SAN DIEGO (CNS) - The San Diego City Council voted unanimously Monday to amend an agreement between former Mayor Bob Filner and the developer Carmel Partners over the development of an apartment complex that drew criticism.The development's current owner, Trea Blvd63, LLC, sought to nullify the agreement, which required the development's owner to rent apartments to tenants by the room rather than by the bed. According to City Councilman Scott Sherman's office, Filner also ordered San Diego's Development Services Department to not conduct inspections on the development's completed phases, keeping construction workers from continuing with the project.At the same time, the Rolando Community Council demanded that the CentrePoint project, and the developers of any other new projects in the area, pay for improvements to the neighborhood. The CentrePoint development offered to pay 0,000 for improvements.Then-City Councilwoman Marti Emerald, representing the area, suggested that the project needed additional changes regardless of the funding. CentrePoint subsequently sued the city in U.S. federal court, arguing that Filner, Emerald and the rest of the city government had illegally stanched the development. SAN DIEGO (CNS) - The onetime head of a South Bay parent-teacher association was sentenced today to three years probation for embezzling around ,000 from the organization.Kaitlyn Faith Birchman, the former president of the Imperial Beach Charter School PTA, pleaded guilty in February to a felony forgery count. Had she gone to trial and been convicted of forgery and grand theft, she would have faced a potential three-year, eight-month prison sentence, according to the prosecution.Per the terms of her probation, Birchman will have to complete 15 public work service days and make ,000 in restitution to the PTA. If she pays the ,000, her forgery conviction will be reduced to a misdemeanor, according to prosecutors.Birchman, 30, was taken into custody in early January at her Temecula home on an arrest warrant issued in November. SAN DIEGO (CNS) - The San Diego City Council unanimously voted Monday to amend the Mission Bay Park Master Plan to add a large fenced-in, off-leash dog park to the southwest corner of Fiesta Island. The council considered two options to update Fiesta Island's southwest section, which is partially undeveloped. The plan dubbed ``option A'' would have reserved much of the area for a smaller fenced-in, off-leash dog park while also including a launching area for non-motorized boats, a road extension through the park and a dedicated swimming beach. Option B, which the council chose to adopt, will allocate almost all of the southwest area as a fenced-in dog park with adjacent parking spaces and walking trails surrounding it. The dog park, parking and walking trails will span roughly 470 acres, according to the city. City officials developed the amendment options to the Mission Bay Park Master Plan for roughly two years. The vast majority of public speakers at the council meeting voiced their support for option B, arguing it will preserve existing habitats and serve as the only off-leash dog area in Mission Bay Park. ``I'm a strong supporter of everything we can do to keep Fiesta Island in its most natural form,'' said City Councilwoman Jennifer Campbell. ``Preservation of open space is so very, very important.'' In addition to support for the dog park, option B's supporters argued it would cost less than option A because the city would not have to make significant modifications to the area such as adding a paved road through the park. City Councilman Scott Sherman suggested the city should look into designating the South Shores boat launching area as a launching port for non- motorized boats as well in an effort to appease non-motorized boat owners. South Shores, located across the bay from the south end of Fiesta Island, is used sparingly by boat and watercraft owners and includes all of the amenities that option A would have added to Fiesta Island. City officials told Sherman they would start the process to modify South Shores' usage. ``South Shores is incredibly underutilized and we spent a whole bunch of money building that thing in the first place,'' Sherman said. ``It would be really nice to see more utilization of that spot.'' 2275

SAN DIEGO (CNS) - San Diego County's unadjusted unemployment rate dipped slightly to 3.2 percent in November, with nonfarm industries adding nearly 10,000 jobs, the California Employment Development Department announced Friday. The November unemployment rate is down from a revised 3.3 percent in October and even further below the 3.5 percent rate in November 2017. Total nonfarm employment increased by 9,800 jobs from October to November while total farm employment lost 300 jobs. Nonfarm employment now totals 1,503,800 in San Diego County and farm jobs total 8,500. The trade, transportation and utilities industry added 5,900 jobs month-over-month, the most of any industry in the county. Government was the county's only other industry to add more than 800 jobs, increasing by 2,900. According to EDD data, 1,300 of the government jobs added were in the state and local education sub-industries. The leisure and hospitality industry continued to lose jobs as 2018 recedes further away from the summer months. The industry lost the most jobs of any in the county from October to November at 1,300. Year-over-year data showed an employment increase of 26,400, all nonfarm jobs, from November 2017 to November 2018. A majority of those gains, 16,500 jobs, came in the professional and business services industry. Year-over-year farm employment stayed steady at 8,500 jobs. California's unadjusted unemployment rate dipped from 4.1 percent in October to 3.9 percent in November, according to the EDD. That rate is also below the state's unemployment rate in November 2017, 4.2 percent.
