The Centers for Disease Control and Prevention issued new guidance that recent studies have indicated that cloth masks offer more protection against the coronavirus than previously thought.Previous guidance suggested that masks were best used for preventing the spread of the virus. The CDC now believes that masks are effective for both stopping the spread and reception of the virus. The CDC said on Tuesday that multi-layer cloth masks can both block up to 50 to 70% of fine droplets and particles and limit the forward spread of those that are not captured. Overall, cloth masks offer up to 80% blockage in human experiments. The CDC’s analysis found that cloth masks offer comparable protection as surgical masks.“Studies demonstrate that cloth mask materials can also reduce wearers’ exposure to infectious droplets through filtration, including filtration of fine droplets and particles less than 10 microns,” the CDC’s guidance said. “The relative filtration effectiveness of various masks has varied widely across studies, in large part due to variation in experimental design and particle sizes analyzed. Multiple layers of cloth with higher thread counts have demonstrated superior performance compared to single layers of cloth with lower thread counts, in some cases filtering nearly 50% of fine particles less than 1 micron.”The guidance says that mandatory mask wearing can help prevent the need to implement economic shutdowns.“Adopting universal masking policies can help avert future lockdowns, especially if combined with other non-pharmaceutical interventions such as social distancing, hand hygiene, and adequate ventilation,” the CDC said.In an interview with Andrea Mitchell of MSNBC, Dr. Anthony Fauci said that wearing masks is “two-way street.”"Recent data has now shown that as a matter of fact, there's also the added benefit to protect you from droplets and virus that's coming your way," Fauci said Tuesday on MSNBC."“You protect others," he added. "Their masks protect you. And your mask also protects you."In a separate interview on Tuesday, Fauci said that shut downs can be avoided.“We are not talking about shutting down,” Fauci told CNN’s Jake Tapper. “There is always that misunderstanding when we talk about public health measures. We are not talking about shutting down. We are talking about the four or five things I talk about all the time, wearing mask universally, keeping a distance, avoiding congregate settings indoors over outdoors and washing your hands.”Editor's note: A previous version of this story said "masks were best used for spreading the virus" when it should have said "masks were best used for preventing the spread of the virus." The concept of universal basic income is getting new attention amid the COVID-19 pandemic. It’s the idea of giving out recurring payments to everyone without any strings attached.Stockton, California, has been testing this with 125 people, giving them 0 per month. They've been getting that money for more than a year and it was supposed to stop this summer, but the mayor extended the money until January because of the pandemic.More mayors are getting on board with the idea. Fifteen joined the organization Mayors for a Guaranteed Income. They're looking into launching pilot programs in their cities.We spoke with an economics professor who says the pandemic stimulus payments can be seen as a form of universal basic income.“Seeing that I think it must make the idea more real and at the same time it's pretty clear at this very moment why you might find this idea appealing,” said Ioana Marinescu, an assistant professor at the University of Pennsylvania. “That's because, again, a lot of people have lost income. There's a clear need for income security.”In the case of the stimulus checks, it's not people's fault they lost their income.With universal basic income, critics say people may not be deserving of the money. Marinescu believes the stimulus may be helping change the perception. She points to money people receive in Alaska from oil revenue. She says people aren't any less likely to work.In Stockton, they've found people are using the money for necessities like groceries and utility bills.How universal basic income, or UBI, gets funded is a big question.“One interesting thing that has happened with the stimulus checks is the idea that people had of saying it's going to be based right now on your past income and we'll potentially tax it away later after we're out of this hole,” said Marinescu. “So to me, that's a potentially important lesson for a potential UBI.”The president of the nonpartisan Center on Budget and Policy Priorities wrote that paying for universal basic income from new taxes isn't the way to go. He says we already need a lot of money to keep social security and Medicare going.Stockton's mayor says money from the pentagon budget or tax money from the legalization of marijuana could work. He's paying for his city's current pilot program with a grant and a private donation.Other cities looking to start pilots are considering forming public-private partnerships or working to find room in the city budget. 2467

The Centers for Disease Control and Prevention have given the green light to begin administering the Moderna COVID-19 vaccine to Americans age 18 and older. The first large head-to-head comparison of two opioid addiction medications found that, although they were equally effective in getting people off of high levels of opioids, users had a significantly more difficult time starting a regimen of naltrexone, compared with buprenorphine.Buprenorphine is commonly known by the the brand name Suboxone, and naltrexone is sold under the brand name Vivitrol.The study, published Tuesday in the Lancet, looked at 570 patients with opioid addiction at eight inpatient treatment centers across the country for 24 weeks. Half of the group was assigned to naltrexone and the other half to bupenorphine.Six percent of those enlisted to use buprenorphine were unable to start their treatment, whereas 28% of those assigned to naltrexone dropped out before starting the therapy. 824
