Infrastructure spending going to be a hot topic in the upcoming midterm elections, with many asking, how are we going to pay to fix America’s aging roads?Correspondent Nicole Vowell traveled to Rhode Island, the smallest state with some of the biggest infrastructure problems.The tiny part of New England spans only about 1,500 square miles and is one of the oldest states. Combined with Rhode Island being nearly 33 percent water, the state is fighting a tough battle to keep roads and bridges intact.Casey Dinges, director of the American Society of Civil Engineers, says one in four of their bridges is structurally deficient. That means, he says, safety standards are ramped up."That bridge will be inspected every year, instead of the standard every two years,” explains Dinges of one of the bridges in the area.The Ocean State may be facing the most worries, but Dinges says, overall, the U.S. just isn't that structurally sound.Last year, Rhode Island earned a dismal D+ infrastructure rating."We've been deferring maintenance and under investing in our infrastructure for decades,” Dinges says of the rating.Of the nearly 800 bridges in the state, approximately 200 of them are considered structurally deficient, which is costing taxpayers millions of dollars to fix.Dinges says for every family in the U.S., it amounts to about per day.The overall goal, Didges says, is for federal and local government to get on board and invest over the next 10 years to upgrade America’s infrastructure."The allocations for what the state needs has not been enough,” Dinges says. 1585

INDIANAPOLIS — A special prosecutor chose not to press charges against Indiana Attorney General Curtis Hill, after four people accused him of sexual misconduct. The alleged sexual misconduct happened in the early morning hours of March 15, 2018, at a party at A.J's Bar in Indianapolis. The alleged behavior included suggestive statements and unwanted touching by Hill.  Hill did not deny touching occurred but said it was either incidental to conversation or movement in the bar, according to the prosecutor's report.The special prosecutor, Daniel Sigler, investigated a potential charge of misdemeanor battery. Fifty-six witnesses were interviewed during the investigation, and a video statement was obtained by Curtis Hill."Mr. Hill was cooperative with my requests throughout the process as were all witnesses interviewed," Sigler wrote in his statement. Sigler said he found the women's claims as "true and credible.""Their motives appeared sincere and I found all to be credible in their belief that Hill touched them in a way that was inappropriate," Sigler wrote. "The decision made today should not and does not reflect on their credibility," Sigler wrote at the end of his statement. "They addressed their concerned in an appropriate fashion and forum and should be subjected to no criticism."The Indiana Inspector General also released a report about the investigation. The Inspector General's report is more detailed in those interviewed, and the exact allegations against Hill. Of the 39 people interviewed who attended the party at A.J.'s Bar, 20 of them said Hill appeared to be intoxicated. When asked why they believed that, some said he was slurring his words or had trouble standing up. One witness described him as "acting like a freshman at a college frat party," while another said he behaved in a "predatory, intoxicated manner." Another 15 people at the party said they couldn't comment, weren't sure, or couldn't remember if Hill was intoxicated. Four said they didn't believe he was intoxicated. The initial accusation against Hill came from Mara Candelaria Reardon, an Indiana State Representative from Munster, Indiana. She told investigators Hill put his hand on her back at the party, then slid it down her dress and grabbed her buttocks. She said she told him to back off, then left the conversation.Later in the evening, Reardon said Hill returned to her and touched her back. She reported that Hill said "that back, that skin" when he touched her.The investigators interviewed a male witness to the incident, who said he saw Hill touch her "with his own two eyes." Other witnesses said they saw them together and saw Hill touching her back, but didn't see how far down his hands went. One of those witnesses said Reardon approached him and said that Hill was "a creep," but said she didn't elaborate further.Hill's second accuser told investigators he approached her and started rubbing her back. She told investigators "she felt trapped," and was uncomfortable and embarrassed, and afraid of how others would see what happened. A third accuser told investigators Hill approached her and made her uncomfortable with the conversation. She said she told him "it's really hot in here," and Hill replied, "Yes, you're really hot."In addition to the known four public accusations, investigators also learned of two more incidents where people stated they were made uncomfortable by Hill's actions at the party, according to the Inspector General's report.“While the findings of our investigation did reveal unacceptable behavior by a state officeholder, and which significantly impacted those affected, we respect the grounds on which Special Prosecutor Sigler made his decision,” Inspector General Lori Torres said. In an announcement shortly after Sigler's, the women who accused Hill said they are pursuing a civil lawsuit against him. Hill's attorneys released a statement about the announcement. INDIANAPOLIS -- Josh McDaniels was all set to clean out his office and travel to Indianapolis to be announced as the Colts' new head coach on Feb. 6. Instead, he talked with New England Patriots owner Robert Kraft and coach Bill Belichick, and had a change of heart that many Colts fans will never forgive. In his first interview since spurning the Colts to return to the Patriots, McDaniels apologized for what happened in a wild 24 hours in early February. "I apologize to anyone who was affected in any way. Indianapolis did a tremendous job," McDaniels told the Boston Globe. "They have a tremendous organization and I was lucky to be considered and I just think once I found out [about his role in New England], I made the right decision for me and my family at this time.’’McDaniels was given no guarantees about taking over for any future positions, such as taking over for Belichick when he retires, but did have his contract adjusted, the Globe reported. An NFL Network report said that McDaniels' agent, Bob LaMonte, told McDaniels that he made "perhaps the biggest professional mistake of his career" by backing out of the job with the Colts. McDaniels also discussed the conversation he had with Colts' GM Chris Ballard when he told him he wouldn't be taking the job. “Chris was tremendous the whole entire time,’’ McDaniels said. “He’s an incredible human being. He’s great at what he does. He’s going to be successful. It was difficult. I had a friendship with him — I still do. ... He’s a guy that I have a lot of respect for and admiration for. He handled it extremely well, he was a complete professional about it.’’McDaniels said he also called to apologize to the assistant coaches who had been hired after he accepted the Colts job. “I spoke to all of them that night right away, shortly after I talked to Chris,’’ McDaniels said. “They were professionals. In the wake of the deadly school shooting in Florida last week, one gun shop owner has decided to act, and will no longer sell AR-15 rifles to people under age 21."I changed policy yesterday. So to buy a long gun, including an AR, you have to be 21 years old," Jason Cazes, from Washington state, told HLN's Carol Costello.Legally, people can buy rifles at 18 years old in Washington, just like in Florida. But you have to be 21 to buy a pistol."I would like to be proactive rather than reactive because the reactive solutions that we come up with don't work," Cazes said, explaining why he's not waiting for legislation to pass.Seventeen people were killed last Wednesday in a shooting at Marjory Stoneman Douglas High School in Parkland, Florida. It was the ninth-deadliest shooting in modern US history.Nikolas Cruz, 19, confessed to the shooting and is suspected to have obtained at least 10 firearms, all of them rifles.Investigators are trying to track the purchases, which Cruz appears to have made in the past year or so, according to a source briefed on the investigation.These are the victims of the Florida school shootingCazes, who is originally from Louisiana, told Costello he's lived on both sides of the political spectrum and believes that raising the age limit on AR-15s is a solution that both sides will accept."Currently the handgun age is 21. So I would say let's meet in the middle and say let's get this age thing fixed. And put it into a bill."A firm supporter of the right to bear arms, Cazes made clear that the bill he's proposing should not touch ARs, which are legal, or high-capacity magazines.He told Costello he keeps an AR-15 in the trunk of his car."That's my weapon of choice for defending myself and my family," he said, adding, "There's no button we can push magically to get rid of all guns.
