(KGTV) — Thousands of passengers remained stranded on a cruise ship off the San Francisco coastline Saturday, after 21 people aboard tested positive for the new coronavirus this week.The Grand Princess cruise ship said they are awaiting direction from state and local health officials about where they will be allowed to port. A big move that could impact what you pay for healthcare in California, but a new bill is already drawing intense opposition from physicians, hospitals, and other health care providers.One California lawmaker is offering a solution—an across the board price cap set by the state.This latest effort to wrangle in skyrocketing costs comes from Assemblyman Ash Kalra (D-San Jose).“The average San Diegan, the average Californian, is not going to put up with the status quo anymore,” Kalra said.He wants to create a commission to set prices on medical services-- with rates similar to Medicare. “Right now, we don't have an open process at all. It's being done privately. It's being set by the private sector and we all pay for it.”SEIU is one of the labor unions backing his plan. The local leader in San Diego says every day, many of his members must make costly decisions. “Am I going to go the hospital and pay that huge co-pay or pay for those prescriptions or do I put groceries on the table?” said SEIU President David Garcias.But opponents argue there is a big downside. “It's not cost of care they're lowering. It's the payment for care that they're lowering,” Dr. Ted Mazer, President of California Medical Association. “The costs still go up.”Mazer is leading the charge against this measure. He says the plan will drive doctors out of the state or encourage them to retire. “ [They’re] in essence saying, it doesn't matter what it costs you to serve the patient, this is all you're going to get. That does not drive the cost curve down, it drives doctors out.”It’s a quick fix he says that could cost you more in the long run. “You're looking at a state that's already facing a shortage of physicians,” Mazer said.Supporters site a New York Times article that says Americans pay up to 20 times as much as people in other countries for the same medical treatments.That's the problem they hope to solve with doctors at the table. “If they're not part of helping us come up with a solution to this, this unsustainable healthcare system is going to take all of us down,” Kalra said.California has seen a similar plan in the past. (KGTV) — Recently released video shows a Florida deputy rushing to save a toddler left in a hot car overnight on Father's Day.Seminole County Sheriff's deputy Bill Dunn responded to a call for a stolen vehicle with a child possibly inside on June 17, 2018, in Sanford, Fla.Dunn arrived to find a 2005 Toyota Corolla with its windows rolled up. Inside was a young girl, visibly in and out of consciousness. She had been inside the car for roughly 12 hours, according to the Miami Herald.RELATED: Infant dies?after being left in hot car in Florida"Sadly I didn't think she was alive when I got to her," Dunn told Seminole County Sheriff's Office (SCSO). "I didn't feel a pulse."Video released this week shows Dunn rushing to his vehicle with the 3-year-old girl limp in his arms.When the deputy reached his vehicle and turned on the air conditioner, signs of life started to return to the girl."Once the cold air hit her, that's when I started noticing her eyes kind of fluttering," Dunn said.RELATED: 12 tips to prevent child deaths in hot carsAfter reaching the hospital, the girl was taken into trauma care. Three days later, the girl was able to leave the hospital.“I remember one thing distinctively,” he said. “Putting my hand on her chest and feeling her heart racing. (KGTV) - Attorneys for a former student of the Bishop’s School in La Jolla announced Tuesday a child sexual abuse lawsuit against the elite private school and the Episcopal Diocese of San Diego. The man claims he was repeatedly molested by a female computer science teacher starting when he was 16 years old. 10News has reached out to the San Diego Police Department and The Bishop's School about the allegations but neither have commented at this time. Calls to the Episcopal Diocese of San Diego were unanswered Tuesday afternoon.The alleged abuse included sexual intercourse on campus, at [the defendant's] house, and other La Jolla and San Diego area locations, the lawsuit states. “On multiple occasions, teachers and Bishop’s Headmistress saw [the Plaintiff] exiting the computer lab together, with no other person in the room,” the plaintiff's attorneys said in a news release. The teacher was 32 years old at the time the alleged affair started, and was married with children, according to the release. In the release, attorney and victim’s advocate Vince Finaldi describes a long history of "criminal sexual activity" at the prestigious private high school."The Bishop’s School is a prestigious institution which charges parents more than ,000 per year in tuition. They advertise their affiliation with the Episcopal Dioceses as a way to assure parents of the moral rectitude of the school. Yet, they failed miserably in their most basic responsibility—keeping their students safe from sexual predators.” In May of this year, 10News reported that the school investigated numerous claims of sexual abuse at the campus. The school said that "14 alumni have come forward to report incidents of sexual misconduct."The school also reported then that "ten different perpetrators were identified as having engaged in sexual misconduct that would potentially constitute a crime at the time of occurrence."READ: The Bishop's School dealing with multiple claims of sexual misconduct spanning several decadesTuesday's news release included a statement from the plaintiff saying they want to keep their name private per "of every victim of child sexual assault in California." The plaintiff also advises other victims of abuse to contact law enforcement.“My message to other victims of abuse at the Bishop’s School is -- contact law enforcement. Hold your abuser accountable.
