The Mississippi Senate moved one step closer Tuesday to passing a law that would prevent women from getting abortions after they are 15 weeks pregnant. If the law passes, it would be the earliest abortion limit measured in weeks of pregnancy to become law in the US.The Senate passed a version of House Bill 1510, known as the gestational age act, with minor changes regarding the penalty to providers who break the law. In its current form, doctors would lose their license to practice medicine and face civil penalties. The bill was sent back to the House for another vote, which is considered procedural. If this version passes the House vote, the bill would move to the governor's desk.Mississippi Gov. Phil Bryant will sign the bill into law if it reaches his desk, his spokesperson told CNN.After the bill's vote, Bryant tweeted, "As I have repeatedly said, I want Mississippi to be the safest place in America for an unborn child. House Bill 1510 will help us achieve that goal."Lt. Gov. Tate Reeves said in a statement, "Mississippians are committed to protecting the lives of unborn children, and this law will be a major step in accomplishing that goal."Mississippi currently prohibits an abortion after 20 weeks of pregnancy unless "the woman's life is endangered, her physical health is severely compromised or there is a lethal fetal anomaly," according to the Guttmacher Institute.In all, 24 states have laws that ban abortions after a designated duration of pregnancy. Seventeen states, including Mississippi, ban abortions at about 20 weeks post-fertilization, according to Guttmacher.Planned Parenthood Director of State Policy Media, Danielle Wells, said she believes the law is unconstitutional. She cited a similar law in Arkansas that banned abortions at 12 weeks of pregnancy if a heartbeat was detected, which was struck down by a federal appeals court."Already, far too many women cannot access safe, legal abortions in Mississippi because of existing barriers and restrictions. If this measure passes, it would make a bad situation even worse for women," Wells told CNN.The bill was held on a procedural motion before returning to the House. The jury in the trial of former Donald Trump campaign chairman Paul Manafort is likely to end a second straight day of deliberations without a verdict.Jurors debating the 18 charges against Manafort asked Judge T.S. Ellis to end Friday's deliberations at 5 p.m. ET, an indication they may not be near a verdict.Their note to Ellis came shortly after the judge revealed he has received threats during the course of the proceedings and the President called the trial "very sad."Ellis did not disclose details about the threats. But he said it was enough to make him wary of making the 12 jurors and four alternates' names public, in response to a request from media organizations. 686

The mother of a Maryland teen accused of murdering a Baltimore County Police Officer blamed the justice system in court, saying if her son had been detained the incident would not have happened.“Numerous times I asked them to detain him so nothing like this would happen,” Tanika Wilson, the mother of 16-year-old Dawanta Harris said, fighting through tears. “…my condolences to the family of the officer. My condolences from the bottom of my heart. If they would have kept him we wouldn’t be here.”Harris has been charged of first-degree murder in the death of Officer Amy Caprio. He allegedly ran her over with a stolen car after Capiro confronted him in a  Perry Hall, Maryland, cul de sac.“He knows right from wrong,” Wilson said through tears. “Everything changed, his life, my life, the officer’s life, in a split second.”Wilson, explained the court proceedings her son had been involved in criminal activity since he was first arrested in December 2017. Wilson said she struggled to keep Harris on the straight and narrow as she recently had a baby and Harris transitioned from middle school to high school. She said Harris began hanging out with people that were bad influences.She also said she would travel the neighborhood looking for her son, occasionally getting into confrontations with other families in the process.At the time of Caprio’s death, Harris had violated a home detention order following a hearing?from early May. At that court proceeding on May 10, Wilson says she and the assistant state’s attorney wanted Harris detained. His public defender requested his release on good behavior and a judge concurred, issuing an non-GPS ankle monitor to be placed on Harris for home detention. By Monday, May 14, Harris was declared AWOL and the Department of Juvenile Services made several attempts over the next two days to find him. Harris could not be found or contacted, and by another court appearance on Friday, May 18, Wilson hoped a writ would be issued to find and detain her son.According to court records, because Harris was not at the delinquency hearing, it was tabled until Tuesday, May 22. Caprio was killed on Monday, May 21.“This was a woman who was crying out for help. She turned to every resource available including the court system, because with a mother’s wit and intuition, she had that feeling that sinks in your gut,” J. Wyndal Gordon, one of Harris' attorneys, said. “ … she did everything that she could to avoid what brings us here today ... this is not an excuse for the conduct of her son, but it’s an explanation of how everyone has been affected by what has taken place in this case, and again, not to forget about the victim, because the victim had family to.” Harris' lawyers also called on the state to release body cam footage from the incident.“With regard to suspending judgment, waiting for the evidence, we’re calling for the State’s Attorney, the Police Department, to release the body cam footage” said Warren Brown, one of the lawyer’s representing the driver, Harris. “It should speak for itself, and we see no good reason that the public, especially considering the emotional aspect of this case, should be kept in the dark.”At a press conference earlier this week, Baltimore County State’s Attorney Scott Shellenberger said he would not release any body camera footage in an effort to avoid tainting future jury pools.“We think the body cam footage is the sine qua non of this case. There’s been a lot of strong feelings about this case, but strong feelings do not equal strong facts. We want to ask the tough questions about this case, because it generates a lot of questions that we don’t have answers to,” Gordon said. The two attorneys depicted a scenario in which Caprio blocked Harris in, deployed her weapon, and put him in fear for his life, so that he felt the need to escape, driving blindly forward through his only potential route of escape - where Caprio was standing. “What evidence is it that he intended to hit and kill this police officer? The state has even conceded that when the gun was drawn at some point, either before or after the first shot is fired, he’s ducking down, he’s looking at the seat of the vehicle. He’s instinctively trying to get away,” Brown said. “ … He was in survival mode.”“People are going to hear what they want to hear, but it should be said and heard that his head was buried as he drove off,” Brown said. “There wasn’t any intention on his part to strike this officer. The National Weather Service is projecting Southern Arizona's fire season to be more active than normal."There's leftover dry fuels from last year, and there's newly formed fine fuels," Warning Coordination Meteorologist Ken Drozd said.Above average daytime high temperatures, combined with storm systems bringing wind but no rain, and very dry conditions, are some of the reasons why the NWS projects May and June to have the more fire activity than normal.Due to a wet February, there is now more dry fuel in the region, according to Drozd. Sometimes, significant rain events leading into fire season can delay or shorten it, but that wasn't the case this year."Those new grasses that greened up from that precipitation event have now dried out again, due to the warm temperatures we've experienced lately," Drozd said."The hotter you get, the more you're going to dry things out. It just keeps things dried out unless you get some intermediate rain that'll come in, and again, there's none in the forecast right now."Last year, fires ripped through Southern Arizona from April to July, blackening landscapes and destroying homes in their paths. The incoming White House administration will have to handle dual public health crises, COVID-19 and racism.President-elect Joe Biden and Vice President-elect Kamala Harris met with the top civil rights leaders Tuesday night.During the meeting, Biden and Harris were commended on recent diverse picks for top cabinet positions, like retired Geb. Lloyd Austin as the country's first black Pentagon chief, and Rep. Marcia Fudge to lead the Department of Housing and Urban Development.“And we want to ensure that that momentum and that progress is going to continue through the remainder of the appointments he makes,” said Marc Morial, President of the National Urban League.Morial says the meeting was candid and productive. He says his organization will support but also hold the administration accountable to their commitments on racial equity and it starts with COVID-19.“Ensuring that there's a plan to educate people in the community, to educate Black people and brown people about the process of the vaccine, about the safety and effectiveness of the vaccine, so people can make their own decision,” said Morial.A top concern among civil rights leaders is vaccine access.
