The United States Army wants more soldiers. Last year, the recruitment goal was gaining 76,500 new recruits. The Army didn’t make that mission, enlisting only about 70,000 soldiers. This year, the recruitment goal is getting 68,000 new pairs of boots on the ground. Finding qualified candidates, however, isn’t what it used to be. “Ten years ago, it was pretty easy to find qualified individuals,” says U.S. Army Sgt. First Class Robert Dodge. “In the last couple years, it’s gone down.”In an attempt to help with recruiting, the US Army is trying something brand new this year: it built a gaming trailer on an 18-wheeler that will be taken across the country with the idea of getting more young people interested in joining the military through video games. “It is a way to attract a younger audience,” Sgt. Dodge says. “Sixty percent of Americans have some sort of gaming console.”Sgt. Dodge says 71 percent of Americans between the ages of 17 and 24 do not qualify to for military service. The reasons range from drug history to health problems with obesity being the number one disqualifier.Now, recruiters are shifting gears and setting their sights on a new pool of potential soldiers: gamers.“We’re looking for that 17 to 24 year old and we’re looking for the best and the brightest that America has to offer,” Sgt. Dodge says.So far, this tactic appears to be raising some interest in attracting potential soldiers.At 20 years old, Adrian Bugarin is in the age range the military is looking for.“Definitely something to think about, especially with this, because I want to get into computer science, too,” he says. “I know they do stuff with college. For Denver, Colorado residents Alice and Dave Gannon, their favorite getaway is their neighborhood park, where they take their grandson, Charlie. “I like the geese,” Alice Gannon says. “I know they're a bit of a problem, but I enjoy the geese and the Magpies and the ducks and the water. We like to go around the lake.” But being at the park isn't so much about what they do, it’s about how it makes them feel. “I often feel more peaceful here,” Dave Gannon says. “Some of the anxiety is relieved it's decompressing.”Researchers at the University of Alabama at Birmingham found that spending just 20 minutes in an urban park can make you happier by improving your overall mental health and well-being. Park-goer Stephen Lewis says he believes it. “One reason for having parks: place to go to get away from stress and stuff, relax,” Lewis says. He's been coming to the for decades to walk his dogs. But researchers found you really don't have to do any exercise physical activity to reap the emotional benefits of being at the park. It's all about being there.Researchers found participants who were outside for at least 20 minutes were 60 percent more likely to report being happy after leaving the park. 1390

The Trump administration on Wednesday will announce two executive orders aimed at freeing up more pipelines to supply the United States with oil and gas. The orders could give the federal government more power over states in approving energy projects.The United States is producing more oil and gas than any point in its history, in large part because of the shale boom in the Permian Basin in West Texas. But producers have trouble getting all of that supply to customers due to constraints on the number of pipelines.Canadian oil is also a problem, because Canada has run out of pipelines to send oil to the United States.Several states have invoked the Clean Water Act to delay approval of sections of pipelines, arguing that the pipelines will cause environmental damage.New York, for example, rejected a natural gas pipeline three years ago that state officials said failed to meet water quality standards. Developers still want to build that pipeline, which was supposed to transport natural gas throughout markets in the Northeast.One of the executive orders will direct the Environmental Protection Agency to revise the way states can consider the Clean Water Act when deciding whether to approve pipelines, according to a senior administration official.The official told reporters Tuesday night that there are "a lot of problems" with the way the Clean Water Act is being interpreted, adding that the administration expects the executive order to "alleviate" some of those issues.A second executive order is aimed at making cross-border energy infrastructure approval more streamlined. It says that any decision to issue or deny a cross-border permit shall be made solely by President Donald Trump.That executive order isn't limited to pipelines, but would cover other kinds of energy infrastructure projects, too. It comes amid controversy over the Keystone XL Pipeline, which is operated by TransCanada and which would bring Canadian oil into the United States. The Obama administration opted to shut down that pipeline, but the Trump administration has sought to reopen it. An official said Tuesday that the new executive order would affect "future" permitting for energy projects at the border.As energy prices have risen over the past several months, Trump has called on OPEC, the oil cartel led by Saudi Arabia, to help reduce the price of oil in the United States. Oil prices have risen because of a variety of factors including fighting in Libya, sanctions against Venezuela and Iran, and the inability of United States energy producers to deliver their vast supply to US customers.It is unclear if the executive order will have its intended, if any, impact. Many states are embroiled in bitter legal disputes with the Trump administration, and the executive order is unlikely to settle any of those disputes. 2838

The University of Nebraska Medical Center says a Gretna, Nebraska, grandmother already has a special bond with her granddaughter.That’s because she served as a gestational surrogate for her son and his husband, carrying their baby for nine months.61-year-old Cecile Eledge delivered five pound, 13-ounce Uma Louise Dougherty-Eledge at Nebraska Medical Center at 6:06 am on Monday, March 25.When her son Matthew Eledge and his husband Elliot Dougherty wanted to expand their family, she volunteered.What followed was a lengthy and scientific process to determine if she could carry the baby.With her age a consideration, Cecile underwent several tests before doctors determined her high-level of physical health made her a candidate to serve as a gestational surrogate.Dougherty’s sister donated the egg and Matthew Eledge donated the sperm.“We are thankful with how the whole process worked,” said Matthew Eledge. “We are really grateful that both Uma and her grandma are here, happy and healthy. For the time being, we’re just going to relax and enjoy this moment.”Leading up to her delivery, Cecile Eledge saw several of the physicians on Nebraska Medicine’s Maternal Fetal Medicine Team.
