LOS ANGELES (CNS) - As COVID-19 cases surge, Covered California is urging uninsured residents to sign up for coverage by this Wednesday's deadline."Covered California is a critical safety net to help people get quality health care coverage during the surging pandemic and ongoing recession," said Covered California Executive Director Peter Lee. "With our first enrollment deadline coming up this week, we want to encourage anyone who needs coverage to check out their options and sign up so they can start the New Year with protection and peace of mind."Californians who want their coverage to start on Jan. 1 must sign up by Dec. 30, a deadline that was extended in response to the pandemic. However, the open enrollment period runs through Jan. 31. In either case, consumers will need to pay their first bill when enrolling.More than 1.2 million California residents are uninsured despite being eligible for financial help from Covered California or low-cost or no-cost coverage through Medi-Cal, according to Covered California."Most of the people who are uninsured either do not know they are eligible for financial assistance, or they have not checked recently to see how affordable quality coverage can be," Lee said. "No one should wait to sign up, and we are extending the deadline through Dec. 30 to give all of us more time to spread the word and make sure our family and friends have health insurance during this pandemic."Roughly nine out of 10 consumers who enroll through the Covered California marketplace receive either federal tax credits, state subsidies or both, helping to make health care more affordable. California subsidies benefit nearly 600,000 residents, including thousands who had previously been ineligible for financial help because they exceeded federal income limits.Of those eligible for subsidies, more than half are believed to be Latino, a group that has been disproportionately hard-hit by the pandemic.The average consumer receiving financial help with health insurance paid an average of 7 per month for coverage, with federal and state assistance reducing their costs by 4, according to Covered California.Covered California recently mailed masks to 1.5 million enrollees, and Lee urged every resident to use face coverings."Getting covered with a mask will help protect Californians and their families and friends; getting covered with a health plan will help protect people if they get sick," he said. LOS ANGELES (AP) — Earthquake early warning alerts will become publicly available throughout California this week, the Governor's Office of Emergency Services said Wednesday.The system's statewide debut Thursday will coincide with the 30th anniversary of the Loma Prieta earthquake that ravaged the San Francisco Bay area on Oct. 17, 1989, as well as the annual Great Shakeout safety drill.The warnings produced by the ShakeAlert system will be pushed through a smartphone app called MyShake and the same wireless notification system that issues Amber Alerts.The state earthquake app, developed at the University of California, Berkeley, is available for download to IOS users through iTunes and through GooglePlay stores for Android phones.The system does not predict earthquakes. Rather, it detects the start of an earthquake and calculates location, intensity and sends alerts to areas where shaking is likely to occur from quakes of magnitude 4.5 or greater.The alerts have been in development for years and last year were made broadly available to businesses, utilities, schools and other entities.Large-scale public notification has been available for Los Angeles County since the start of the year through an app developed for the city of Los Angeles, but it hasn't been triggered yet. 1300

LOS ANGELES (CNS) - A much-debated gas tax hike billed as raising billions of dollars a year for statewide transportation improvements will remain in place, with voters rejecting a ballot measure that would have repealed the increase.Proposition 6 would have repealed the hikes that took effect in November 2017, raising the tax by 12 cents per gallon for gasoline and 20 cents per gallon for diesel fuel. The increases included in Senate Bill 1, the Road Repair & Accountability Act of 2017, are projected to raise .2 billion a year, with the money earmarked for road and bridge repairs.Gas tax opponents gathered more than 640,000 petition signatures across the state in an initiative drive to put the repeal effort on the ballot. A Federal Aviation Administration enforcement record says Ara Zaboyan was counseled in 2015 after he strayed into Los Angeles International Airport space after being denied permission to cross because of reduced visibility. The FAA record says Zobayan admitted and took responsibility for the error. LOS ANGELES (AP) — Two young sisters missing from their Northern California home since Friday afternoon were found alive Sunday following a massive search that included helicopters and tracking dogs.Leia Carrico, 8, and Caroline Carrico, 5, were found "safe and sound" on Sunday morning by a fire captain and firefighter who had followed the girls' boot tracks, Humboldt County Sheriff William Honsal said."This is an absolute miracle," he said.Though the girls were dehydrated and cold, they were uninjured and "in good spirits," Honsal said.He said the girls were trained in outdoor survival through their local 4-H club and that authorities believed that helped them. They also were wearing boots and had eaten granola bars at some point while they were missing, he said."To have a positive outcome like this is just absolutely amazing," Honsal said.Using helicopters and tracking dogs, dozens of police and rescue personnel combed a vast and rugged rural area in the frantic search for the sisters.The girls had last been seen around 2:30 p.m. Friday outside their home in Benbow, a small community about 200 miles (320 kilometers) northwest of Sacramento.The searchers included National Guard members from Fresno and the U.S. Coast Guard, which provided one of its helicopters on top of a Black Hawk helicopter also being used.Rescuers were hopeful about finding the girls Saturday after they came across prints from the girls' rubber boots and wrappers from the granola bars, Lt.
