SAN DIEGO, Calif. (KGTV) - An alleyway in Hillcrest has transformed from dark and dirty to a work of art, and the revision isn’t complete yet.Patric Stillman is the owner of The Studio Door, an art gallery positioned in front of the alleyway. He said artists have been adding their work to the walls of the alleyway and it’s now grown into its own gallery that they’ve dubbed “mural alley.”“This was a pretty grungy space and over the past year we’ve been able to bring in some remarkable local muralists,” said Stillman.While artists continue to work on blank walls in the area, the Hillcrest Business Association is stepping in to take the space to the next level. Benjamin Nicholls, the Hillcrest Business Association Executive Director, said they’re asking the community for donations to fund-raise and add string lights that zig zag across the top of the alleyway.“Hillcrest mural alley is going to become a destination and it’s going to be a creative community destination,” said Nicholls.Nicholls added that in a coronavirus era when activities are safest outdoors, they hope this space will become an outdoor entertainment and event area.Even without the addition of the lights, it’s already catching eyes. Mother daughter duo Brooke and Linda Castro said they were walking to lunch in Hillcrest and noticed the art, then changed their route to walk by it.“We saw this so we decided we needed to walk down the alley to see everything,” said Linda.They said they could envision the space with lights and would welcome the addition because it would highlight the art, but also bring a level of safety.“I think this would become a more popular area just because of the artwork and the lighting,” said Linda.Donations to the project can be made here. Nicholls said the light project will cost about ,500 and any leftover donations will be used to continue adding murals to blank walls in the area.For Stillman, the addition of the outdoor space behind his business is a welcome project during a stressful time.“I think that art always warms our hearts and for a community to have this space, I think is really important in these times that are so challenging,” said Stillman. 2189

(KGTV) - Street racing could return to SDCCU Stadium, after just a couple month's hiatus.RaceLegal, a non-profit that has run drag races in the stadium parking lot for 21 years, says they have new leadership and new funding. They hope to resume racing soon.But, organizers say they're having trouble getting permission from the City of San Diego to use the venue."This is really important for the community," says Lydia Denecochea, RaceLegal's Executive Director. "It saves lives."RaceLegal started in the late 1990s as a response to a rash of street racing crashes and deaths. Denecochea says giving people a safe, controlled environment to race has made the roads safer across the city."It's a human characteristic that we are competitive, and many of us love speed. It'll never go away," she says.The non-profit group joined forces with city leaders, the San Diego Police Department and the San Diego Sheriff to give drivers an alternative. People could even volunteer at events to satisfy community service requirements from traffic tickets.The number of deaths from street racing fell from 16 in 2000 to just two in 2018. Injuries also saw a drastic drop-off in the same time frame, from 39 to only one."It works," says Denecochea. "In 2000, we had carnage on our roads."But a lack of funding led the non-profit to close in early 2019. A message on their website told supporters that the budget deficit, "renders the program not viable to continue service to our community."RELATED: RaceLegal stops drag races after more than two decades in Mission ValleyThey held what many thought would be their final race on March 1.Since then, interest from a private investor has Denecochea looking into holding more races. She's now asking supporters to send a letter to the Mayor's office and to other city leaders urging them to let RaceLegal use SDCCU Stadium again.A spokesperson from the city told 10News they're looking into the issue. In a statement, they said, "The City is in communication with RaceLegal on the potential resumption of legal racing at the stadium. However, concurrently the City is in discussions with other race producers to ensure that legal racing at the stadium continues to provide a safe option for the San Diego community."Councilmember Scott Sherman's office says they've also been in touch with RaceLegal and with the stadium to resolve the issue.One potential roadblock is the pending sale of SDCCU Stadium and the land around it to San Diego State University. In November, voters passed Measure G, which authorized the deal to create an SDSU West campus and build a new stadium for the Aztec football program.Denecochea says she wants the city to let RaceLegal keep racing until construction starts. SAN FRANCISCO (AP) — A wildfire in California wine country that may have been caused by a high-voltage transmission line called into question Pacific Gas & Electric's strategy of selectively cutting off power in windy weather to prevent blazes, and could force it to resort to even bigger blackouts affecting millions as early as this weekend.The repeated shut-offs and the prospect of longer and more