ASTANA, Oct. 30 (Xinhua) -- Chinese Premier Wen Jiabao said here Thursday that China will maintain contact with Iran and conduct mutually beneficial cooperation with the country.     The Chinese premier made the remark at a meeting with Parviz Davoodi, first vice president of Iran, on the sidelines of the 7thprime ministers' meeting of the Shanghai Cooperation Organization (SCO) in Astana, the capital of Kazakhstan.     Iran is an observer of the SCO. Chinese Premier Wen Jiabao (R) shakes hands with Parviz Davoodi, First Vice President of Iran, which is an SCO observer, in Astana, capital of Kazakhstan, on Oct. 30, 2008. Wen spoke highly of the traditional friendship between the peoples of China and Iran.     The premier said the Chinese side is willing to expand cooperation with Iran in compliance with the UN charter and on the basis of the five principles of peaceful coexistence, which will not only bring benefits for the two peoples but also be conducive to regional peace and stability.     Davoodi congratulated China on the success of the Beijing Olympics and Paralympics.     He said Iran-China relations are based on mutual respect, equality and mutual benefit, and that Iran hopes to enhance cooperation with China in fields such as politics, trade and economy.     Davoodi outlined the progress of the Iranian nuclear issue, saying Iran is willing to solve the issue through negotiation.     Wen said China believes Iran, a contracting state of the Treaty on the Non-Proliferation of Nuclear Weapons, has the right to peaceful use of nuclear energy.     Meanwhile, China calls for the maintenance of the international nuclear non-proliferation system, and thinks Iran's nuclear issue should be solved peacefully through dialogue and negotiation, Wen said.     The Chinese premier expressed the hope that Iran will continue to show flexibility on the nuclear issue, actively address concerns of the international community, and restore negotiations on the issue as soon as possible.     He said China will keep on playing a constructive role in promoting the appropriate settlement of the Iranian nuclear issue.     Wen arrived here Wednesday evening on a three-day official visit to Kazakhstan to attend the 7th prime ministers' meeting of SCO member countries.     The SCO, a regional organization founded in June 2001, comprises China, Russia, Uzbekistan, Tajikistan, Kyrgyzstan and Kazakhstan, with Mongolia, India, Iran and Pakistan holding observer status.

BEIJING, Dec. 18 (Xinhua) -- China's State Council Thursday approved a plan to deepen reform and opening up in the southern Pearl River Delta area, where the country's reform and opening up drive was initiated 30 years ago.     The plan was unveiled on the day when the nation was commemorating the 30th anniversary of the 3rd plenary session of the 11th Central Committee of the Communist Party of China (CPC), which decided to open up the country and reform its struggling economy.     The pioneer area of the country's reform and opening up scheme was urged to accelerate economic restructuring and take the lead in building a resource-conserving and environment-friendly society, according to the plan approved by an executive meeting of the State Council, or the Cabinet.     The plan also pressed the area to promote technologies so as to excel in innovation, and coordinated development in both urban and rural areas was also stressed.     The meeting, presided over by Premier Wen Jiabao, said the area was also to take the lead in deepening reforms and opening up, so that an improved socialist market economy system could be established and a more open economic system could be set up as the region enhances its cooperation with neighbors Hong Kong and Macau.     The meeting said the Pearl River Delta is still maintaining stable and relatively fast development at present, but it also admitted that the area received powerful shocks from the current financial crisis, as there are many smaller and export-oriented enterprises in the region.     To keep the pace of development would be the top priority of the region at the present stage, the meeting said.

BEIJING, Jan. 5 (Xinhua) -- Chinese exporters face an increased risk of not being paid for their goods as foreign banks run out of cash and some overseas importers evade paying debts, China's Ministry of Commerce (MOC) warned Monday.     "The cases of malicious debt evasion and breach of contracts by importers in certain countries or regions are on the rise," said the ministry in a notice. It attributed the phenomenon to the impact of the deepening global financial crisis.     The MOC urged local governments, guilds and overseas Chinese businesses to more closely monitor the credit of foreign importers.     Priority should be placed on tracking the credit ratings of foreign lenders, it said.     The ministry also called on local governments to support the development of export credit insurance and encourage exporters to carry such insurance by reducing premiums.     From January to November last year, China Export & Credit Insurance Corporation (SINOSURE) provided 56.5 billion U.S. dollars of guarantee for exporters against credit risks such as payment default. That is 63.6 percent higher than the same period a year earlier. The reason for the increase is that more exporters sought insurance, company figures show.     SINOSURE is China's only policy insurance company undertaking export credit insurance.     In that period, SINOSURE paid 210 million U.S. dollars of indemnities, up 174.5 percent from the same period of 2007.     In December, the insurer reduced credit ratings for a record 48countries, including the United States. A total of 191 countries were reappraised in December.

Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), holds the First plenary session of the sixth session of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, China, on Dec. 22, 2008.     BEIJING, Dec. 22 (Xinhua) -- China announced plans Monday to establish a social security number system for the welfare of its citizens.     The draft of the social insurance law was discussed by the Standing Committee of the 11th National People's Congress, the country's top legislature, on Monday.     The draft said China would establish a standard social security number system across the nation by using each citizen's current identification card number.     The social insurance fund will be categorized into endowment insurance, medical insurance, insurance against injury at work, unemployment insurance and childbirth insurance, the draft said.     Currently, China's social insurance fund is managed by the Ministry of Human Resources and Social Security and its branches in provinces, municipalities and autonomous regions.     According to the country's labor law, the funding of endowment, medical and unemployment insurance is raised by both individuals and their employers. Workplace injury and childbirth insurance have to be paid by employers.     A series of social insurance fund embezzlement scandals have been exposed in China since 1998. More than 16 billion yuan (about2.3 billion U.S. dollars) was embezzled.     The new social insurance law's draft said any individual or organization has a right to complain or report illegalities about the social insurance fund. The measure is an endeavor to invite more supervision of the citizen's basic security.     The draft also determined that a new type of rural medical system, in which farmers and governments raise funds together, would be included in the medical insurance.     Governments will cover medical insurance expenses for citizens who live on low-income subsidies, have serious disabilities or are older than 60 years, the draft said.
