RAMONA, Calif. (KGTV) -- Firefighters have stopped the forward rate of spread after flames broke out in Ramona Tuesday afternoon. According to Cal Fire, the blaze sparked on the 300 block of Hanson Lane around 1 p.m. Cal Fire says the fire burned four acres of "light flashy fuels."RELATED: Thousands face SDG&E power shutoffs ahead of Santa Ana returnThe fire comes hours before a red flag warning goes into effect throughout parts of San Diego County. Rattled by a string of explosions, which has put the city on edge for the last two weeks, a possible new explosion was reported Tuesday evening near a Goodwill store, the Austin Police Department said on its Twitter account. But after an hour of investigating, the police department said the explosion stemmed from an an incendiary device. The department said the incident was likely not connected to a previous string of explosions. One male said to be in his 30s was transported to the hospital. Their condition is serious, but the injuries are not expected to be life threatening. Tuesday incident comes just hours after a package detonated at a FedEx package handling facility in Texas.The package's intended destination is unknown.  770

RAMONA, Calif. (KGTV) - A 20-year-old Ukrainian man was shot and killed in Ramona this week, according to Sheriff's investigators.Ivan N. Nivinskus, of Ramona, died of apparent gunshot wounds Sunday just after 8:30 p.m., investigators said. The San Diego County Medical Examiner has ruled Nivinskus's death a homicide.San Diego Sheriff's deputies said deputies were called to the 15900 block of Wood Rock Lane for reports of possible gunshots and someone yelling. RAINBOW (CNS) - A 51-year-old man was arrested on suspicion of attempting to abduct a 61-year-old woman while she was walking in a senior mobile home community in northern San Diego County, authorities said.At 1:10 p.m. Sunday, a 61-year-old woman called 911 and reported that a man, later identified as Francisco Gutierrez, had attempted to kidnap her in the 4700 block of Oak Crest Road, in a senior mobile home park in Rainbow, Sheriff's Lt. Arnold Aldana.The woman reported that Gutierrez had allegedly crept up behind her, grabbed her and attempted to drag her away, Aldana said. She was able to fight him off and run to a nearby neighbor to call 911.Deputies responded to the area and were flagged down by a witness who directed them to Gutierrez, who was sitting in a vehicle he had allegedly broken into, the lieutenant said.Deputies gave Gutierrez multiple commands to surrender, but he refused and a sheriff's K-9 was deployed, Aldana said. Gutierrez was taken into custody and transported to Tri-City Medical Center in Oceanside for treatment of unknown injuries he suffered during the arrest.Upon release from the hospital, Gutierrez was expected to be booked into the Vista Detention Facility on suspicion of kidnapping, assault with intent to commit rape, resisting arrest and attempted auto theft, Aldana said. 1333