widespread ones brought anger down on the utility from the governor and ordinary customers."We will hold them to account," warned Gov. Gavin Newsom, who has repeatedly blasted PG&E — the nation's largest utility — for what he calls years of mismanagement and underinvestment that have left its grid less resilient.Twice over the past two weeks, PG&E has cut power to large areas of Northern and Central California to reduce the risk of its equipment sparking fires. Nearly 2 million people lost electricity earlier this month, and then as many as a half-million this week.But PG&E's decision to shut down distribution lines but not long-distance transmission lines may have backfired this time when a blaze erupted near the Sonoma County wine country town of Geyserville.The fire burned at least 49 buildings and 34 square miles (65 square kilometers) and prompted evacuation orders for some 2,000 people. No serious injuries were reported.PG&E said a live, 230,000-volt transmission line near Geyserville had malfunctioned minutes before the fire erupted Wednesday night, and a broken "jumper" wire was found on a transmission tower.PG&E CEO Bill Johnson said it was too soon to say whether the faulty equipment sparked the fire. He said the tower had been inspected four times in the past two years and appeared to have been in excellent condition.But PG&E stock plummeted 31 percent on the news. And the blaze could mean wider blackouts ahead."It's kind of a logical next step to say, 'Well, if our high-voltage transmission lines are at risk, we've got to shut those down too,'" said Alan Scheller-Wolf, professor of operations management and an energy expert at Carnegie Mellon University.PG&E, he said, "can't win."With dangerously high winds in the forecast this weekend, the utility said it is planning another major shutdown that could hit 2 million people throughout the region starting Saturday night and last up to two days.The preparations came as firefighters simultaneously battled flames in both Northern and Southern California: the fire amid Sonoma County's vineyards, and a wind-whipped blaze that destroyed at least six homes in the Santa Clarita area near Los Angeles and led to evacuation orders covering an estimated 50,000 people.The possible link between the wine country fire and a PG&E transmission line contained grim parallels to the catastrophic fire last year that tore through the town of Paradise, killing 85 people and destroying thousands of homes in the deadliest U.S. fire in a century. Its failure will probably make PG&E more cautious, which means more widespread blackouts, he said."There's going to be more collateral damage," Wara said.Turning off big transmission lines reduces the stability of the electrical grid, leading to bigger outages, Wara said. Transmissions lines also take longer to re-energize because everything connected to them must be inspected, he said.PG&E's CEO has said it will take about a decade before widespread outages aren't necessary.Minimizing blackouts will require PG&E to harden its grid with stronger poles and newer equipment less likely to fall or spark. Cameras, weather sensors and a more segmented grid would allow the company to target blackouts to areas in the most danger.PG&E began resorting to large-scale shut-offs after its equipment was blamed for several blazes in recent years that killed scores of people, burned thousands of homes and ran up billions of dollars in claims that drove the utility into bankruptcy, where it is still trying to put its finances in order.The repeated and sometimes lengthy blackouts have frustrated Californians contending with uncertainty, spoiled food and disrupted plans. SAN DIEGO, Calif. -- Tech giants say they will not sell facial recognition software to police departments, for now.It's a tool police departments have been using for years, helping solve everything from property crimes to cold cases and missing people. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty. (KGTV) - As COVID-19 cases continue to increase nationwide, the demand for testing grows.CVS Pharmacy has been providing free drive-thru testing sites across San Diego County, but some have reported significant delays in receiving test results.“I thought I would try CVS because they’re popping up all over for free testing and very convenient drive-thru,” said San Diego resident Michelle Naidenoff.“It’s a self-administered test, had the test done, was given a sheet originally it said 2-4 days for results, and then they had crossed it out the time of the testing and said it could be up to 10 days.”Ten days later, Naidenoff still had no answers.“Then, on the 16th day, I called, and I was on hold a couple of times,” she said after being left on hold for too long, she hung up.Five hours later, Naidenoff said her negative test result popped up on the online website.“16 days, I’m thinking it’s basically useless,” she said. “When it comes to slowing the virus down, obviously contact tracing is very important. The fact that they would have such poor quality of care for follow up was alarming.”According to CVS, all patient samples collected through the testing sites are sent to off-site locations. The independent, third-party labs are then responsible for processing and delivering the results, according to CVS.
