LOS ANGELES (AP) — California growers are frustrated by an unusually wet spring that has delayed the planting of crops like rice and damaged others including strawberries and wine grapes.Rice grower Kurt Richter said Tuesday that storms forced him to wait weeks to start seeding his land in Colusa County. And rice that he managed to get into the ground is in a "refrigerated state" because of colder than usual temperatures that threaten to reduce yields.Watsonville strawberry farmer Peter Navarro tells the Santa Cruz Sentinel that recent wet weather is disrupting his picking schedule and causing a loss of production.Much of California has seen two to five times more precipitation than is normal for this point in May. LOS ANGELES (AP) — Authorities identified five additional victims Tuesday as divers searched for the last missing passenger who died in a fatal boat fire off the coast of California.As the families mourned, officials pursued a criminal investigation into the blaze that killed 34 people on Labor Day.Santa Barbara County Sheriff Bill Brown said the victims, 21 women and 13 men from 16 to 62 years old, appear to have died from smoke inhalation before they were burned. Five of six crew members, including the captain, survived after multiple efforts to rescue the dozens trapped below deck.Authorities said efforts to find the final victim and salvage the Conception are expected to continue Wednesday.The five additional victims, all from California, are Adrian Dahood-Fritz, 40, of Sacramento; Lisa Fiedler, 52, of Mill Valley; Kristina "Kristy" Finstad, 41, of Tamrick Pines; Fernisa Sison, 57, of Stockton, and Kristian Takvam, 34, of San Francisco.Finstad, a marine biologist who led the scuba tour, had led hundreds of dives in the Channel Islands. She had just returned from spending several years sailing across the Pacific with her husband.Fiedler, a Michigan native, was a hairdresser and photographer who thought of herself as "part fish" because of her ocean addiction.The other three victims identified Tuesday were on the boat with coworkers and loved ones.Sison's husband, Michael Quitasol, and her three stepdaughters also perished in the fire. Sison and Quitasol worked at St. Joseph's Medical Center in Stockton.Dahood-Fritz and her husband, professional photographer Andrew Fritz, also both died in the blaze. Dahood-Fritz had recently started a job as a senior environmental scientist for California's Ocean Protection Council under the California Natural Resources Agency.Takvam was a vice president of engineering at the education platform Brilliant in San Francisco. LOS ANGELES (AP) — Earthquake early warning alerts will become publicly available throughout California this week, the Governor's Office of Emergency Services said Wednesday.The system's statewide debut Thursday will coincide with the 30th anniversary of the Loma Prieta earthquake that ravaged the San Francisco Bay area on Oct. 17, 1989, as well as the annual Great Shakeout safety drill.The warnings produced by the ShakeAlert system will be pushed through a smartphone app called MyShake and the same wireless notification system that issues Amber Alerts.The state earthquake app, developed at the University of California, Berkeley, is available for download to IOS users through iTunes and through GooglePlay stores for Android phones.The system does not predict earthquakes. Rather, it detects the start of an earthquake and calculates location, intensity and sends alerts to areas where shaking is likely to occur from quakes of magnitude 4.5 or greater.The alerts have been in development for years and last year were made broadly available to businesses, utilities, schools and other entities.Large-scale public notification has been available for Los Angeles County since the start of the year through an app developed for the city of Los Angeles, but it hasn't been triggered yet. 1300

LOS ANGELES (AP) — California is suing a nonprofit that sends care packages to combat troops, accusing it of misleading donors about its affiliations, engaging in political activity and paying fees to its directors' for-profit companies.The lawsuit alleges the charity Move America Forward invaded the privacy of injured veterans by using their names and stories to solicit donations without their permission and falsely claimed to have a partnership with the Walter Reed National Military Medical Center."Our troops and their commitment to our country should never be exploited in deceitful solicitation gimmicks, but unfortunately they are," state Attorney General Xavier Becerra said Wednesday.The lawsuit alleges the charity violated IRS rules by providing free office space for the political action committees Move America Forward PAC and Tea Party Express.The charity also is accused of using charitable donations to endorse the political campaigns of former Republican U.S. Rep. Michael Grimm, who ran unsuccessfully for Congress in New York last year after pleading guilty to tax evasion, and Josh Mandel who briefly ran for the Republican nomination for a U.S. Senate seat in Ohio.Becerra said federal rules ban charities from backing political candidates.Move America Forward said the organization has always been completely transparent and provides proof of tax filings and independent audits on its website."Shame on Attorney General Becerra for his unrelenting harassment," Melanie Morgan, chairwoman and co-founder of Move America Forward, said in a statement. "We look forward to our day in court for all the facts to come to light and for our opportunity clear our name so that we can continue with our business of supporting our brave men and women of the military."Becerra said charity directors Salvatore Russo and Shawn Callahan also operated several separate for-profit entities that charged fees for marketing and other services provided to Move America Forward.For example, a Russo-owned entity called The Campaign Store LLC intercepted online donations and charged fees ranging from 7.55% to 10.06% to transfer the remaining funds to the charity's bank account without adding any value to the transaction, the lawsuit says, calling it a vehicle to "skim" off a percentage of donations.The attorney general said the lawsuit seeks to remove Russo and Callahan as directors and ban them from operating charities in California. Becerra said his office will pursue further penalties but that they wouldn't be criminal because it would be hard to prove intent.Senior Assistant Attorney General Tania Ibanez highlighted the number of military or veterans charities that are operating as unregistered or delinquent, meaning they failed to supply their annual reports to the state.An investigation from June 2018 to June 2019 revealed that over 1,000 charities in California have names relating to the military and 554 were found to be delinquent, Ibanez said. Only half have fixed the problem.
