HEFEI, Nov. 25 (Xinhua) -- China's leading private automaker, Chery Automobile Co., Ltd., is expected to export a record 170,000 units of vehicles in 2011, marking the highest annual export figure in the company's history, a company manager said Friday.Chery exported 135,556 units of vehicles in the first ten months of this year, up 77.3 percent from a year earlier. This total accounts for 35.3 percent of total passenger vehicle exports of domestic brands, said Feng Ping, deputy general manager of Chery International.The central Anhui province-based carmaker started exporting cars in 2001, when it sold ten cars to Syria, and has since led export sales amongst Chinese automakers.The company exports its products to more than 80 countries and regions, and has established 3 research institutions, a service network of 1,000 dealers and more than 800 service stations overseas.

BEIJING, Dec. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, began here Monday to deliberate draft interpretations on two annexes of the Basic Law of the Macao concerning election issues.Li Fei, deputy director of the Commission of Legislative Affairs of the NPC Standing Committee, explained the draft interpretations to lawmakers.The Basic Law of the Macao Special Administrative Region (Macao SAR) was adopted in 1993 and went into effect on Dec. 20, 1999.Annex I to the Basic Law provides a method for selecting the SAR's chief executives while Annex II sets the method for the formation of its legislative assembly.Clause 7 of Annex I of the Basic Law says that if there is a need to amend the method for selecting the Chief Executives for 2009, and the terms subsequent to the year 2009, such amendments must be made with endorsement of a two-thirds majority of all the members of the Legislative Council and the consent of the Chief Executive, and they shall be reported to the Standing Committee of the National People's Congress for approval.Clause 3 of Annex II says that if there is a need to amend the method of forming the Legislative Assembly of the Macao Special Administrative Region in and after 2009, such amendments must be made with the endorsement of a two-thirds majority of all the members of the Assembly and the consent of the Chief Executive, and they shall be reported to the Standing Committee of the National People's Congress for the record.Li said that the phase "if there is a need to amend ..." should mean that they may or may not be amended.The decision-making on whether such necessity exists is reserved to the central authorities, or the NPC standing committee, said Li, adding that the Macao SAR government, rather than members of the Legislative Assembly, individually or jointly, should be the proper entity to propose any such amendments.Li also explained that if no amendment to the methods is adopted, the two Annexes should still apply.The full text of draft has not been made public yet, but the points raised by Li are identical to those in the committee's prior interpretations on Hong Kong SAR's Basic Law in 2004.During the deliberation, members of the committee noted that draft would help to safeguard Macao's long-term prosperity and stability.They also believed that it was "proper and necessary" to adopt the draft during this week's session as Macao's chief executive Fernando Chui Sai On had made the issue of modifying the method a "major work" in his policy address for the fiscal year 2012.Chui's statement recognized that "there is agreement that it is appropriate to properly modify the two methods in order to adapt to society's development and progress" and promised to "submit a proposal on whether to modify and - if so - how to modify the methods."Macao expects the formation of its fifth Legislative Assembly in 2013, and the selection of its fourth Chief Executive in 2014.

COTABATO, Philippines, Jan. 2 (Xinhua) -- The health authorities declared an outbreak of a deadly rat fever on Monday in the flood-hit areas in the southern Philippines.At least five people were already dead and as many as 200 were diagnosed in the southern city of Cagayan de Oro with leptospirosis, a fatal animal-borne disease that can result in high fever, internal bleeding and organ failure.The latest fatality, an old woman, died late Monday due to complication.Dr. Jaime Bernadas, regional health minister, said they fear the number of patients displaced by typhoon Washi could increase in the coming days.Congressman Rufus Rodriguez has called on people affected by the floods that killed over 1,200 people to avail of the government's vaccination against the deadly disease.The death toll from tropical storm Washi currently stands at 1, 258 people with many still believed missing. SAN FRANCISCO, Jan. 26 (Xinhua) -- Global tablet shipments reached nearly 27 million units in the fourth quarter of 2011 with Android jumping to a record share of 39 percent, said a new research released on Thursday.According to the research by consulting firm Strategy Analytics, global tablet shipments reached a record high of 26.8 million units in the last quarter of 2011, surging 250 percent from 10.7 million units in the same period a year earlier.Android captured a record 39 percent share of global tablet shipments, rising from 29 percent in the year-ago quarter.Global Android tablet shipments tripled annually to 10.5 million units in the last three months of 2011 and the platform so far is relatively popular with tablet manufacturers, said the research.However, Apple shipped 15.4 million iPads worldwide and maintained its market leadership with 58 percent share during the fourth quarter last year."Apple shrugged off the much-hyped threat from entry-level Android models this quarter," Peter King, director at Strategy Analytics, said in a statement.The research found Microsoft captured a mere 1.5 percent global tablet share in the quarter, noting that "the upcoming release of Windows 8 this year cannot come quickly enough for Microsoft, so its hardware partners can start competing more effectively in the tablet space."In the full year of 2011, global tablet shipments hit 66.9 million units, increasing by 260 percent from 18.6 million units in 2010, according to the research.Consumers are increasingly buying tablets in preference to netbooks and even entry-level notebooks or desktops, said the research.

BEIJING, Nov. 20 (Xinhua) -- China on Sunday morning put two satellites into orbit from the Jiuquan Satellite Launch Center in northwest China's Gansu Province.The satellites, Chuangxin 1-03 and Shiyan Satellite 4 were launched on a Long March 2D carrier rocket at 8:15 a.m. Beijing Time, said a Xinhua photographer, who witnessed the whole process.The Chuangxin 1-03, developed by the Chinese Academy of Sciences, will be used to collect and relay water conservancy, hydrological and meteorological data and data for power supply and disaster relief from monitoring stations.The Shiyan Satellite 4 will be used for experiments on space technologies and environment probe. Developed by the Chinese Research Institute of Space Technology, it is the country's fourth technology experiment satellite.The launch was the 151th of China's Long March series of rockets. The Long March-2D is one of the derivations of Long March-2.China started development of modern carrier rockets in 1956, and Long March rockets have become the main carriers for China's satellite launching.
