talks of developing the land. 10News made calls to speak with the owner about the neighbor's concerns but haven't heard back. A Development company tells 10News it is working on a plan for new homes on the property. 1076

SAN DIEGO, Calif. (KGTV) - Realtors say all the signs point to a busy spring and summer in San Diego."It's heating up a little bit," says Markus Feldmann, with the Pacific Real Estate Center. "We see a very active market again."Home prices have come down from their record peak in August of 2018. That month, CoreLogic reported that San Diego's median home price was 3,000. In December, it had dropped to 0,000 (see chart above). That's still higher than December of 2017, but Feldmann says buyers see it as a more reasonable range for homes.RELATED: San Diego among top hot housing markets for 2019, Zillow reportsMeanwhile, a report from Zillow says that the best time to sell a house is the first half of May. According to their numbers, homes in San Diego sold for ,000 more in that period than other times of the year. Zillow also says homes are on the market for six fewer days in early May.No matter which side of the sale you're on, Feldmann says there are simple ways you can make sure you get the most for your money.If you're a buyer, he says you don't have to keep increasing your offer. Feldmann says you can increase your deposit. "Put a little investment into the front yard. Put some color in, put some flowers in, maybe use some bark to delineate the flower beds. Just improve on the general appeal of the house. Those small things can have a big payout."Feldmann says it's also crucial that sellers stay patient after they list a home."Let the property sit on the MLS for a few days, don't just accept the first offer that comes," he says. "Let it breathe like a good glass of wine.
