SAN YSIDRO, Calif. (KGTV) - The library at Willow Elementary School is officially be renamed the "Ramon Parra Library" on Friday, in honor a man who dedicated his life to the children of San Ysidro."Anything that needed to be done, he did it," remembers Emilio Noriega, Jr., who played baseball with Parra's son. "He didn't look for any help, he did it himself."Parra is credited with founding the San Ysidro Little League. He also served on the local school board for 18 years. Friends say he served on countless other committees and community boards, all working to make San Ysidro a better place."He was the kind of person that did everything for everybody and didn't ask for nothing," says Jaime Mercado. "He was one of the most honest people you ever ran across."Parra passed 30 years ago. The effort to honor him began in 2017. Mercado and a few other people from the Friends of San Ysidro group started a petition to rename the whole school after Parra. When that failed, they set their sights on the library.A GoFundMe campaign raised ,100 to pay for new lettering. The San Ysidro School Board chipped in another ,000. In addition to the name on the outside of the library, a picture of Parra and an explanation of what he meant to the community will be on display inside."There are so many people in town who never heard of him," says Noriega. SCRIPPS RANCH (KGTV): At the top of a trail along Semillon Boulevard and Pomerado Road, right next to a sign that reads, "No Dumping - 00 fine," sits a giant pile of wood chips.It's been there for years, growing and shrinking in size. But right now, people who live nearby say it's as big as they can remember."Yeah, it is a little larger than normal," says Douglas Burns, who lives in a home next to the pile.The wood chips are from trees cut down by maintenance workers in the area. The work is part of the Scripps Ranch Civic Association's maintenance contract with the city. The workers take the leaves to the dump but leave the wood chips behind.Bob Ilko, the President of the SRCA, says it saves money on beautification projects. He says the city doesn't have to pay to haul the wood chips and tree pieces away or buy fresh mulch when they need it for landscaping.The wood chips are used to help with weed control and ground cover across Scripps Ranch."It's natural here, it's generated here, it stays here," says Ilko, adding that there's also an environmental benefit since it keeps all the wood chips out of city landfills.Ilko says the pile is larger than usual right now, but that's because crews have been hard at work clearing away dead and dying trees from the area.And while the wood chips are on city-owned land, that does not mean they're available to the general public."It's city property," says Ilko. "If people take them, it defeats the purpose of keeping the wood chips here to save money."He also says contractors are not allowed to use the area to dump their wood chips.When asked if the pile presents a fire hazard, Ilko told 10News the Fire Department has been out to inspect the area, and they say there is no danger of any spontaneous combustion."It's not mulch, it doesn't heat up and break down like manure or mulch," says Ilko. 1889

(AP) — Fire investigators looking into what caused a wildfire that killed four people in far Northern California have taken possession of equipment belonging to Pacific Gas and Electric. PG&E says in a filing Friday with the Public Utilities Commission that investigators with the California Department of Forestry and Fire Protection seized some of its electrical equipment near where the Zogg Fire started Sept. 27. The fire erupted in Shasta County during high winds and quickly grew, killing four people in the community of Igo, population 600. It later spread to neighboring Tehama County. 623

SEATTLE (KGTV) -- Newly released body camera footage shows the moment police officers nabbed a pair of thieves trying to walk out of a Seattle-area Costco carrying ,200 worth of laptops and vacuums.On March 14, South Precinct officers responded to a call at about 5:30 p.m. of a shoplift in progress at the Costco, police said. Loss Prevention officers inside the store recognized one of the suspects inside and said he had previously stolen items in the past and run out the fire exit. Responding Seattle Police Department officers spotted a female driver inside a black Toyota that was backed up to the store's emergency exit doors.  The officers pulled their patrol vehicle in front of the Toyota to prevent it from leaving and contacted the 18-year-old woman, police said.As police were talking with the woman, they could hear someone attempting to open the doors."Moments later, two suspects, a 30-year-old man and a 21-year-old woman opened the emergency doors and attempted to walk out of the store carrying stolen computers and vacuum cleaners," police said.Officers located a 7″ fixed blade from the male suspect. According to the security personnel, the suspect had carried a large knife in past incidents.The male suspect was later booked into the King County Jail for investigation of robbery, while the two women were booked for investigation of theft, police said. 1428
