"As of today, there is understanding that a practical phase of these response measures (in respect of US media in Russia over demands the RT broadcaster register itself as a foreign agent in the US) will begin next week."Zakharova did not specify which outlets would be targeted or what the actions would be. But last month, Russian officials sent letters to news organizations in Russia that are backed by the U.S. government, warning them of possible "restrictions."The comments are the latest in the increasing saber rattling from the Russian government regarding American media operations in Russia. Russian officials say it is in reaction to a request from the Justice Department that the Russian state-funded outlets RT and Sputnik register under the Foreign Agents Registration Act (FARA) in the United States.RT's network is available on cable in the United States and Sputnik has an FM radio station in the U.S. Both have websites that are accessible in the U.S. Though the United States funds news organizations in Russia such as Radio Free Europe and Current, those outlets are not available on radio or on cable but are normally accessed via the internet.According to RT, the DOJ initially gave it an October deadline to register. RT has said it purposely missed that deadline as it tried to fight against the forced registration. (AP) — California's skyrocketing gas prices could be driven by "possible market manipulation" by a handful of well-known retailers, according to a new government analysis.In a memo to Democratic Gov. Gavin Newsom, the California Energy Commission said at the end of April the difference between the state's gas prices and the national average increased by more than a dollar — "the highest increase ever seen." After accounting for the state's additional taxes and other program costs, the increase has ranged between 17 cents and 34 cents per gallon since 2015.The agency noted the price jump "roughly matches" the period in 2015 when an explosion at Exxon Mobil's refinery in Torrance crippled production in the state for more than a year. But the refinery has restored normal operations, suggesting other factors are driving up the price of fuel.One possible explanation the commission identified is some retailers are charging higher prices than others "for essentially the same product." The commission noted Chevron, Shell, Exxon, Mobil and 76 have doubled their prices compared to ARCO, unbranded retailers and hypermart locations, which include stations associated with supermarkets or big-box retail stores."While this practice is not necessarily illegal, it may be an effort of a segment of the market to artificially inflate prices to the detriment of California consumers," the commission noted in its report.Agency officials said this type of price increase would normally drive customers to lower-priced competitors. (AP) — A rookie Sacramento police officer was shot during a domestic violence call and lay wounded for about 45 minutes as the gunman kept officers at bay with bursts of fire, authorities said Thursday. She was finally rescued with an armored vehicle but died at a hospital."We are devastated," Deputy Chief Dave Peletta said. "There are no words to convey the depth of sadness we feel or how heartbroken we are for the family of our young, brave officer."Officer Tara O'Sullivan, 26, was shot Wednesday evening while helping a woman collect her belongings to leave her home. As officers swarmed the area, the gunman continued firing in a standoff that lasted about eight hours before he surrendered.Stephen Nasta, a professor at the John Jay College of Criminal Justice and a former inspector with the New York Police Department, said taking 45 minutes to reach a wounded officer is "unacceptable."If officers couldn't immediately get an armored police vehicle to the scene, he said, they should have commandeered an armored bank vehicle, bus or heavy construction equipment."If there's somebody shot, lying on the ground, you have to do everything you can," Nasta said.If no such vehicle was available, he said he would expect police to use a diversionary tactic such as firing at the home, setting off smoke grenades or breaking a door or window in another part of the home to distract the gunman as other officers rescued the wounded comrade.
