LA MESA, Calif. (KGTV) — La Mesa's police chief will retire after more than five years in the role and following unrest over the police department's policing tactics.Chief Walt Vasquez announced Thursday that he will retire effective Aug. 27. LMPD says Vasquez delayed his retirement when the coronavirus hit in mid-March in order to continue serving through the pandemic."Over the past five years, our team has worked very hard to keep the citizens of La Mesa safe. The decrease in property and violent crimes in the City from 2015 to 2019 has been the largest decrease of all incorporated cities in San Diego County," Vasquez said in a statement. "This is extraordinary, especially when you take into consideration that the La Mesa Police Department is one of the lower staffed departments in the County. Crime decreases of this nature are only achieved through hard work and collaboration with the citizens we serve."Vasquez most recently was top cop after a controversial arrest video surfaced, showing a Black man, Amaurie Johnson, being shoved into a sitting position and arrested by a white cop. The cop that was at the center of that video is no longer employed by the city. Johnson has since filed a lawsuit against the city and the officers involved.Following the arrest, and on the heels of nationwide calls for police reform, a protest outside of La Mesa Police Department on May 30 saw a 59-year-old woman shot in the face by a bean bag round during the demonstration and hospitalized, bringing the department's response tactics into question. An investigation into that incident and the officer involved is still being conducted.As calls for police reform continued locally and across the nation, the department followed other law enforcement agencies and banned the carotid restraint technique.Prior to his role in La Mesa, Vasquez started his career in the San Diego Police Department in 1986. He achieved the rank of Assistant Chief before being sworn in as La Mesa's Chief in 2015.Vasquez also served on the Board of Directors of San Diego Youth Services for more than 10 years and has served on the Board of Directors of San Diego’s Trauma Intervention Program since 2018. (AP) — The owner of a pharmacy that provided drugs to Nebraska for use in a 2018 execution is expressing remorse for making the sale, but acknowledging that he knew that prison officials wanted them for a lethal injection.Public records released late Thursday show that Community Pharmacy Services, a pharmacy in Gretna, Nebraska, agreed to sell the drugs to the Nebraska Department of Correctional Services for two payments totaling ,500.State officials had refused to identify their supplier until the Nebraska Supreme Court ruled in May that they cannot withhold that information.Pharmacy owner Kyle Janssen says the drugs supplied to the Nebraska Department of Corrections were used in the August 2018 execution of Carey Dean Moore, the first death by lethal injection in the state. LA MESA (KGTV) -- It was a frustrating flight for one mother in La Mesa, who said an airline would not allow her to sit next to her toddler without forking over extra cash.Aliss, who declined to use her last name, said she chose seats together when she booked her ticket through a third-party website. Aliss and her son, Kai, were travelling from Providence, Rhode Island back to San Diego with a layover in Minneapolis. When she got to the airport in Providence, her seat on her Sun Country Airlines flight was not next to her child.“I would have never booked a flight where we couldn’t sit together,” Aliss said. She said her options were limited and that the representative with the airline said she could charge her a fee.“I can’t pay that. What else can we do? And she said, well for I can move you guys in a row front and back of each other. I said that doesn’t help my problem. He’s still not sitting next to me,” Aliss said. She said she told the airline representative not to charge her the money, but she was charged anyway. She said she did not get help from anyone with the airline, including the flight attendant. “She said no, you’re on your own. You’ll just have to argue with people,” Aliss said. Fortunately, a grandmother ended up giving up her seat so Aliss could sit with Kai. That was only the beginning of her problems. From Minneapolis to San Diego, Aliss’ flight was delayed. At first, it was only three hours.“No big deal,” she said. She tried keeping Kai entertained and saw many other parents in a similar situation. The three hour delay became much longer with passengers unclear on when they were going to leave. “It was confusing, frustrating,” Aliss said. She said they were promised 0 vouchers for the long delay. Aliss said their 3:10 p.m. flight finally left around 12:30 a.m. Team 10 contacted Sun Country Airlines, who apologized for what happened. In a statement, a spokesperson told Team 10: “This was not the level of service we aim to provide, as it is our policy that children always be seated with an adult on the itinerary at no cost. We have issued a full refund to the passenger for the fees incurred at the counter related to the seat assignment. We were also able to ensure two seats were assigned next to one another on her return flight. (KGTV) - Scientists at Stemson Therapeutics say they've found a way to create new hair cells that could become a cure for baldness."We're hoping this will be the breakthrough," says Chief Scientific Officer Alexey Terskikh.For a few years, they've been working on a two-part process that turns stem cells into hair follicles. It then implants the follicle cells into the scalp to grow new hair."We have the capability to generate brand new hair follicles," says Stemson CEO Geoff Hamilton.Using iPSC's, stem cells derived from a person's blood or existing cells, Terskikh's team can direct them to become folliculogenic cells, the building blocks of hair.They then put the cells into a microscopic scaffold-like mold made on a 3D printer. LAS VEGAS — A Las Vegas couple is trying an unusual solution for rising rental costs — living out of their van by choice, and saving more than ,000 per month.The lifestyle is called "Van Life" and it is exactly what it sounds like.Lawrence and Liz Heller say the van life comes rent free and without utility bills but, instead, their major monthly expenses include their car payment, insurance and gasoline.The Hellers and their three dogs squeezed into the couple's 2011 Volkswagen Routan after Lawrence lost his job following an injury in August.The Hellers say the unfortunate situation left them with a difficult decision — use Liz's entire disability income on rent which would leave them nothing left over, or come up with a different plan.Las Vegas and Clark County routinely rank among the highest of per capita homeless in the country.Liz says the couple had been considering the purchase of an RV but the initial down payment was more than they could afford.Liz says moving to another apartment was not feasible due to rising rent costs which are now more than 0?on average per month in the Las Vegas valley.The Hellers began researching and found a variety of websites, discussion boards and YouTube videos that provide a wealth of information on the topic."After everything that had gone on, we opted for the van life," said Lawrence.The Hellers say the transition was rough at first."It looks like a typical so-called soccer mom van but in reality, behind those tinted windows, people are living," said Lawrence.The couple says they had to dramatically downsize which included giving away some family heirlooms.They are renting a storage unit, a mailbox that provides a physical address and re-homed their cats."We do not have an electric bill, we do not have rent," Liz said. "All we have is our car payment, car insurance, storage and our mailbox."The Hellers say the van life certainly comes with its disadvantage: public restrooms, truck stops for showers and not being able to cook.The couple says when it comes to surviving the elements, they keep their van running to keep them cool in the summer and warm in the winter.Liz and Lawrence say the "Van Life" is not permanent for them and some day they would like to save up enough money for an RV of their own.In the meantime, they say they do not qualify for many government programs or additional assistance because they do not have children.The Hellers say many programs, such as Section 8 housing vouchers, have long wait lists or are simply out of money."When people define the word homeless, people say 'well, you don't have a home to go to,' " said Lawrence.
