AURORA, Colo. – The Aurora City Council unanimously adopted a resolution Monday, calling for an independent investigation into Elijah McClain’s death.The resolution calls for a three-member independent investigation team that will have at least three consultants and will be led by Jonathan Smith of the Washington Lawyers Committee for Civil Rights and Urban Affairs in Washington, D.C.The team will include consultants who have expertise in independent investigations, law enforcement and public safety accountability, civil rights, use of force, police and EMT training and criminal justice.The city council’s Public Safety, Courts and Civil Service Committee had said just last week they were still working to find a medical expert who can speak to the use of ketamine on McClain and at least one other person.The team of investigators, once formed, will “commence its work immediately and shall complete its investigation as expeditiously as possible,” according to language included in the resolution.The team would then issue a written report to the city council, present its findings to the council in a public meeting, and make the report public. The report will include recommendations to the city on the McClain incident as well as future best practices the police, fire and EMT departments should implement.McClain, 23, was unarmed when he was encountered by Aurora police on Aug. 24, 2019. Police put McClain in a carotid hold, which limits blood flow to the brain, after stopping him while he was walking home. When he became unresponsive, paramedics gave him ketamine, police have said.The officers involved in McClain's death were not arrested or charged, despite continued calls for justice from McClain's family and supporters, along with calls for an independent investigation.Aurora city leaders in June said a Connecticut attorney was leading a third-party investigation into the McClain incident. But city councilmembers Alison Hiltz, Curtis Gardener, and Angela Lawson argued that the attorney, a former police officer who has worked closely with police departments, could not provide an independent review. The city cut ties with the attorney before moving forward with the current investigation.In June, as McClain's death garnered national interest, Gov. Jared Polis appointed Attorney General Phil Weiser to investigate the officers' actions. ASSISI, Italy (AP) — A 15-year-old Italian computer whiz who died of leukemia in 2006 has moved a step closer to possible sainthood with his beatification in the town of Assisi. Carlo Acutis is the youngest contemporary person to be beatified. He follows two Portuguese shepherd children living in the early 1900s who were proclaimed Catholic saints in 2017. Already touted as the “patron saint of the internet,” Acutis created a website to catalog miracles and took care of websites for Catholic organizations. While still in elementary school, Acutis taught himself to code using a university computer science textbook, and then how to edit videos and create animation. The cardinal who beatified him said he used the internet “in service of the Gospel.” 764

AVILA BEACH, Calif. — Officials say two women are lucky to be alive after a humpback whale capsized their kayak as they paddled in the ocean on Monday.The incident, which occurred near the Cal Poly Pier, was caught on video by multiple people in the area.Julie McSorley says she went out Sunday and took pictures of the whales and convinced her friend to go kayaking with her on Monday.McSorley says there were a lot of birds and fish in the area, so people had their phones at the ready. She said she and her friend could see whales off in the distance.Seconds later, one of the whales was right underneath them.While some video footage makes it appear as the women went inside the whale's mouth, McSorley says their kayak just overturned, and they were thrown underwater.Video shows McSorley screamed before going underwater for about five or six seconds.Humpback whales are considered an endangered species, and marine mammal experts say they can be unpredictable and dangerous. Experts say people should keep about a football field's worth of space between themselves and the large mammals, when possible.The Port San Luis Harbor Patrol says enforcement can be difficult. Boaters can think they've left a whale plenty of space, but the mammals move quickly.The whales have been making appearances close to shore between Morro Bay and Avila Beach in recent days. As of Monday morning, more than 11 million people in the U.S. are confirmed to have contracted COVID-19 since the start of the pandemic, a database kept by Johns Hopkins University.That means about 1 million Americans have been diagnosed with the virus in the last seven days. The U.S. passed the 10 million case threshold on Nov. 9.COVID-19 has been spreading at a frightening pace within the U.S. in the month of November. For the past 13 days, at least 100,000 Americans have been diagnosed with the virus each day, a stretch that includes seven days that set records in the number of new daily cases.The spike in cases has also led to an increase in hospitalizations across the country. According to the COVID Tracking Project, about 70,000 Americans are currently hospitalized with COVID-19 complications, the most since the pandemic began.Several Midwest states like Iowa and South Dakota have reported that their hospitals are near capacity as they fill up with COVID-19 patients.The U.S. has also seen an uptick in deaths linked to the virus in the past month, though according to the COVID Tracking Project, death rates remain below where they were during case spikes in the spring and summer.
